i'm from orange county, california, and i come from a family of teachers who have taught in orange county. and so i was just wondering, tell us what exactly the board of education voted on here 4-1, and what they based this on, how they're justifying what they voted on. >> of course. thank you for having me on. so, the main thing that i want to make clear is that this vote only applies as guidelines to districts, as they're moving to reopen. there's no mandate behind these requirements of no masks, and no social distancing and different things like that. those are all just suggestions being put out by the board of education. now the way that they came to those was kind of an interesting process. they had a seven-person panel that met several weeks ago to speak with people about what they felt were their concerns going into the next school year. that was made up of a few education experts, several doctors from the area. orange county's health care agency director, dr. clayton chia and don wagner. the final report, people felt it was very skewed in the anti-mask, anti-social distancing dire

but not in orange county, one of the few parts of the state with a very big republican presence. this week the county board of education voted to start school in person without masks or social distancing. my colleague erin mclaughlin is there. these are public health decisions. how can you look at this decision in orange county, going to school in person, no social distancing, no masks, how can you look at that as anything but political? >> that's what a lot of epidemiologists i've been speaking to have been saying, stephanie. really questioning, especially when you consider the positivity rate here in orange county. 14%, which epidemiologists say suggests large to moderate outbreaks as well as undertesting taking place and yet this stunning advisory decision from the board of education voting 4-1 to recommend in-person learning. not only that, but also to avoid social distancing and avoid mask wearing in the classroom. we spoke to ken williams, the president of the board of education here. he explained the decision. take a listen. >> there is a bunch of us who believe that we sho

you mentioned orange county with kids going back with nothing. is it good enough to just do online learning? rep. bass: no, it is not. it is a real problem. first of all, i think what orange county doing is absolutely terrible and it was -- terrible and irresponsible. but looking at my own school district of the los angeles unified school district, where the superintendent said we are going to stick with online learning, i don't think there is a choice for that, but and one unified isgs l.a. doing that i think is really good is they have their own tv station, and so, they are also doing television. let me give you an example. when i went to pick up my grandson's -- when i went to pick up the laptop from his school, i thought about it for a minute because when you think about online learning, and you think about young people, you have this viewpoint that all young people know how to use computers. in los angeles, i don't have to worry about not having access to broadband because we do. that doesn't mean everybody can afford it though. it is here,

so the parts of california, for example, one hour away from los angeles is orange county. and in orange county they decided to reopen schools without social distancing, without masks. so the are parts in our state that did that. i can't tell you because i don't think the analysis has been done yet, i don't know if it was, if those factors were contributing to the upsurge that we had, but it just shows you how difficult this virus is. it is also, when history is written on this a couple of years from now, the lack of leadership, is just malpractice. the lack of leadership from the top, and now we have a leader who has basically decided to adopt magical thinking and each is going to wish it away. he she's going to say, the reason why with so many cases is because we test. that's just ludicrous and embarrassing, and it's embarrassing to us on the world stage i would tell you with health back and also with the foreign policy background i remember when the obama administration faced ebola. ebola could've been a pandemic. ebola was concentrated in three countries in africa. it c

this is coming up because we were speaking with the orange county health officer yesterday about somef the numbers regarding coronavirus deaths. we had noticed that two people in their 20s had died from covid and so we asked him if there were any underlying conditions involved, and one of the answers really surprised us. he told us that one person actually died in a motorcycle accident. he told us that that had gone into the covid numbers and he and asked the state to remove that number and when asked if it had actually been removed or cleared from that data, he said he didn't think so. he wasn't sure. he was going to double-check. so that's when we started asking questions. >> lisa: and what exactly we -- can you elaborate a little bit more on what you found and what questions you asked? >> right, so we were told that it was a man in his 20s who did test positive for coronavirus but had died because he was in a motorcycle accident. so today we have been trying to follow-up on this to figure out if this is still currently in the state data. the orange county health officers, his offic

compare that to the orange county board of education doing the opposite. voting last night not just to have students back in their classrooms, but without any requirements for social distancing or masks. nbc's joe fryer is in los angeles for us this morning. it's good to see you, joe. what is going on in california? >> reporter: first things first, california's reopen is basically going in reverse. the governor looking at the numbers doesn't like what he's seeing. first what's happening is statewide. no matter where you are in the state right now, all bars are shut down before some in some counties have been shut down now that's statewide. the governor also has what he calls this watch list. there are 30 counties on that list, places where coronavirus is trending in the wrong direction. that list right now makes up 80% of the state. all the major areas. right now places on that list, they're c salons, the gyms, places of worship which is very controversial. those are the steps taken by the governor hoping to get things under control. separate from what the

joining me now is orange county mayor jerry demmings.et right to disney world, which has officially reopened to the public safety -- rather to the public today. there are strict safety measures in place. given the state of the vie vrus surging across florida, are there any concerns that park goers will be safe? >> good morning, alex. i am fairly certain that the park will be able to reopen safely. we are talking about walt disney world. and i can tell you that here within this community, when disney made the decision to shut down and close its doors four months ago, that was an enormous decision that was made in order to help us stop the spread of the virus within our community. during that period of time, they have been working really tirelessly to come up with a plan of action that would keep our residents safe, keep their businesses safe by visiting disney. if there is one place on planet earth that i believe can get it right, it is disney. because this is really a living layout that we're talking about. none of us have lived through

. >> reporter: we're just getting information on this i spoke with the orange county health department just a short time ago. they were telling us 66 residents at this facility did test positive, 22 are hospitalized. plus on top of that another 30 staff members have tested positive. that's a total of 96 people at this facility testing positive. the orange county health department here in florida is on the scene looking at infection control there, certainly alarming considering the number of deaths, but i don't know if you can see this behind me. life goes on in the state of florida. this restaurant here, of course, they're mostly seated outside. that's despite the fact we have another 9200 cases, another 77 deaths, bringing the total to more than 5800 floridians here in the state of florida, the second highest number of covid cases in the country right here in florida. meanwhile, still about 9,000 hospitalized in the state, and about 18% are left in the state. you mentioned the mask issues in miami-dade county, which is just south of here, the hardest-hit county. they have issued citat

cases rising not just in florida, but in orange county. >> that's right, john.nge county officials said yesterday they have confidence in the theme parks with their plans to do this safely. a health officer said yesterday while there has been isolated coronavirus cases that mentioned the theme parks, they say there is no outbreak so far. annual pass holders starting previews yesterday and the public gets to reopen magic kingdom and animal kingdom tomorrow. a lot of changes, of course. you have to ri serve your attendance in advance to keep numbers very low. everyone has to go through temperature screenings and wearing face masks with the ear loops. here is a customer i spoke to about her experience. >> i feel a bit nervous when trying to do all of the things i love and enjoy doing again, but also doing them as safely as i could. i just made sure i would be extra mild to keep myself and others safe by wearing an n 95 mask in the park, social distancing, packing clorox wipes, hand sanitizer, keeping my hands clean. >> our colleague reported yesterday that the acto
