also richmond police arrested this man, 19-year-old brandon payne, for the killing of a teenaged girl from bay point on tuesday. police say they have recovered a gun. he was arrested near the home in richmond where 16-year-old mariana seymour was killed. >>> sonoma county reporting the first case of the zika virus. the patient had traveled to central america and was bitten by mosquitoes. zika virus is primarily spread by infected mosquitoes that are found in latin america and parts of the caribbean. the virus is dangerous to pregnant women especially because it can spread from a mother to her unborn baby, resulting in life altering birth defects. so far it has only made its way into the bay area by people who become infected after traveling to central america. now 35 positive cases on the way to improvement so if you're trying to get into san francisco and you have a little bit of the luxury of waiting around, it's probably going to get better as the morning wears on here. taking a look at 880, slow traffic has appeared on 880 from san leandro up to oakland as it normally does. what's gotten better is contra costa county, highway 4 is a little bit slow still but 680 looks good from the benicia bridge. >>> we are beginning our 8:00 hour developing news from milpitas where early this morning there was an officer- involved shooting. it's under investigation. investigators say a suspect was shot and wounded. ktvu's janine de la vega, you have been there all morning. you have new developments. >> reporter: well, in the last 30 minutes, dave, they opened up both directions of calaveras boulevard. they were previously closed here. the one thing that is still shut down there where you see all the police cars is the northbound on-ramp to 680 here. that's still closed. it looks like they have also brought in heavy equipment to clear away some brush. we are not sure if that's because there is still some evidence over there that they need to look for but they have been very meticulous in their investigation. it was a very large crime scene that stretched all the way across calaveras boulevard here to this motel where they just took down some crime tape. now, this shooting happened just before 1:00 this morning, an officer made a traffic stop on a cadillac and pulled into the parking lot of the executive inn. police say the officer and the suspect both exited their cars shortly after the shooting occurred. we don't know if the suspect had a weapon or what made the officer shoot. we are told the suspect ran across calaveras to the northbound 680 on-ramp, police caught up with him in the bushes there. motel guests say they heard two to three gunshots, some ran to the balcony and saw the suspect bleeding. >> he had a white shirt on and in that area, it's kind of wooded so the white stands out. you can see the area in red, you know and a few people that were standing there was like, oh, look, he's slumped over. they shot him. >> reporter: that suspect was taken to the hospital where he is now being treated. his condition is unknown. police tell us he is a 27-year- old latino man from san jose, he has three outstanding no bail warrants out for his arrest. the officer involved was not injured. police are questioning him to figure out how this all unraveled. police say they may release some more details later today. as happened shortly before midnight on interstate 680 near bollinger canyon road. the chp says the driver of a sedan was killed after slamming into the back of a large crane and two southbound lanes of the freeway were closed for several hours. the chp investigation into that cause of the crash continues. >>> also new this morning, san francisco police chief greg suhr will hold a news conference at 11:00. he is going to announce new plan to fight bias within the police department. we are told the plan includes having all police officers attend antiharassment training effective immediately. this comes after the release of more racist and homophobe text -- homophobic text messages. the associated press says these transcripts include san francisco police officers ridiculing african americans in ferguson, missouri where police shot and killed an unarmed african-american man. >>> turning now to the race for the white house. violence broke out last night outside a donald trump campaign stop in costa mesa in orange county. take a look at the pictures you see here someone jumping up and down over and over again on the top of a police car. he slips down, dents the hood of the vehicle and shatters the back window. about 20 people were arrested for disturbing the peace and blocking traffic. here you see someone doing doughnuts in a car in the middle of the street. police tried to disperse this crowd. inside donald trump's rally republican frontrunner revved up supporters by lashing out against democratic frontrunner hillary clinton over issues such as benghazi and the convention is being held. you talked to the police chief in burlingame. after the pictures we saw last night, he took an extra step today, didn't he? yes. in the last hour we have seen marked increase in the police presence here at the hyatt regency in burlingame. you might see some of the officers over there and some of the protesters who have already shown up here. the chief tells me he wants to ensure this is a safe event for the convention attendees and the protesters alike. >> when we determined what we were facing today we put together an ops plan and so we have an incident action plan to address our needs. these plans, obviously, would address any -- the same type of behavior that happened in costa mesa. >> reporter: in a matter of hours the convention will launch with a breakfast kicked off with trump. john kasich scheduled to speak at a banquet dinner tonight. ted cruz scheduled to headline tomorrow's luncheon and carly fiorina set to deliver the keynote speech tomorrow night. protesters have pledged to come out in force. surrounding agencies are making sure this event safe for convention goers and protesters. police tell me they are expecting anywhere from 500 to 3000 protesters. they say currently their plan is flexible, they are even considering closing down old bayshore highway where the hyatt is located if they need to. convention goers, though, they are focused on the political battlefield and say the state's 172 delegates would be pivotal in deciding the eventual republican nominee. >> depending on what happens in indiana and the other states that are remaining, this election could be decided in california. >> reporter: burlingame police say they do have a plan in place to handle the expected protesters. they say that that plan includes a plane flying overhead to give them perspective on the crowd. they also say they are prepared to shut down old bayshore highway if necessary to accommodate the protesters and ensure the safety of everyone. the chief stressing to me that he wants this to be a safe event for convention goers and for protesters alike. again, we are expecting trump to start the luncheon at about noon today. we are hearing the first protesters again really set to show up at 9:00 but we are already starting to see a handful of protesters out here already. the chief of police again telling me that he wants to see this commute this time of the morning. as you drive through to the mccarthy maze and to the bay bridge toll plaza. when you get to the toll plaza you will see things are definitely improving as you drive into san francisco, that 880 ramp has become very nice, no major problems there. we are looking at the peninsula via our map system. little bit of slow traffic in san mateo and a little bit on the second part. we have that ridge that will continue to strengthen over the bay area. we also have a system that will be dropping down the backside of california. as it does, it's going to switch our winds around and by saturday into sunday, we are turning north-northeast and with that, our temperatures are expected to soar. today the numbers vary similar to thursday. as we get into saturday, low 70s at the coast to low to mid- 80s inland and look at sunday where we are expecting some of the warmest weather to move through. we have santa rosa at 84, san francisco checking in at 76. concord will go to 84 and san jose 82. that's what it looks like at the moment. for today, we've got nice mild weather coming our way, 78 in novato, 78 in napa. breezy at times, especially into the afternoon, 71 in oakland, 75 for danville, 79 in antioch. our south bay locations 72 san jose, 75 expected for morgan hill, a beautiful 74 in santa cruz. your peninsula looks like this, 71 in woodside, 70 for san mateo, upper 60s san bruno, san francisco, low to mid-60s for the coast, stretching from daly city, pacifica for half moon bay. if you're going see the as play later today, 65 degrees at game time with that northwesterly breeze to about 15, but it's going to be a gorgeous day out there if you're going to do tailgating right before, your extended forecast here with your bay area weekend always rosy rosemary orozco. >> the wind could put a damper on things. not everybody will be windy. at the coast and in our hills and at times we all could have that possibility. here's a quick explainer as our door right now, 51 sfo, 56 in oakland, 56 in walnut creek, low 50s santa rosa, low 50s to the south bay of san jose, low 50s for woodside, menlo park, 55 in san mateo. a quick look at your afternoon highs for today. 64 in pacifica, 68 san francisco, upper 60s in hayward, some of our warmer locations mid to upper 70s. the warmer locations will get into the 80s for saturday and sunday. a look at those numbers coming up in a little bit. >>> at 8:32, let's get onto the highways with sal, good morning. >> right now traffic is improving a little bit out there. we have a look at the commute here on the commute at the bay bridge. you can see it has improved. once the 880 ramp emptied out, i knew this was going to happen. waiting around has helped you. in fact, if you wait around longer, you might even see no traffic here for a bit. this is a nice picture. let's move along and take a look at san francisco, northbound 101, we have a little slowing as you get onto the central freeway and take the ninth street exit but the rest of the commute doesn't look that bad. the peninsula here, traffic is not bad here. across the way on 880, also a little bit slow through union city and fremont but you can tell, these levels are not what they would be on a thursday or wednesday, just a little bit better than normal. >>> 8:32, let's go back to the desk. >>> in a few hours here the oldest of two brothers accused of killing his parents set to make his first appearance in the south bay courtroom. brian flores in the newsroom now with what that brother told a local newspaper about his younger brother's role in the alleged murder. >> 22-year-old hasib golam rabbi spoke with the san francisco chronicle in a jail house interview where he talks about how he says the truths of what happened coming out and how his little brother, a 17- year-old, is innocent. many people are wondering the reason behind the alleged killing of his parents, gol' lamb and -- golam and shamima rabbi here. he would not comment on his own guilt or innocence. his parents shot and killed in their own home in san jose's evergreen neighborhood. their bodies found after families and friends didn't hear from them for a while. san jose police arrested hasib and his little brother on wednesday on suspicion of murder charges. police have remained pretty tight lipped on a possible motive. but we went back to the neighborhood after police announced the arrests. many were shocked and many didn't want their faces shown either. >> they like normal family, you know, like they lead a private life and we don't get a chance to hang out with them a lot but they appear normal. >> never used to really like talk to people. he used to walk around by himself from what i remember. >> last sound byte you heard were people who went to the same school as the 17-year-old. again, there was no official motive by police but a source confirms to ktvu fox 2 at least three messages were written in ink and scrawled on the floor and walls near one of the bodies. now, hasib and his younger brother being held without bail. a prayer service for their parents will take place at 1:30 this afternoon at the muslim community center in santa clara. they will then be laid to rest at a cemetery in livermore. >> thank you. >>> the brother of the san bernardino shooter syed farook could face up to five years in prison for allegedly arranging a sham marriage for his sister- in-law. agents served a search warrant at the home of syed farook's older brother in riverside county yesterday. the brother and his wife who are u.s. citizens and her sister from russia appeared in federal court a short time later. they are charged in a conspiracy to get a green card for the sister by paying a friend $200 a month for a sham marriage. >>> gun control advocates taking bold action on tightening california's already tough gun laws. lieutenant governor gavin newsom says he'll turn in more than half million signatures to put a gun control initiative on the november ballot. the proposal will require background checks when buying ammunition. also have a process for felons to relinquish their firearms and require gun owners to report lost or stolen guns. >>> time 8:35. the state wants pg&e to pay a $90 million fine because of the devastating butte fire last fall. the fire forced evacuations and burned 71,000 acres, destroyed 550 homes and killed two people as it spread to calaveras county. three days after the fire started, pg&e said a pine tree fell onto one of its powerlines and that started the fire. >>> san francisco's building boom has the city considering tougher safety rules for all of those construction cranes towering over the city. since 2013, 56 of those cranes have risen in san francisco. yesterday at a public safety and neighborhood services hearing, there were calls for some local regulation changes. crane safety captured the attention at the -- of the board of supervisor after recent fatal construction crane collapses in new york city in february and then last month in florida. the city is considering changes like having onsitealso requiring a flagperson to be on site when
