as i've grown fond of saying, if we were living in the united states of orrin hatch, this legislation would look a lot different. though it pains me to admit it sometimes, that's not where we live. here in the real world, any undertaking wornl thest i worths going to require compromise. i know i say that a lot. this is a good bill, period. anyone, if they are so inclined, would cling to the parts they don't like and make excuses to vote "no." but taken as a whole, both parties should be able to support the overall package we've put together and without question every one of us should welcome the positive impact this bill will have on our economy and future legislative efforts here in the congress. so i urge all of my colleagues to support the path act and provide real tax relief at this critical time. now, before i close, mr. president, i just have to note that a lot of work has gone theinto this legislation. every provision of this bill has had a number of champions in congress who have worked for years to preserve and enhance these provisions in the hopes of eventually making them p

think mcconnell and orrin hatch do not like some of the provisions.he tobacco industry are unhappy with some of those provisions, but politically, this is about ron portman, a free trader who cares deeply about the issue, but in a tough race in ohio does not want to have to vote on that before the election, and i think that is what mitch mcconnell is doing here. 2017, theyt until are saying the next president will see in deep trouble, but they could do it in a lame-duck session. for a lot of republican senator's who are up for reelection, it's a tough vote in . lot of those places i think mcconnell is trying to move anything off the calendar here that will cause vulnerable republicans in purple states to have to take a vote that might be unpopular with centrist voters or swing voters or independent voters. al: i agree, and the one it affects most is portman who could not possibly vote against it because of his pencils, but it would be hard in ohio. i do agree it is about politics. it really does augur poorly for any possibility of legislating in 2016.
