city clerk: sf 212341234 >> thank you. madam clerk. this is an item we have been working on with an incredible partnership group with many many citywide organizations and surrounding community groups. we started working on this literally in january 2011 and have been working with p city departments on these items with our public utilities commission and i want to that -- thank them for their incredible hard work. to me, this piece of land has been in the works and has been sitting there as concrete and chain link fence for decades in the city of san francisco. it's a really once in a lifetime opportunity to work on this promise -- project of this magnitude and it's been an incredible process. we have worked very closely in the san francisco reservoir working group by four surrounding organizations in the immediate area. the neighborhood groups, their leaders, many that are here today have truly stepped up and this would not be possible without their help and assistance. we worked together with the neighborhood groups for support for our city and we have worked with over 34 organizations city wiechld this is a four 1/2 acre park and we want to know

the programs, the arts environment in san francisco, such a vital part of our city and organizations, art organizations such as the san francisco symphony help to ensure that the arts are provided to every single in the case of our partnership with the school district, every single student. i think you're familiar with the symphonies in music venture program which serves every single elementary school, every single child in grades 1 through 5 throughout every neighborhood and corner of the city. i'd like to give you just a brief quote from a teacher who has taught at both george washington carver in the bayview and alvarado elementary in noe valley and this is what she writes. public education should be equitable for all students. it's not only [speaker not understood], but the symphony makes sure its aim program is equitable. how can you say only certain schools or children should receive a rich arts experience? including all public school students and the arts with programs free of charge makes no assumptions, passes no judgments on who should or should not be exposed to something s

i also wanted to say to my colleague, norman yee, the parent organizations through the city have been the power of the grass roots campaign we built from the second district pta to individual ptas having vigorous discussions. i know others will continue to support the children and families first initiative as well, but a lot of it is about families first and health is a key part of it. i wanted to say too that it's not just a health problem as was stated by -- earlier as supervisor wiener and especially supercohen ly supervisor cohen made it clear to me, it's a crisis out there. it's a epidemic, it's exploding from the time when coca-cola was first introduced into the vending machines until now there's been this eks cloegs because of the supervise me big gulps and other types of beverages and in many ways diabetes is regressive and the $50 million that this will raise will go to son-in-law of the most forward looking policies and progressive efforts to reduce the impacts and this crisis we're facing as others have said. i would urge you to think about those amazing studies done by man

the city organization program -- thank you. >> next speaker, please. >> good afternoon, supervisors. my name is maziac and i'm with sau coalition. since 2004, the typical kaiser premium rate for city funding has gone up 143 percent. the rent in san francisco has gone up by 79%. consumer inflation is up by 23%. and city funding for non profit is up by 11.9. a lot of people are coming up here and thanking the mayor for the 1.5. i'm not going to do that. we should have gotten 5% for the last several years. we're trying to make up for the recession and i don't want to blame the entire recession. it's not like the recession is the only reason gaven didn't want to fund. every year we come in here and ask for money. not for money in our pockets but we ask for enough money to deal with the out of control cost of the living in san francisco. so we urge you guys to match the manager's 1.5 percent. this isn't a gift. this is necessary. we urge you to make sure this money gets passed onto the workers. what happens to non profits is when the workers don't get paid, they got to take other jobs and

the salaries that they can afford to live in the city of san francisco and i find that to be unconscionable. and as an executive director of the organization, embarrassing. so, we ask that you support this 1-1/2% increase so we can at least provide our staffs wages so they can afford to live in the city where they work so hard to support every day. thank you. >> thank you. next speaker, please. >>> hello, my name is jessica bovar. i'm here on behalf of the california domestic workers alliance and also [speaker not understood]. and we're here to ask you to support campos' request for add-back funds. you know, we work with primarily latina women as well as the filipino and china community who do domestic housework. and recently i've been working with a lot of the women who are doing outreach to let people know about their workers rights and know about the historic goal bill of rights, workers rights. and in talking to folks out on the street, you know, we've encountered people who are making $5 an hour taking care of children and really think about how it is -- how difficult it is to live in the city so expensive at $5 an hour. you know, the

fortunate to sit on with other business reps, nonprofit and private attorneys, all of the city departments and organized labor to tackle this widespread issue of wage theft. and it means literally that some community residents and workers aren't able to live in the city any more. there is one case of the olrc, a hotel company that couldn't pay his worker or refused to pay and we couldn't collect an that, had to leave the city when his wife was stricken with cancer. this is the reality. we support all of the recommendations in of the report and particularly wanted to highlight a few. definitely the stronger enforcement and the resources needing to be there for the city, that this task force needs to be a permanent task force that meets at least quarterly to tackle these issues across the city. that permitting be tied to wage theft violators and not be giving permits or tax incentives or contracts with the city. that stronger enforcement measures and new ideas like a streamlined hearing process are also in place, new strategies like a wage lien being discussed potentially in the city to go after employers
