we are told he is in orange county already tonight. they say that they need a big showing here in orange county. and they hope that this conservative part of southern california will deliver it for them. here in orange county, in this ballroom in costa mesa is where larry elder is expected. and they say that they count on southern california two-thirds of the vote in the state will come from southern california. but this is what the campaign manager had to say just about an hour ago about the bay area. >> the bay area is the epicenter for all of the disasters that gavin newsom has created in california, whether it's public safety or homelessness or, you name it or economics. a lot of people are hurting. >> okay, back and forth. >> reporter: there was an issue today that a website -- >> robert, go ahead. >> reporter: go ahead, pry friend. >> pick up your thought. >> reporter: there was an issue today about a website that came out that was partially funded by the larry elder campaign, and at that website already questioned the election r

they're actually up against a deadline here in orange county at the end of the month. or desantis as you said threatening $5,000 per employee and point a picture for you here. 62% of the county's employees, about 7,000 workers, have been vaccinated. when you think about 2,000 or so people who haven't even gotten their first dose yet and add in $5,000 per employee that really adds up. the governor saying this is going to rake in millions of dollars across the state. he's saying that he's looking to make sure that governments don't have to have this oversight over people. they don't want people to have to succumb to requirements like that. but like you said, it's really the state government pushing back against local and federal governments. the mayor here in orange county holding firm on his decision to issue these requirements saying he's not going to go put these safety precautions into effect because he wants to keep his community safe. he says the governor, though, is making purely political decisions and, chuck, this comes as icu beds here in florida are dwindling.

>> orange county right there. e democrats got a sweep in the orange county congressional districts. in 2020 when republicans did better nationally in the house races than expected they picked back a couple of those in orange county and all eyes on it for clues for 2022. see where the number lands when everything is counted up. mail ballots dropped off on election day is left there and see how it moves at all as the final 20% comes in and looks similar to 2020 and anything similar to 2020 in orange county i think republicans could survive but democrats could get them back. not seeing a big snapback to pre-trump orange county republican numbers. looks like what happened under trump to change orange county more politically looks like that's locked in here. >> so, steve, 30-point win, may be less for gavin newsom but people were generally concerned and a reason joe biden and kamala harris and elizabeth warren and bernie sanders came in. how did things change so dramatically? was it the emergence of larry elder? what di

yes and no cannot split orange county like they can, democrat and republican, in 2018. when you come back to 2021 and you look at question one, yes or no. we have some votes in orange company. look at that. you stay here long enough. orange county, if gavin newsom is ahead by that. if no. keep newsom. ahead by that at the end of the night. it's a blowout. forget about it. let's see if we have any more coming in. right now we have napa, orange, and san diego. you expect no to carry. this meaning keep newsom in office. no by a big margin. >> so let's go back to original county. i think some of our viewers are aware that orange county historically has been a republican stronghold. although it has shifted in reason years. i think the nixon library is in orange county. larry elder or the republicans in general, this is early though. they need much better than this. >> los angeles is the largest county. then you go to san diego and then you come to orange. if there is going to be a no, then you're absolutely right. you need every republican and then you need democrats and inde

donald trump, 44% of the vote in orange county. for this recall to succeed statewide, the rule of thumb is this. the recall needs to be running about 16 points better in any given county than donald trump ran. that's how democratic the state is. that's the challenge for recall supporters. they have to convince democrats, they have to convince biden supporters to vote for this. in a place like orange county the number to look for here is 60, is the recall anywhere near 60%. if it were to hit 60%, if it were to go over 60% in a place like orange county it bodes well for the recall passing statewide. if it is significantly under 60%, it bodes terribly for the recall statewide. we will be tracking in every county when the votes start to come in in less than an hour from now. but the challenge, lawrence, democratic state, biden won it by nearly 30 poichbts. i think you can see on the screen right there. one of the questions asked in the exit poll today, do you approve or disapprove of joe biden's performance, biden has a 60% approval rat

in their individual ballots themselves but as you can see here, there is a lot of activity in orange county and obviously, republicans hope this will break their way in a county that has traditionally gone for republicans but not always has the demographics changed in orange county, jake. >> orange county could be key to results. let's go to pamela brown tracking the ballots. pamela, what are you looking for tonight? >> jake, the big question in the california recall election is who is going to vote? the democrats who out number republicans 2-1 will turn out to keep governor gavin newsom in office for the remainder of his first term. keep in mind all active registered voters in california receive the ballots in the mail and all counties kept one or more early voting locations open at least since last saturday. so as of monday, more than 9.1 million californians had cast their ballots but look at this comparison right here. that is about 3 million less than the number of preelection votes cast just before the 2020 presidential election. what is the voter breakdown so far? >> majority democra

county, orange county, and portions of san diego. what could today's vote tell us about where voters in those districts stand for the 2022 midterms? >> yeah. it's really interesting. historically obviously orange county was the republican redoubt. hillary clinton became the first presidential candidate to win it since 1936. fdr against alph landon. in 2018 it divided almost exactly in half between newsom and cox at a point where newsom was winning 62% of the vote statewide. so there is still a lot of republican residual strength. orange county has been a hot bed of kind of the most visible vocal opposition to masks and vaccine mandates. but if democrats can basically get back to something close to a 50/50 distribution in the state, it would give them confidence about their ability to contest those two races, both of which were won by asian-american republican women so they present a tough demographic target for democrats. but they are certainly on the list of seats that democrats hope to win back. >> and finally, maeve, a few months

pretty well or at least have a fighting chance they riverside down south san bernardino counties orange county, san diego county. here we go. this is los angeles county, the most populous county in the state. 73%. said no to the recall just south orange county. this was neck and neck in 2018 when and newsom went head to head. it was 0.3% in favor of newsome. so basically a dead heat. but here you see a pretty convincing no vote in orange and then. >> that's orange county as well here. san diego county. 60% said no. and then the inland empire which, you know, riverside county went for john that they had a majority of voters who supported john in 2018, but here the majority voting get not. everybody's reporting here. 57%, but nothing is going to change the outcome here. when you talk big picture that and the other county of interest. you know, very the high population and san bernardino. it was close with and newsom in 2018. but here, you know, you have a substantial, a majority of voters that said no to the recall that that's really where where this was was. one. you talk about the bay area, al

dan: live team coverage from orange county to the state capital.irst, liz kreutz is in sacramento following gavin newsom's campaign. he made a last-minute stop in san francisco. reporter: he did. governor newsom is feeling confident about his chances of defeating the recall. he is campaigning up until the last minute, trying to get every single vote. he was in san francisco today where he thanked his supporters. he also brought up these allegations of voter fraud that have been raised by gop front-runner larry elder. he dismissed these claims and said they are baseless. he pointed to president trump and the big lie from the 2020 presidential election. >> in -- filing a lawsuit for the election. it hasn't even been completed. suggesting, as trump himself has done on multiple occasions, that the selection is raked. what they are doing is damaging trust. reporter: governor newsom spent election eve campaigning with president biden. they compared larry elder to donald trump. the president said elder is a clone of the former president. democratic strate

we go just south of that to orange county. and this is an interesting outcome here because in orange county was virtually tied in 2018 with and newsom. but here you see 53% compared to 46% wanted to keep newsom in office in a riverside county here. john beat newsome in 2018 in riverside county. but still 54% of the folks there said no to the recall effort and then nearby san bernardino county just north of riverside. 57% said no to the recall. so when you see those regions of the state. the bay area southern california. they were voting in the no column. and there is just no other path forward. the math doesn't work. 2 unseat the governor. yeah. plenty of counties in far northern california that voted to recall governor newsom. but. >> the numbers there are so sparse. i mean, there's just a few 1000 compared to hundreds of thousands in the other county has predicted this is how california has voted. this is how they voted for biden and trump. you got the central valley couple counties here near tahoe and then virtually all of

orange county, third biggest. again, look at this, 2/3 of the vote, 64% in, most democratic friendly compared to orange in 2020. trump got 44%, recall needs to do 16 points better, running 60% in orange county. it's at 42%. again, most democratic friendly, should come up. but in 2020, republican share of the vote only went up four or five points from the mail-in to the final result. san diego, orange, napa, three counties with majority of the vote in. three counties seeing most of the mail vote, all three, recall is far from the benchmark it would need to be hitting to succeed statewide. we just got -- >> all right, steve kornacki what? >> ventura county, next to l.a., another big one, 800,000 people. 2/3 came in in ventura county, trump was 38, recall is 36%. target for recall to succeed, about 54%. if recall is running 54% in ventura, it's looking good statewide. 36% in the mail vote right now. again we'll see. is there a flood of same day that could move it up dramatically? would have to be extremely drat dramat

. >> roberto is the editor of "voice of orange county" and joins us now. us. when the recall vote became official i spoke with a political expert in california and he poopooed it and said basically when pigs fly. so, you know, the polls seem to have widened recently in newsom's favor and it wasn't always that way and are you surprised it has been this competitive the first five times they tried to recall newsom it didn't get this far. >> it almost didn't surprise me. the recall essentially started with illegal immigration or focused on that. and then when the shut downs began, the recall really took off. and in that sense, i don't think it didn't surprise me or i think most analysts that i speak with said that the recall that the shut downs really drove a lot of the anger that's been out there, the frustration and just added a lot of fuel to that fire. once the reopening started in june combine would the very strong response by national and local democrats, the tide started to shift a bit. we started to see some polling and i think this thing was always go

recently orange county. it was basically a tie in 2018 between john and governor newsom. but you see it a pretty overwhelming majority here with 60% of the vote. counted voting no, they do not want governor newsom recalled san diego county. again. no. a pretty good margin here about 20 percentage points. but you head inland a little bit. and here we have riverside county which voted for john in 2018, get a bit surprising. you might say the majority and this is the one of the closer areas. but the majority in riverside county pretty conservative area saying they do not want governor newsome recalled. so we'll keep a close eye on riverside. you know, you still 43% or so of the vote to be counted. so the story is not over and then san bernardino county. this is another one of those inland counties. they did vote for biden, but it was our by they did vote for knew somebody was close with john in 2018. so that is where things stand here about half the vote counted in san bernardino county. and southern california

fired up, orange county is traditionally a more conservative area in much of the state. it's an uphill battle with democrats outnumbering republicans in california by almost two to one. just to the north in los angeles county, democrat fatima iqbal, a candidate for state assembly, is knocking doors. >> look, i'll be the first as a progressive to criticize newsom where i can. >> sy: she doesn't agree with newsom on everything. >> the alternative is awful. >> sy: but ickbal zubair is doing everything she can to help turn out voters for him. she says she's working to protect her seven-year-old son aydin and others she believes will be harmed by the policies of a republican governor. >> it's awful for kids like my son who have special needs, who might have funding cut to the programs he needs in school. to immigrants, to the undocumented community. it really scares me that if when i think about if we lose it, we lose governor newsom. >> sy: and while the most recent polling suggests newsom is likely to hold on, the democratic party is worried enough, it's brought out its big

just an instance if you take orange county here, you know biden won orange county by nine points overp, trump got 44 points. or if the recall is going to succeed tomorrow, and you're looking at a place like orange county tomorrow night, the number for the recalls gotta be like 60%. it's gotta be at least 60%, he's gotta be at least 60% support. and you could just look at that, if biden won at 53.4 to get at 60%, a lot of people have voted for biden, a lot of democratic voters have got to support the sting. so that's the big challenge recall supporters. and if you're trying to do this at the blue states of the. country >> steve let me ask you about one other dynamic that must be hard to model, and must be hard to get quantitative about, because still relatively new phenomenon, which is on one side of a ledger, republican leaders, and republican trusted voices, and indeed people and conservative media telling those poor voters that the election is rigged, that their votes will be counted, that the system is stacked against them. there was a lot of questioning at after the georgia senate

matt finn in orange county. thank you. joining me now to help break it all down, former utah congressman jason chaffetz and democratic strategist jessica tarlov. newsom is going to speak in a little while. we don't know what he's going to say. does it exude confidence? if they were so confident, why spend $80 million in campaign ads? why bring the vice president of the president out? what do you make of this? >> statistically democrats have such a stronghold on their liberal bastion of california. statistically they shouldn't but there were 2 million people who went out and forced this recall election. i think the enthusiasm to get newsom out of there. you'll notice he didn't campaign on the issues. he went totally negative the entire way. he could not stand on how they dealt with fires, how they dealt with covid. he tried to claim that it's life-and-death and it's all about trumpism. instead of taking personal responsibility. that speaks volumes about why they are worried and how they had spent tens of millions of dollars

this is orange county down here. this used to be a republican stronghold. it has moved, 53-45 for president biden. if you go back to gavin newsom's win in 2018, it was 50-49. there are places, see ma, we wil watch tomorrow. remember where the red is. this is where the preponderance of the evidence of-- of the signatures came. the urge to recall came from the areas largely where republicans lived throughout the central valley. when you're looking tomorrow at participation and at the margins, if there is to be a republican surprise, where will we find it. >> every republican who hasn't voted has to turns out. democrats have such a huge advantage, northern california, central valley, the inland empire, orange county, if the orange county swing voters go back to the republican roots, that could be a surprise, but we haven't seen anything in the polling. it's like every republican in the state has to vote and a significant number of democrats would have had to turn on the governor for this to be successful. it's a strange election. taking place in september of a

county, orange county, san diego county, if you took the inland empire, just this region, this is 50% of the vote for the entire state of california, just in here. and you see it's very, very blue. so for the recall to succeed, typically democratic voting people have to change their mind and vote for the raul. orange county here, joe biden, this has become democratic in the last few years. joe biden carried it by 10. the recall has to get 60% in a place like orange county if it's going to succeed statewide. we'll be keeping an eye on it tomorrow night. >> how did this happen to governor newsom? is it the housing crisis, covid, a combination? >> well, look, he made some mistakes, but the people who lost the last election weaponized the recall. you only need 12% of the vote to get it on the ballot and then you hope for a low turnout election. that's not what's happening, as steve can tell you. newsom wanted to run against trump, he got the perfect foe trump in larry elder who had to go to court to get on the ballot. elder says we ought to consider reparations for slave owners and he's t

you see the purple counties are the counties voting against it, the orange counties are the counties voting for it. let me flip over and show you what trump/biden looked like. it's the same split. you go inside these counties and really it looks -- to give you an example, let's take a look at riverside. that's the wrong one. here we go. riverside county, inland empire, again, 70% of the vote is in. the recall failing. what was the biden vote in riverside county? about 53%. so it's tracking pretty closely. there are a couple of -- if you look really closely at the counties here, i think the places where the anti-recall side did particularly well are places with higher incomes, white college educated voters. for example, go across the golden gate bridge, this county very wealthy, north of san francisco. this has the highest concentration of white voters with college degrees in the state of california. 50% of the voters here are white voters with college degrees. 84% no. that's actually higher right now, a couple points higher than joe biden's number here. so that's where the opposition

orange county. what happened in orange county. it just trended the way the entire state has trended. i will pull this up. this is interesting. look at california republican voters over the course of the last 20 or so years. 1996, 36% of registered voters in the state republican voters. where are they now? 24% in the state. those are the odds they were dealing with when they started this process. go back in to orange county, used to be a republican stronghold. yet in 2020 when joe biden won these congressional districts in this area, republicans flipped a couple seats in this area. perhaps this was an opening here. 56%, to 43%. where was gavin newsom back in 2018? doing better. >> than he did back in 2018. where is joe biden in 2020? doing better than joe biden did in 2020. you expect in person voting lean republican. that would change things. you go county by county and compare 2018 to 2020, the way things have come insofar and the reason why gavin newsom is up by 2.7 million votes in a very, very democratic state is he's overperf
