through the matching grant program, orr funds u.s. resetment agencies to help refugees become employed and self-sufficient within the first four month inside u.s. by providing services such as case management, job skill development, job placement, and followup, and internal housing and cash assistance. participating refugees may not access other public cash assistance if they choose to participate in the matching grandprogram. this employment focused case management model is effective in helping refugees achieve economic self-sufficiency. in fiscal year 2016 the program served 35,000 refugees, entrants and special immigrant series a holders. a reported self-sufficiency rate of 84% for refugees at 180 days after arrival. orr provides funds to state governments and private nonprofit agencies to support social services, including english language courses, employment services and social judgment sufficients. orr allocate funds baited on a formula tried to the prior year of arrival data that conditions for refugees and other movements to o

meteorologist kathy orr joins us now. kathy, california going to see any relief any time soon? >> slow but sure. it's coming, iain, but it's taking some time. consider this. we checked yesterday and just yesterday alone 20,000 acres were burned in about 12 hours. that's the i wave length of a football field every three seconds. it's just unbelievable. this is how it starts. you have dry trees and brush in the inner mountain region warm temperatures in place in california. dry conditions with low relative humidity and of course strong winds and some areas winds gusting to about 70 miles an hour. you have high pressure over the pacific northwest. the flow around it is clockwise that gives you a down slowing wind a winds out of the north and east it comes over the mountains and you can see those steady gusts thrive to 50 gusting up to 70 miles an hour. those winds help to spread the fire so that fire danger still high in parts of central and northern california. you have descending wind and when that wind comes over this side of the mountains toward the west, it continues to warm

meteorologist kathy orr, so if we've got outdoor plans, how is it looking. >> not bad in reading the roads were wet. a few spotty showers to the north and west at philadelphia. look at old steam you can see the cloudy skies but dry conditions and temperatures are still warm in the upper 70s this afternoon and right now in philadelphia still 75. so a nice night to be outdoors. along the i-95 corridor south and east may be a few sprinkles late tonight but mainly the rain has stayed to the north and west. only 66 in reading with a few spotty showers. pottstown 69. rain cooled in allentown 60, 70 degrees. 60 degrees in the poconos. down the shore we have that on shore flow with temperatures in the upper 60s lower 70s ocean water temperature still 72 degrees. as we close in on the mid part of the month. dew point temperatures are low in the poconos where it's refreshing. 58 in philadelphia. that's comfortable. 71 a little muggy. 65 the dew point temperature in wilmington still a little sticky there. the cloudy skies will prevail. here's the showers moving through reading toward allentown
