that is a good practice for cities, keep the money on programs that are aimed at safety for example pep. >> this issue is almost as much political as it is related to safety. however in this report we also showed you that some cities are accused of tweaking the length of time a yellow light is on to fall below three seconds which is the federally recommended minimum. and studies do show that decreasing the duration of the yellow light increases accidents as well. instinctively i would tell you if that's the case if i'm going through and i'm going to proceed through a yellow light and all of a sudden it turns red i'm going to slam the brakes on. what do you know about timing of yellow lights? >> yeah, it does seem there was a problem with that in chicago and this should be regulated. these are new technologies, i think the regulations haven't caught up with the technology and i think those kinds of problems should be addressed and there should be protections for motorists so the technology isn't taken advantage of the way you described. however i don't thy those problems are a good reaso

it was supposed to be on the city and the developer had a say in what happened here. commissioner sheehan was on her daily run this morning when she saw this. tree trimmers hacking away at old oak trees she thought she helped protect. she halted the project and called city hall. she found out the trimmers had a permit issued by the city itself. the developer is making way for a dog park. but she says it was a mistake by city staff to allow it. >> this is a shared situation. for them to come and say we're gonna take out all your shade trees, that wasn't the deal. >> reporter: a city between the developer years ago was that the developer had to maintain the she isn't doing that either. and look at garbage piled up. code violations were issued today. as for the tree, she halted that project for an hour or two. but the deal she says is on paper couldn't save these trees. by 2:30, trimmers were back at it again. they took both trees that were rotted and took them all the way to the ground. >> reporter: public and private deals together can be awfully tricky. part of the pro
