city level. i don't believe there is an upper limit on the federal level either.s a transaction that is between the borrower and the lender. and, so, as you mentioned, the resolution merely approves the financing to proceed on a tax exempt basis. >> okay. so, there's no kind of limit to the number or the amount of tax exempt bonds that are let out i guess in the general market. that's just a general question. if you don't have the answer, if you can find out that would be great. >> sure. and again the resolution is for not to exceed 32 million for this project. >> right. will the san francisco friends of school, do you think that you might be able to come up and speak briefly to what this would go towards? just for the benefit of the public. >> thank you, supervisor kim. my name is paul galvin. i'm the director of finance and operations for san francisco friends school. in november 2007, the city and abag approved $24 million in a credit enhanced variable rate bond financing to fund a renovation of the school's campus, which is the former levi straus factory at 25

parking, the operator collects the tax from the occupant, holds it in trust and remits it to the city on a monthly basis. it is a significant and growing revenue source for the city generating over $70 million annually. most of the tax is appropriated by board and to mta. the three components that i'll mention briefly here relate to parking bond, administrative citations, and the government agencies. parking bonds are required of operators to protect the city's interests and provide security for the taxes that the operator remits to the city. the legislation expands to a level of the bonding required of parking operators from 7 to 18. and this is in response to industry requests for smaller bands of bonding. the legislation also provides for reduced bonding requirements, for operators that have a strong track record of tax compliance, reducing by as much as half. the legislation makes clarifications about surety rights and obligations. notably, that policies must cover the specific time periods. this provides additional city protection. administrative citations are the tax collector's eq

[applause] >> thank you mayor lee. it's an honor to be here and it's great that we did two things in the month of october. we're reinforcing that san francisco is the innovation capital of the world and the giants are going to win the world series, so october is a great month for san francisco. i represent the 350 plus members of sf city which is basically a tech chamber of commerce that we formed in january of this year, and we have 350 member companies, many of those representatives are here. and those 350 companies represent probably 90% of the tech population of san francisco, and it's the tech companies who are doing the most hiring right now. we will fill over 6500 jobs this year, and even more jobs next year, so it's incumbent upon sf city with its partnership with tech sf to match this year and next year's 6500 job opportunities to

i will stress that san francisco is a city with a dichotomy going on. in many ways, we are a cutting edge city in terms of technology, food, transportation, there are all sorts of things where we are ahead of the curve. we attract a lot of people like you who are forward-thinking and want to do things in a different and more innovative way. we're also a really old school city. the change is challenging. david and i talk about this a lot. we're trying to do things differently. we get a lot of reflexive push back, whether you are talking about cars sharing on streets, or changing zoning to create new housing to make the city more affordable and inclusive. you have those kinds of difficult conversations. so much of this is about educating the city as a whole from all generations and perspectives. our housing policies and transportation systems are not always sustainable. if we want to remain a cutting edge and diversity that draws all sorts of people here, we're going to have to change. we're going to have to consider new ways of doing things the year or tw
