that one was in northern ontario. those rail cars, again, full of alberta tar sands oil headed east through canada and in ontario there was another derailment, and seven of those rail cars full of oil did blow up and they blew up in a way oil cars do such that they gave you a cinematic display of what the end of the world will probably look like. both of those oil train crashes, including the seven oil cars full of oil that did blow up most of those crashes happened this weekend on valentine's day. then, two days later, which is yesterday, this was the scene in west virginia. about 30 miles outside the state capital of charleston west virginia. now, this oil train was 109 cars long and it was carrying black and crude oil in west virginia on its way to yorktown virginia where that oil was going to be loaded on barges. they have a lot of trains now traveling this route through towns large and small, and yesterday, for reasons still unexplained, on that 109-car-long train, car number 3, 4, 5, 6 all the way back to 28 cam

expected to bring some 23 kilometers of snowfall across the great lakes region also into southern ontario that could switch to the new england states where you can see about ten centimeters going through thursday night. temperatures out here also on the chilly side. this low is going to be combined with some fairly gusty winds. boston at minus 4 on thursday minus 9 for the high on saturday. a low gets below that. and plus we count in the wind chill during the overnight hours. could feel like minus 20 or below for some of you out there. washington, d.c. even getting up to about 4 on your thursday. compare that with your average for this time of year and it kind of puts it in perspective of how chilly it is out there. that's what's going on in the east. we have this high pressure coming in behind it. definitely temperatures will continue to drop off. and in the pacific northwest over toward vancouver, even extending down through british columbia, what we are seeing is some heavy rainfall and definitely snow in the higher elevations out here. as storms continue to push through you can see va

22 below zero at the tourist hot spot which straddles new york state and the canadian province of ontario and as you can see, the falls are not completely frozen over. water is still flowing underneath the ice. the only recorded time the water flow stopped completely was back in 1848. and that was because of an ice jam up river. >>> it is chilly. despite those images a federal climate report suggests things are actually getting warmer. last month was the second warmest january on record for planet earth. the snowpack in the pacific northwest is dismal and it was the driest january on record of course here in the bay area. this photo from the sierra is an example. this is at 8100 feet in the lake tahoe area. as you can see, there is no snow there. very unusual. >>> for the second year in a row, the most visited place in the national park system is the golden gate national recreational area. there were more than 15 million visits to the area last year. that's a million more than the total for the second ranked site. the blue ridge parkway that stretches through virginia and north carolina.

that's lake ontario. this is the atlantic ocean. that's massachusetts, and that is snowfall. no your television monitor is not on the fritz. this is not a fuzzy tv screen that. is snowfall. behind it i want to show you something, this is called cloud streets. this shows just how strong the wind was, pushing that system behind our cold air mass that's now settled in. let's talk about the graphics because it's been very cold. upwards of 100 u.s. cities across the eastern half of the u.s. could possibly break record low temperatures. anywhere you sew a red box across these temperatures forecast overnight chicago, atlanta, jacksonville florida, that's where we have the chances to break records. by the way, we have hard freeze warnings for the florida-georgia line. that's a big deal considering the citrus crops that have grown across that region. look at frostbite. it takes windchill values of 30 to 40 below and five-minute exposure. and we have another storm set to impact the same areas that have the ice. nashville, tennessee to little rock arkansas winter storm watches in effect

this weekend a train carrying crude oil derailed in northern ontario. 29 of the 100 cars jumped the tracks. 7 cars were still on fire sunday afternoon. this derailment is similar to the scene in west virginia. it happened in northern canadian wilderness. 2014 was a record year for oil spills involving trains. last year there were 141 unintentional releases around the country. it is the highest level since recordkeeping started in 1975. 2013 was a record year when it came to the volume of oil spilled. this massive derailment near north dakota leaked 4,000 gallons alone. in response to these disasters the government is proposing action. the department of transportation wants enhanced tanker car standard for carrying oil. they include strengthening the cars breaking controls, and speed restrictions along the line. the dot 111 is the most common tanker model used today. they have been criticized by operators for years. the proposal would phase these cars out within two years. in december senator chuck schumer was pushing for immediate action to oil trains. in june canada said it would move for
