what i find more vexing is not that the house intelligence ,ommittee, mr. nunez, mr. gowdy are making so much about this episode. not about thea concert they are stating which is protecting americans from abusive surveillance policies. if it was, we would be talking about reforming the fisa process, holding the government to a higher standard before it can obtain one of these warrants. of course, this is the very house intelligence committee that voted last year to reauthorize one of the other parts of fisa, with the republicans almost entirely endorsing that reauthorization. my concern is that if there is really a problem here, let's talk about the problem, as opposed to turn this into some huge partisan, political scandal that is distracting from the mother investigation, which is mr. gary himself suggested yesterday, should not be affected at all by what is in the nunes memo. comey goes on twitter and says that the release of this information, and trusthe words destroyed with the intelligence committee, damage the relationship with -- would you agree that those thi

i rise in support of this resolution which combines two bills from the house financial services ommittee, h.r. 460 and h.r. 4296, legislation to undercut operational risk capital requirements under a completely closed process. these are the 66 and 67th closed this -- of this congress, mr. speaker. and i am deeply concerned with the republican leadership's total lack of consideration for regular order. for all intents and purposes, regular order is dead in this congress. we consider one closed rule after another after another after another. and republicans routinely rush bills to the floor without even holding hearings on the underlying legislation to help members bert understand the impacts of these bills and benefit from expert witnesses. what is especially shameful about the process today, mr. speaker, is the fact that there were amendments submitted, but republicans decided to self-execute these nongermane amendments with no debate or discussion on the house floor. to shut down the ability of members to offer additional amendments. this is just bad legislating plain and simple. and i

i want to go outside of this .ommittee's jurisdiction you have a lot of opportunities to improve servicesnd our tribal communities. of my constituents in south dakota are served by this agency, and they are getting a third world quality health care. in fact, people are dying because this agency is such a disaster. babies are being born on the floor, surgical instruments cared by hand, health providers on drugs. administrators are not doing their jobs. several of these facilities have been under review, and facilities closed by cms. we have not gotten any better. what happened was the direct service facilities in south forta that have been cited , the loss came after cms and ihs partnered together to provide more quality tools and access to the hospital engagement network. dakota andd in south in the great plains region, that tribes and neighboring nebraska have been set up and are which he -- are waiting for ihs to fix their hospitals. they have started to take over their hospitals. my tribes are too poor to do that. they do not have the resources to do that. it is an emergency situation.

we on the ways and means ommittee are fortunate that we , in our midst, get to work daily with two iconic american heroes, john lewis of georgia and sam johnson of texas. it has been my high honor to serve as his ranking member with this great american hero and dedicated public servant. we all know that mr. johnson is indicating that he will not be seeking election again. that is a great loss to the congress and a great homecoming for people in plano, texas, and his family who richly deserved this great american hero here. he demonstrates that heroism daily in the committee by his compassion and concern for his fellow americans. much as he defended them in his service to the military, he defends them daily here in the united states congress. as chairman brady pointed out, there is a great need within the payee system to address a number of the concerns that the hearings that mr. johnson conducted revealed many of the inadequacyies that existed. -- inadequacies that existed. there are currently eight million social security beneficiaries who have a payee to help manage their benefits. near
