reporting live at city hall this morning, i'm pamela osborne, nbc 10 news. >> thank you. time now to get a check on the roads and see how those protests are affecting traffic out there. let's check in with katy zachry. what are you seeing? >> i'll get to that in just a second, but first we have a situation that's developed on the vine street expressway, right near 22nd street. there were several vehicles involved in the multi-car crash. it is slowing things down on the vine considerably as you make your way westbound between 95 and if you're headed to 76. it's going to take you about ten minutes to go that stretch. normally at this hour, it would take you only about three minutes. locally, you can take vine street, which runs parallel with the vine street expressway, or even jfk westbound. and i say that, because fortunately, all of those road blocks and road closures have been lifted as a result of that moving protest that pam was just reporting on. so all the roads have been reopened, so you can, again, take vine street or you can take jfk if you're trying to make your

nbc 10's pamela osborne is live in center city with what's happening later today. >> one of the programs we're expected to learn more about today is a news team. local, middle and high school students will have the opportunity to write their own stories about the convention. as you can imagine, this is really going to give the students the opportunity to record history as it happens. the course will be a lot to talking with the protesters who are expected to demonstrate during the convention to the protests we've seen across the country and back here at home as well. the issue of safety and security and then of course the uniqueness that is this election year. >> it's going to be a precedent setting event. we're going to nominate the next president of the united states who will be a woman for the first time in our country's history. when you have the city of first like philadelphia, first in democracy, first in the fire department, first in libraries, first in a lot of things in this country. >> they are hoping the engagement opportunities will help foster some of

reporting live at philly international, i'm pamela osborne, nbc 10 news. >> pamela, thank you. good advice to those traveling via air. now for those who are traveling on the roads, let's check in with nbc 10 first alert traffic report, jessica boyington. jessica, what are you seeing? >> well, vai, we are watching 95 right now. this is right around broad street. no big delays because of this, but an accident scene here. we have a penndot crew on the scene, trying to get this guy out of the way. but no delays. and watch for some rolling work crews out in that area as well. out in franconia, an accident on long mill road and route road. and one of the other delays we have, our norristown train 211, running about 30-minute delays for septa and all the rest of mass transit, pretty much running on time or close to schedule. the bridges are okay, but we do have construction over the ben franklin, headed westbound, so that's into philadelphia, where there's two right lanes closed, and into new jersey on the walt whitman, we're dealing with one lane closed, the right lane closed there.

deputy osborne tonight is without a job and the alleged bribery is being looked at as to what it could mean for his other cases. in the surveillance video, you could see the sheriff's deputies paul weaver and louis santa maria hitting the man more than 40 times. both of the deputies are facing criminal charges. they remain on paid administrative leave. in this enhanced video, you could see a third deputy, deputy sean osborne, swinging a gold chain, allegedly taken from petrov and given to a couple who witnessed his beating. acso said this video was a big piece of the internal investigation. >> i could tell you that the deputy no longer works for the sheriff's office. >> reporter: reliable sources say the deputy was fired. in march, sheriff greg ahern said this. >> if that allegation is true, that is one of the most horrific things i ever heard. >> he is sad that this happened. he feels -- you know, betrayed but he knows -- that the public trust is the most important thing for him. >> the deputy had nearly 20 years with acso. in an e-mail statement his attorney said the departmental mis

. >> nbc10's pamela osborne is live outside of the park where many protesters are camping out. pam. >> reporter: we did speak with police commissioner richard roth last night after that incident. he said the majority of protesters are not causing any trouble at all. but as you see there, there was this group of protesters who did do something that they were thought supposed to do. uniformed police officers had to put themselves between protesters and a secret service fence that extends around the wells fargo center. police tell us protesters were warned. they were told not to tamper with the fence. but some protesters broke into the fence and entered the secret service secure zone anyways. seven people were arrested. >> we about seven people chose to go over that fence, despite warnings not to do so. even earlier, with what the potential repercussions would be, charges. but for whatever reason, they chose to do it. >> reporter: and one police officer was injured trying to make an arrest as protesters who were trying to cut into a fence, that officer was taken to a local hospita
