thank you for all of the work that's going on in oregon. i think the state has made a lot of great progress. but i heard you mention the hard data issue. and we talked about it earlier about how difficult it is to accurately collect crash data. and in fact, i remember my old research training. i was told that bad data is worse than no data because we make bad decisions based on inaccurate data. we have a tremendous amount of research that distracted driving is very bad, especially as it pertains to cell phones. probably over 50 to 100 studies. we don't have good accident data. and won't for probably many, many years. is that going to be a huge barrier to get the states laws past. it feels like we shouldn't have to hurt and kill a bunch of people to prove something is bad. and one additional question, then i'll pass the mic. i struggle a little bit with this issues of sanctions versus of incentives. i'm new to this business. i'm learning. i also heard you say it's not a good way to work with states in the sanctions. then the very next presen
