every year omb does release an assessment of the cost of the regulations they have seen. should i be looking at that more skeptically, is it that the process of it exists previously even though omb and your staff tabulated this has positive net benefits, but they were wrong? ms. rao: i think it is important to look more closely at some of those numbers. it is often easy to overstate benefits or costs and we are trying to be much more rigorous about that. to look more closely at some of those numbers. i think it is good to look at those skeptically. ted: on the requirements themselves, the two for one requirement, which is a three for one requirement -- ms. rao: a projection. ted: a budget that is projected to be negative for the coming year, the seem to be process changes designed to constrain agencies from what you per -- from what you perceive as over regulatory impulse. my question is, i can see how they would work under different administrations. if you look at the cabinet members of this administration, they do not seem to have that impulse or need of constraining. i

epa this year consistent with omb guidance and direction from the president is using its unobligated balances, carry-forward funds. most of the agency will remain open, unlike several years ago. mine safety inspection, number of inspectors that will be on the job for mine safety inspections will increase from 25% of the total in 2013 to 50%. here again, part of the administration's intentional plan to use unobligated funds that are already at the agency, something that the previous administration did not emphasize. cyber security, safeguarding of i.t. systems will continue to work during the lapse. and that systems will continue to get their critical updates. national parks, you may have already noticed that the parks, private concessions that serve them are open. as i mentioned yesterday, will be picking up the trash or cleaning the bathrooms. number five, during the last administration, the obama administration canceled. the u.s. trill use its funding flexibilities, the ability to use carry-forward funds, ability to use transfer of funds from one account to another in order to cont

and i have confidence that mick mulvaney at omb and president trump would prioritize funding our troops. >> so despite what the president says, congressman, do you want to assuage the fears of maybe men and women in the military, you think they'll be okay in the short-term if there is a shutdown? >> i think if there is, they will be fine because the administration will treat them as they should be treated. and they'll be pride oritized t right way. in fact, in the very short-term this may help us solve the problem because i think reality is is unless -- when will the senate get to 60 votes, when they have to. and it is hard for me to imagine that democrats are really going to prioritize 800,000 people whose families brought them here illegally over our troops. and so -- and we already have consensus on defense. we don't yet have consensus on what we're going to do about the daca population, and apparently unfortunately in the senate we don't have caonsensus on what we're doing on nondefense spending. let's move forward on what we do agree on. >> you said it will be fine. >> the words of

director of omb mick mull vain is here to address the status of the update, and then we'll take a few questions with. >> good morning. good afternoon. a couple different things. walk through some of the -- how a lapse in appropriations, a shutdown works. keep in mind the technical term, the legal term is actually a lapse in appropriations. so when you saw the notices go out today, they referenced a lapse. that is the formal name for the shutdown. this morning, early this morning federal workers not notices from their various agencies as to whether they were exempt or furloughed employees. they sort of fell into three categories. either you were exempt and you were to come to work either today or monday depending on your ordinary work schedule, you were absolutely furloughed in which case you were not to come to work, or actually there's another group of people who would show up for a few hours on monday or today in order to shut down or prepare for the lapse. so those notices went out today. i mentioned yesterday that this shutdown, this lapse would look different than it did in 2013.
