on a statewide campaign. the polling was reflective of jurisdictions in pg&e service territory. they were hitting the wall of people giving it -- you would think that people have had a relationship with the company for decades would have a more overwhelming confidence factor on reliability and rates. my interpretation of this gives us greater room to grow. consider how little package education there was with this, i interpret this very positively. if the city falls through on its commitment to provide the investment on education and doing the kind of out reached that is essential that stops and starts between lafco and the city, if we're absolutely committed, i think these numbers improved considerably. i cannot see pg&e numbers improve unless they go on a major charm offensive, which they need to do anyway considered everything else they are embattled by. they need to go on a major charm offensive. state law precludes they cannot go unless cpuc loses their spine, unless they start going after us. they are told to stand down and not interfere with our ability to promote unless it

. >> this slide shows you the pg&e generation rate for 2011 residential customers and our climate zone. it shows you on the blue line the rates that pg&e currently houas for the generation component of rates. you can see how it steps up based on the increase in consumption month-to-month. that is the tier, those steps are in reference to the tearier. it goes up with an increase in consumption. the red line is the proposed flat generation rate that pg&e has placed before the california public utilities commission. if adopted as proposed, it will represent an increase for the lower tiered customers. the average residential customer in san francisco is there. there will be a decrease for the higher tiered customers. that is just on the generational component and not the overall bill. that is the component of service that the community choice aggregation service provides. >supervisor mirkarimi: does pg&e have a green tier? >> i am not aware they have a green service offering. they have a climate smart program. it is an offset type of program. they do not have a green portfolio program beyond the standard s

pg&e customer. state regulators just voted on two proposed rate hikes and anne makovec is in san francisco to explain what it means to your bill. she joins us now with more. >>> reporter: for most pg&e customers one of the proposals was taken out before commissioners could vote for it but one proposal did pass that will raise the average customer's rate depending on how much used by 10%. >> do not allow it to happen. >> reporter: about a dozen people came to the public utilities commission meeting this morning to speak out against two proposals to raise rates for pg&e customers. >> money, money, money, has been the request of pg&e with no responsibility. >> reporter: in the end, the commission threw out a plan to charge everyone a new flat fee and voted in favor of a plan to allow pg&e to level the playing field between high and low energy-using customers. >> california has taken appropriate measures to begin alleviating the growing disparity in rates and their impacts on certain residential customers. proposed decision takes another step in the right direction and thus represents progress. >> report

pg&e or to cover rising costs? >> with respect to this most recent thing they did on thursday, which was to change the tiering system a little bit, it's neutral revenue to pg&e. they'll get an extra penny for it are it just shifts the costs around a little bit. the thing that happened earlier this month is very important to pg&e. $180 billion the following year and $185 billion the year after that. these are big numbers. >> the billions to pay for what? >> well -- >> cars and yachts? or new infrastructure? >> new infrastructure, maintenance of infrastructure, to pay for all of the things that go along with running a utility as costs go up. there's one argument that's come up about, well, what about this $500 million they're paying to inspect the gas pipelines they're doing right now? that's not decided who's going to pay for that. most likely consumers are going to have a role in that. but that decision hasn't been made. these numbers are strictly a general rate case. and that general rate case was decided earlier this month. then this new tiering system -- >> is that providing fuel for those areas who would like to
