abuse that went on, animal cruelty. some animals were abused so bad that they had to be put down because of the abuse. it was just horrific what people could do to animals. and if i can help in any way to get knowledge out there to the community, let people know if they are unable to take care of their animals, what is the main thing to do with the animals. whether it's evictions or just like issues that they're no longer able to take care of the animals. i have a cat that's 22 years old. like when i was a police officer, [speaker not understood] chopped off her foot and fortunately she's been a wonderful cat. and i want people to know that there are options. there are [speaker not understood] if you take on an animal, you need to know that it's a privilege and what you need to do to, to take care of those animals because they're dependent on us. and i just want to make sure that in san francisco that we're enforcing laws and giving people knowledge to know how to take care of them in the city boundaries. there

we also rescued abused animal. one of the things i learned working for and volunteering is how to effectively communicate people and open eyes to the importance of animal welfare. one rainy day [speaker not understood] we encountered a sweet pit bull changed to a pe toshibation a dog house with a heavy chain probably weighing 25 pounds. i was able to convince his reluctant guardian to replace the heavy rusted chain with a lightweight tether allowing the dog to move more frequently. after 10 minutes of conversation i convinced the same guardian to surrender his old blind and deaf dog to deliver his house to give him a warm dry house to sleep away his pain and memory. animal care and control is one of our basic municipal functions. this agency is our safety net for animals in san francisco. the agency runs a shelter that does not pick and choose which animals it act accepts. accepts any animal that is brought that. this is a very important agency and we've not done a great job making sure it's adequately staffed. we heard in detail a few months ago about the needs of the agency and its budget shord coming. there are not enough, for example, enforcement officers to go out in the field and deal with animal welfare issues. the shelter itself, for a period of time, chosed. i think one or two days a week because it simply didn't have the resources to stay open seven days a week and it's incumbent on us to make sure the agency is adequately staffed. this is a city where we are passionate about all animals and we want to make sure our budget priorities and the resourcing of animal care and control reflect that passion. i know that the department and the city administrator have put forward a proposal that's detailed in t

vets, national animal control a association and we basically found the lit erature for guidelines on animal care are pretty robust. there are lots of add viesz about vice about how to take care of animals well. there weren't a lot of materials talking about workload and resources attached to it. how do you determine how many officers you need or how many shelter care attendents. and for cleaning within our own agency. we found that we provide about fine minutes or so, not up to the standard. then the other ult what we found is icc does a great job. they provide more services than most. they have better outcomes than most but that do so with fewer resources which indicates they're quite efficient. that said, based on what we found we think they should have additional resources to better perform. they are about a 4.8 million annual operating budget. this indicates the budget at fte has been very static at . if you look at the blue line that's their operating budget like supplies, contracted services and that's been pretty flat for most of the period. it was hovering around 500,000 dlar $500,0
