we're right by downtown orinda. and this is a storm runoff channel. the water is pouring off these steep hillsides and into this channel. local residents here have told us as they've come by, they've never seen it like this. so it's been a rough afternoon out here in the east bay. the rain made driving treacherous on highway 24 for the afternoon commute. many drivers pulled off the road to brave the torrential bands of rain. a spinout on interstate 680 northbound sent one person to the hospital as a driver lost control on the wet pavement, smashing into a minivan. public works crews fanned out across the east bay, clearing debris and storm drains. sheets of rain and runoff caused minor street flooding up on grizzly peak in the oakland hills by mid-afternoon, high winds took down power lines in orinda as p-g-and-e's crews secured the roads in the orinda country club area. >> it's absolutely all hands on deck. everybody's prepared and we've got, like i said, our crews are out there ready to go. >> what can people do at home to help. >> if it's windy? es

orinda lafayette. right.'s been some heavy rain right along orinda, lafayette, concord, walnut creek, and also even out to the east bay. and then i can go south. there was on the peninsula pretty good rain. i just checked redwood city has had a half inch of rain. atherton's had a half inch of rain. you get in some of the higher elevations. there's been an inch of rain. santa cruz mountains now over two for many bonney dunes over two, ben loman's over two. and you can see there's more on the way. this is a perfect setup. i shouldn't say perfect, but meteorologically wise to get heavy rain, especially in the santa cruz mountains around mount tamalpais, marin county, and also up to the russian river. so far, just just blowing past a lot of these. but look at this. see this cold air to the north filtering in up here. this is kind of the key. this will start to work its way in. and then here comes the strong jet stream. that's where the pilots fly. and that's going to come together tonight. and that will really ra

la honda 84/100, oakland 0.80 and orinda, 0.64.o about an inch and a half as well, and amounts are starting to really tick up in the santa cruz mountains. i'll show you that in a second. some hit and miss. more of a break to the north, but more rain is on the way. won't take long. heavy, heavy rain expected later this afternoon and tonight. most of this is pushing east or also south peninsula and also down to santa cruz, santa cruz mountains. that's taking the brunt of this right now. cold air dropping in off of seattle and portland. look at that cold air dropping down that's going to enhance this next system. and rainfall rates will really ramp up here later today. flood watch is out. goes until 4 a.m. wednesday. street flooding possible. it's already happening. excessive rain runoff, sharp rises on creeks and streams and the wind is picking up, not roaring to the north. but it is no doubt picking up here, especially on the coast coast, ranging up to been seen up to 31, also san jose, southeast 31 and in the hills it's about 3540

let's give you a look at what it looked like in orinda this afternoon. it was enough rain to make driving pretty difficult for some folks. some light rain in oakland with a few still walking their dogs or braving that afternoon jog around lake merritt. >> fido's got to go out at some point, so we have team coverage of the storm, starting with lisa. arjun. lisa, you're tracking the storm and what are we in for? >> well, it looks like tomorrow is going to be a very rainy day when we increase our storm impact scale to a level two with the wind. and this is all coming from hawaii. the southwestern trajectory of this is allowing for the moisture to continue being pumped up into the bay area. they've had over three inches of rain per hour in parts of maui. so big problems there. but back home, as we take you into the bay area, you can see the heavier rain in the north bay. it has been light and scattered throughout much of the day. it is beginning to fill in light rain over into the east bay and you'll notice out towards the delta. now this is a warm system so

and orinda, now approaching three quarters of an inch of rain. brentwood getting into the mix. and san jose tonight at over 3/10 of an inch of rain. in addition to this, on the other side of the coin here, we've had some very gusty winds. check out the santa cruz mountains, mount vernon at 85 mile per hour winds, and fairfield coming in at 37 mile per hour wind gusts. and we will continue to see and feel these winds throughout the overnight hours. this is a very strong warm front. it's lifting from the pacific ocean in a north and northeasterly direction as we cue in on the bay area. you see the hit and miss scattered rain showers in the north bay, also the eastern portion of the bay area. to give you an idea of where it's all coming from. again, it's lifting and scraping across the eastern portion of our bay area and heading towards the sacramento valley. dry right now across the peninsula. we do have some scattered showers and evergreen backing through alum rock. and again, all this activity will continue to be fueled off the ocean. this is why we have a flood watch in effect

that's going to keep rain in orinda through 644 tonight. so as we move through this evening, also into tomorrow, we'll keep the chance of some scattered rain. could even get in on some isolated thunderstorms. wind gusts up to about 40. so we still have to watch out along those creeks and streams. and that landslide threat will be with us. and there's additional rain chances over the next seven days. let's take it real quickly here to the flooding threat. there is a flood advisory here around windsor. that's because, mark wes creek is overflowing its banks. so be careful around there. that's until midnight on friday. and even if you see that water on the roadway, you think you can go through it. there's currents that are under that sometimes that can carry cars away in some cases. so just be very, very careful. some good news on the russian river while we hit flood stage up around 35ft as it crest yesterday. right now it's 29ft. by friday we're at 23ft. that's exactly what everybody up there wants to see. we've got more details on that forec

but if i zoom this in a bit closer to areas around orinda, you'll notice that we've got some heavier pockets as well. moving through oakland right along that 8880 interchange. so no matter where you are as far as our roads go, take a look at dublin. we've got some heavier pockets along 580 and 680 as well, pushing this a bit further down through parts of the south bay. another area that we've been keeping a close eye on as well is the santa cruz mountains. as you know, highway 17 can quickly turn dangerous. and as we see this line of showers still moving through, that is definitely an area that we're going to monitor closely. now, in addition to our local rain, we're also, of course, monitoring what's going on out in the sierra. we've got winter storm warnings in place, definitely not recommending any sort of travel to the sierra right now. that window of opportunity might come as soon as tomorrow, but i think your best bet would be the weekend. but before we get to that, i do want to check in with our own rob mayeda, who's been keeping a close eye on the watches and the wind. yeah,

midday in orinda was a mix of on and off rain, but not the moderate to heavy downpours the east bay sawn tuesday. in oakland, public works got an early start on storm preps in anticipation of thursday's rain. the drainage division crews cleared out gutters along wood street in west oakland. the city says in addition to clearing out storm drains, workers are laying down sandbags and tarps in areas prone to mudslides. they're also coordinating their efforts with other local agencies. some residents, like douglas morris, say things have been good this winter. >> it's comfortable down in my house and i haven't heard of any trees coming down. >> morris has lived here for more than 50 years. he just finished his annual maintenance inspection with the oakland fire department. despite citywide budget cuts, he thinks the city has done well keeping the streets clear. >> like i said, i haven't seen any trees or haven't had any branches come down because i cut a lot of them away in a couple of months ago. >> earlier in the day, clouds moved in as the winds picked up in the oakland hills. morris say

spring valley on the peninsula near crystal springs reservoir to the orinda fire station, also just shy of two. yountville an inch and three quarters. danville library library an inch and a quarter. then oakland had an inch of rain just shy of an inch. san francisco only had three quarters, so for some it was a steady amount that really added up. for others, it was more of a just an oregon mist mist, oregon and got us. there's still some activity, especially in the santa cruz mountains, some light rain, but there's just really a lot of cloud cover. the main rain line is lifted well to the north as that system offshore kind of deepens. it will get here. and the some of these may be a little overdone here. i mean, again, you know, if we had three systems i'd say maybe 8 to 10 north bay. but you know, again the system could stall out. but right now it looks like it's moving. so but it's lifted north. so for the morning a lot of cloud cover. and if you're in the hills some steady rain but possible street flooding, excessive rain runoff, sharp rises, creeks that starts at 4 p.m. today and go
