david: oracle by the way is following its third quarter earnings release.s head back to nicole petallides. she is on the floor of the new york stock exchange. this is a big one. in a way it is very much a bellwether in this region. >> it really is of the business software-maker did not pull off a repeat. back in december they pleasantly surprised wall street and moved to the upside. today a different picture. oracle, the bid ask is in the upper $36 range. so it is trading to the downside. let's go over some of the numbers here. 68 cents a share versus expected0 cents a share. revenue, 9.31 billion, versus 9.3billion. also a miss there. as far as numbers came in, software subscriptions did rise 4% from a year earlier. now the estimates were so wide between two and 12%. so this 4% comes in near the low end of that range. so that is not necessarily great news. all the numbers are up arrows though. so they did see a rise in their software licenses and cloud software sub description revenues up 4% to 2.4 billion. they saw a rise in license support updates and pr

you mentioned oracle. when you were back here in july, like oracle, apple, qualcomm. what you like, three completely different names. pet smart. how does this one win? >> it is hard to create competitive advantages retail. pet smart the little bit different in that they have about 20% of all pet merchandise spending. two times larger than their competitor petco. they can pu push back the people they purchase from and introduce private label products because they have the size to be able to do that. they trade about a 7% pre-cacheh yield, excellent capital allocation. the business is maturing but you are not paying for a hyper growth business. you're paying for business that dominates its niche. that is pet smart. liz: and you're not buying at the top. philip morris, this was down 11% year-over-year. a best in class name. >> it is. the competitive advantage here savvy is selling an addictive product. hard to switch away from tobacco. this is philip morris international where the antitobacco movement is not quite as strong. e-cigarette movement is not as strong. consume

oracle's got a dividend report of about 1.2. >> second time we've heard that this week.k about our next stock, nrg energy. getting an upgrade to buy from goldman. >> also added to their conviction. not just a buy, a super buy. target raised 13% to 35 bucks. they note in part the underappreciated free cash flow story on nrg. >> and a buy for comscore. their target increased to 40 bucks from 31. they see about another 7 and change of upside. comscore is believed to be the leader in a market that is rapidly growing. sort of data analytics, research, whatever. by the way, with comscore also saw a significant decline in the short interest on the stock. >> this is an interesting one. we haven't mentioned it yet on street talk, but better late than ever. ing u.s. getting an upgrade to buy. a stock sale by its parent company, apparently part of the reason here. >> i'm trying to understand their ticker. most is tickers get sense. the ticker is voya. maybe it's a dutch word. target introduced 22% to 43 bucks. ing group, the huge dutch company, their parent company is selling share

. >> one of the contractors that the government hired was oracle. you and oracle are competitors. how did that play into this? >> i can talk about salesforce. we have customers from hp, customers at the local and state double, that are moving millions of transactions and we prosecute over a billion transactions. it is pretty powerful stuff. >> if this were a military contract -- we have seen this time and again -- where there are special optical -- helicopters, where the contractor drives the process to decide but will be in the system. was that the case with the affordable care act? government contractors deciding how they should be structured? >> you cannot blame it purely on the contractor. of course, there are issues with the contracts. this i.t. cartel culture where you continue to throw body more -- throw more bodies of the problem, that is not sustainable. and when you look at the crisis most governments face around the world where they are printing money, there is nowhere to throw good money after bad. so there is a broken system here where you have incentives around this
