supervisor olague: the total project is less than those received in years past. while the potential planning and land use implications of this 3000 square foot billboard have not been properly vented -- vetted, i would like to request this referred back to land use. if there is sufficient public benefit -- or mitigation. i think at the end of the day look, we may decide that the project revenue was are -- revenue is sufficient to meet those -- that. at this time, it would be important for the land use committee to review this item to allow the planning department to also review this signage from a land use perspective. i know it is considered from a budgetary perspective. i think it would be important to view it in that regard. i am looking for more public process. i am not advocating for any outcome. i do believe the public deserves some time to view this issue from a different -- through a different lands and more from a land use plans. president chiu: supervisor olague is making a motion to refer this back to land use. seconded by supervisor campos. discussion

supervisor olague. supervisor olague: i was wondering when you were gauging the performance of some of the principals in some of the schools. what were some of the weaker qualities that led to their replacement? what were some of the patterns that you were saying? >> i should qualify. in the first place, for all but two of our schools, we were required to replace. we were doing it out of a requirement to replace the principal. upon doing that, i can speak more to the criteria we thought were important. that was a commitment to diversity response of school reform especially in a city that is -- has bilingual and by- literate goals -- biliterate goals. and who understood the model and urban school reform and had some track record. for two principles that we did change mid project because in the -- three principals we did change. one was not performing well and at one point became an absentee principal. we had to replace that principal. the principal had a lot of the reform qualities but parents in the com

i believe supervisor olague is with us today. [applause] and in a short three months when he has had an opportunity to nominate and appoint somebody to the very important position which he firmly held as the chief administration officer of the city and county of san francisco, and again he immediately nominated noami kelly to be our cao. [applause] we're living in a city that we're very lucky, and we know that women around the world and in many other cities are not as lucky. when i look around their room, i see that we have many city departments headed by women. of course there can always be more. but i see melanie, miriam, emily. i mean, there are quite a few and we're very proud. i am looking at the next four to eight years, and i can see there will be more and more women leaders in our city government. so we're very fortunate to have somebody at the top of the city that really believes in making room for women at the table. now i would like to invite the one and only surely bell to join me in presenting this award, and please

supervisor olague. supervisor olague: i wanted to mention briefly i will be submitting paper work, a resolution that will initiate designation of real property at 301 geary st.. the gold dust lounge. i want to make mention of that. i do want to mention that there are many residents of district 5 who did contact me and they are concerned that another piece of san francisco will be replaced by a formula retailer. erases the larger question -- it raises the larger question. since this is one of the areas that many tourists and it is -- internationally renowned people are always there at the turnaround. people have concerns that sense for miller retailers -- formula retailers are in that area, will people be stepping out of their hotels and walking into an over-proliferation of pharmacies and formula retail stores? at some point, we need to reflect on what representation we want for san francisco so that we somehow retain the character. when you go into the neighborhoods like the fillmore, the upper haight,

supervisor olague: next speaker. >> good afternoon.m the city planner and also a board member of san francisco beautiful. i am here on behalf of san francisco beautiful board members. there are extensive and i will try to fit them into a few minutes. and we are not opposed to the contracts such as this one. however, we are challenging the direct conflict occurring, including police in a rezoning, as mentioned. also the policies established by cac. i would like to invest in a wonderful mix use development next door, but you never know. we are not challenging the legality of these efforts at all. 10 years ago in march, 79% of the people of san francisco approved the sponsor of the initiative, which prohibits new billboards on private property. but i understand this is public property. november of 2009, voters approved the disallowance of any new buildings on public property, deciding that other goals superseded additional billboards. this building houses the planning department. it is sad to see a degraded, as it produces likely miniscul
