the city of santa barbara has a little over 100,000 people. our funding was about $658,000. we did lighting efficiency projects in four parks as well as some heating, ventilating, and air-conditioning retrofits in eight city buildings. the park's alone are saving 140,000 kilowatt hours annually, a savings of $88,000. the eecbg grants, coupled with other funding we did with our municipal building energy audit, is sitting as $150,000 in our general fund. along with the jobs that are being created with this project, when i came in and met with a number of mayors this morning, the first question has been how is your budget going. what is going on with your general fund and your public works? in our city, if we are able to save $150,000 a year that would have gone to paying for energy bills, which can put it into police officers, firefighters, parks and recreation -- the municipal services people have come to expect. that is helping us get over this recession on top of giving private-sector jobs. it is saving energy at the same time. it is a great program. we need to keep it comin

this is our 18th sister city. formally, our relationships go back to 1957. the idea behind sister cities began when then-president dwight eisenhower recognized we need to reconcile that there were agreed -- disagreement between nations coming out of world war ii and the best way to reconcile the disagreement was people to people that love to say. people, representing cities, perhaps could get it right. that is when the sisters to the movement began. hear, it began with our first sister city in the osaka in 1957, 1st diplomatic relations between the u.s. and japan. we had the privilege of being there is a couple of years back to celebrate the 50th anniversary. if you walk into the international room, you will see that the mayor from a sock and had not been enlarged robot celebrating the 50th anniversary. since then, 17 others have been established. this is number 18. we recently celebrated some significant milestones. 38th anniversary of our shanghai sister city. that was a significant moment, in terms of the relationship, again not just our two cities, but bo

, not only our clinic, but the city. we have all our children in san francisco should have insurance now because if they are low income enough, they get medical. if they actually have a little more assets, a little more income, they can get happy family. we do have family who come outside of our neighborhood to come on our clinic. one thing i learn from our clients, no matter how old they are, no matter how little english they know, they know how to get to chinatown, meaning they know how to get to our clinic. 85 percent of our staff is bilingual because we are serving many monolingual chinese patients. they can be child care providers so our clients can go out and work. >> we found more and more women of child bearing age come down with cancer and they have kids and the kids were having a horrible time and parents were having a horrible time. how do parents tell their kids they may not be here? what we do is provide a place and the material and support and then they figure out their own truth, what it means to them. i

the revenue must be spent on the health cost to our city services caused by the alcohol problem. second, the revenues will come from the people who consume the product that caused the alcohol problem. third, among the city services, supported by the alcohol fee, will be substance abuse treatment programs. in a 1994 report by the california department of alcohol and drug programs concluded that for every $1 spent on substance abuse treatment programs $7 is saved in taxpayer costs. we need more substance abuse treatment programs and an end to the waiting lines to get into these programs. lastly, i want to make a pitch for alcoholism prevention. research shows that more than 40% of youth who start drinking before age 15 develop alcohol dependence. please establish programs to effectively discriminate -- excuse me -- to effectively discourage teenage drinking. and on this last point, i have a flyer that i'd like to pass out to you, supervisors. and thank you for your time. supervisor avalos: next speaker, please. >> good afternoon. my name is tom and i'm an alcoholic. i have been comi

city government. they get to ask the tough probing questions that we need our citizens to be asking. >> to me, the best thing was the impact that was made on the knowledge of the city. >> one of the things that is mandated is to visit your jails. that was absolutely fascinated. all of the jurors went out into the community and we observed a lot of precincts. it was a terrific observation. you get to meet most major officials including the mayor, members of the board of supervisors and their offices and department heads as well as having interviews with a variety of public and private sectors and many other agencies i don't know about. >> the followthrough was set for a particular concern to our grand jury. the toss grand jury reports have been given a great deal of initial support and attention and it will not always follow through. this will allow future grand juries to track the project of support for key issue is. the mayor's office was very supportive of helping to develop this database and spreadsheet. >> we will begin to put things on line next year. we are improving our accountability. >> we hav

our community. thank you. >> good afternoon. my name is charles mcintyre. i'm here once again. i represent the 2700 union glass workers here in the city of san francisco. i work in a glass plant myself. and not only are you talking about losing the retail jobs. you're also going to be hitting the jobs in our industry. the majority of the glass that we make is for the alcohol industry. a lot is for the small wineries, the small brewers. they take a hit. one of the first things they do is they look for different container types or look for another place for their containers. right now one of the main places they're going is china and mexico. we're looking at approximately -- it could be as much as 300 jobs in this industry. last year alone we've lost over 500 jobs because of this economy. and what that also affects is these jobs are manufacturing jobs. you know, with good benefits, but they're green jobs. when we make the glass containers, these containers go recycled and they go through our furnaces and it's one of the greenest containers there is. it's in the earth. it goes back to the ground. when we start losing these jobs we stop losing the ability t

this is one of the largest community benefits packages that i have seen and our city in its history. this is something that has been codified through the good work of many, many agencies. i just want to point out, because a lot of thanks are due, and then i will ask supervisor maxwell and president chu to come up in a moment. i want to member thank some of the port commission, recreation and parks commission, the redevelopment agency, as well as the planning commission. all supported and started this process. six specific actions were taken by those bodies before these legislative items came in front of the board of supervisors. of course, to this board, for their stewardship and support of the process, as well as the old board of supervisors. the old board of supervisors said for the conceptual framework that allows us to move forward with proposition g, which was competing with the other proposition, which changed land-use and created a framework that allowed us to go to the state of california to get some state law changes. by the way, this will provide for over 300 acres of parks

our goal and our mission in enforcement is to ensure the safe and efficient movement of people and goods throughout the city. sidewalk parking, number one, sidewalk parking. from this quarter to the previous quarter, our sidewalk issuing has gone up 34 percent so we're well aware of the issues regarding safety and vehicles parked on the sidewalk. bus zones, that's a very big one. we want to keep the bus zones clear, so the pedestrians can safely load and unload at the curb, so that we don't have the issues where they're loading and unloading in the street and you have a cover come around with an accident. those are crucial. cross walks are very crucial and intersection blocking. you might see us a lot on first and harrison near the bay bridge

perhaps most significant of all, this project means critical investment and benefits for our city and our region's economy. more than $5 billion in public and private investment. nearly 3000 permanent jobs, five times the number of the 1 billion jobs that existed when the banks close. just before the banks closed, it had 1/5 of the number of civilian jobs it will have as we go forward. 2000 temporary jobs per year during construction, and up to 8000 new residential units, 30% of which will be offered at rates affordable for low and middle income families. all three of us have touched on this. we want you to know that is the commitment. in the wake of a deep economic crisis that took a toll on so many in san francisco bay area and across the country, these forthcoming economic benefits could not come at a better time, and they will provide a welcome boost to our city's economy and the entire region. this transfer of the space took a team effort between all of us -- to a team effort. all of us wanted to have the best possible agreement, not only for san francisco and the bay area, but f
