oscar ramirez, had no hospital privileges and his clinic wasn't supposed to handle operations lasting longer than six hours or keep patients overnight. they also learned that five months before janet's death, another ramirez patient died following a 12-hour surgery. >> had appropriate action been taken then, my son would still have their mother. >> reporter: nothing happened in 2005 or 2006, after the board was officially notified about janet's death and potential issues with her surgeon once her family filed a lawsuit. even then, the board took no action. five more years passed before the board finally revoked ramirez's medical license for failing to meet the standards of quality medical care in the case of janet and the other patient. >> there's something wrong with the system when people die and it takes five years to look at something and then move to action. >> reporter: but the delay in the ramirez case ÑÑsn't isolated. abc 2 news investigated hundreds of pages of disciplinary records of 49 doctors slapped with serious actions since december of 2010. things like suspensions or a

oscar ramirez handled the procedure. a surgery that lasted nearly ten hours. >> you know, she not going to come home, we are going to keep her. at that time i didn't realize and know that that wasn't proper procedure. >> reporter: medical records show she was kept overnight at ramirez's clinic located in this building. she was taken to her home in parkville the next day. >> you know -- slept on the floor right next to her and she would get up and she was aware, she talked . >> reporter: mike spent two nights next to the couch where his wife lay sleeping. on the morning of february 26th he woke to find she was gone. >> hoping that maybe it was a bad dream. it wasn't. >> reporter: their nightmare was just starting. an autopsy listed the cause of her death as cardiac arrest. ramirez said her passing that happened three days after surgery was not related and the state never proved he caused her death. as they pursued a case they learned shock information about her doctor. >> later found out that the doctor was not --. >> rep
