suze orman offers financial tips for tough times and more. here are the headlines for this sunday morning the 13th of march, 2011. we begin with the latest from japan. a news agency now estimates more than 1800 people are either dead or missing after friday's massive earthquake and the tsunami that followed. but there are projections that the death toll could rise much higher, perhaps surpassing 10,000 in one state alone. some 170,000 people have been evacuated from a 12-mile area around fukushima nuclear power plant. a partial meltdown is underway now, and a second of the plant's three reactors. many of the households remain without power. at least one million have no water. it's now believed insured losses from the quake could be more than $15 billion. as supplies and personnel stream in from the united states and other nations, japan's prime minister is calling this the worst crisis his nation has faced since world war ii. the aftershocks continue. more than 150 since the quake struck on friday. lucy craft is in tokyo. >> reporter: two day

what are we doing about it, orman? >> well, governor, you just stole my statistics, and by the way, there are state senators now calling me orton hall, just so you know. we are making important progress on this issue. there are several piece, and by the way, let me step back. the statistics that you quoted are really staggering. back in my home county of fairfield county in 1999, we were able to identify four people addicted to prescription op opiates or heroin, and you go back to 2010, the number of people in the treatment centers for disorders were there because they were addicted to prescription opiates or heroin and they were turning away people every month. if you look at the jails in fairfield county, we were spending $350,000 incarcerating people with opiate addiction and by 2008, 52% of all of the jail days were consumed by people who were opiate addicted. 90% of the people in jail for opiate addiction were repeat offenders and had been there for fife times. we are putting the same people in jail, over and over
