san francisco has given my family so much opportunity and i would like to make sure our city continues to be a city of opportunity for everyone. san francisco is a place for history and we honor our past. we have also always looked forward to the future. what was once a gold rush town -- we became a center of finance and business, and when technology became a driving industry in the world, we became a center for people looking to launch new companies and new ideas. as a supervisor, i've focused on a future and saw the need for long-term planning and push for the very first economic plan in san francisco. i developed the biotech payroll tax exemption which attracted companies to san francisco, creating hundreds of jobs and becoming a template to attract high-tech business right here. for every one ph.d. position, we created six entry-level jobs. i created a film and tv rebate program which put people to work and paid out over $5 million in wages in 2008 and 2010. i worked to save st. luke's hospital in the mission and eliminate hazardous power plants in the bayview. san francisco deserv

that is a wonderful contribution to our city. the commitments being made from the tech companies to be part of this great city served as an economic foundation for our whole approach to welcoming technology companies. in addition to twitter and zendesk, we have autodesk. i have been meeting with them every six months because every six months, i think they are going to expand another 25,000 or 30,000 square feet. he wants to expand the product he has with the new three- dimensional use by literally everyone in the entertainment industry as well as the building industry, making the product completely successful. that adds to zynga and mozilla and all the other tech companies moving in, so i am convinced that tech -- san francisco remains the industry leader. of the 4.6 million square feet of office space that was least in the last eight months, in 2011, 1.6 million square feet of office space was leased by technology firms alone. these include twitter, zendesk autodesk, dropbox and kabam. technology is also an important driver in ou

a campaign that solved the critical issues facing our city and asking you for solutions. a campaign that approached the city not from the top down but from the bottom of. we went out to meet with small businesses, companies, local unions. we went out to meet san franciscans in their own neighborhoods and coffee shops. we called these meetings 20/20's because we wanted to listen and get from you a clear vision for the future. this city deserves a mayor with a vision of what san francisco should be in 2020. after listening, we have created that vision. we should be a city with public schools that give every student a shot at the future with wraparound services and that also would activity before and after school, a city that rewards teachers with retention bonuses and help with affordable housing, where muni is free for kids who go public school, where we give kids $100 for college savings each year they complete in school. we should be a city that is open, accessible, and responsive to its people and businesses. i will put caseworkers on every merchant corridor in your city

that is a tremendous, tremendous accomplishment for our city. [applause] thank you very much to all of our partners for doing that. we set a goal, and gavin newsom, again, i really thank him, to get -- because he had this wonderful vision that i got to adopt and visualize with him as city administrator in prior years, to help create, with the department of environment and all of our partners, a way forward with our communities to get to a larger goal. and that goal for next year is 20% below the 1990 levels. certainly we can achieve that. with today's announcement, going to 12%, knowing what we can do, that gap is definitely achievable. by the way, we have accomplished this goal. while the city's population is increasing -- can you imagine that? we have increased our population from we have increased population to about 805,000 residents. we have increased the use of electricity in our city. we are reducing our carbon emissions. there has got to be a story here for everybody to understand. we did not do this by simply saying we cannot do this or

and it's been a long tradition, but one that we're very proud of in our city and county of san francisco. it's an opportunity for us not only to see great air shows, but i think most seriously, to thank our women and men and our armed forces for all of their dedication to our ton and to the safety of everybody in our country. thank you very much for being here today. you know, fleet week is, as i said earlier, it's a time to celebrate our naval history and our maritime traditions. san francisco has always been a town that has honored its military and all of its women and men who serve in uniform. this year's event not only does that, but it also does something that we started last year, general, and that was to focus on our city's emergency preparedness and do it with our partners in the armed forces. so we're celebrating and supportive of this whole goal as fleet week is looking at the mission of teaching all of our residents and first responders of how to prepare better for emergencies and that's something that all of us san franciscans understand and we can always do better to prepare

that is our future of the city. that is also why we need to continue talking about and making sure we make sure that not only does the high-speed rail and appear, but we promote the completion of the central subway. despite some political shenanigans, as i call it, for creating more doubt, we do not have out in the city family, nor in the state family of agencies. time and again, they have approved the central subway as part of our future that links north and south. you have to ask one simple question. where is all the new housing being developed in our city? it is in visitation valley, hunter's point shipyard, mission bay. how do you connect everyone through the city? from the subway. and in and around this transit hub. so we have to connect everybody. we have to make sure it is done right. we would so be regretting any doubts that we cannot complete the central subway. there is no doubt in my mind and we will get that, grant agreement going by the end of the year. so for anyone to challenge that at this time, i th

there is a very renewed effort to strengthen our city. nert is such a wonderful program that gets right into our neighborhoods to make sure that the volunteers have a role to play. how i want you to know that the commitment from our city is very solid. we want our city to be so strong in everything it does to prepare for our next disaster. i want to thank our sheriff for being here. he knows working as a city with all our public safety departments helps our neighborhoods. i also want to say to you that we have so many other heroes in our neighborhood that have sprung up, even in the last fire we all experienced down on a street. -- 8th street. it was called in by someone trained in our nert program. individuals are taking up their responsibilities. connecting up with our public safety agencies is helping us become a stronger city. this commemoration of the loma prieta earthquake, in recognition of all our public safety divisions, i want to thank all of you for being here. i want to thank supervisor farrell for leading this effort as well.

it was great for them to be about to celebrate here in our beautiful city of san francisco. we had a celebration with the filipinos eddy pinay educational partnership, who are our teachers and being trained to come in and remind our students of our heritage and our culture and the beauty of the work in the belief we have in our filipino community. last month, we were able to secure the funding to start our -- to restart our program at balboa high school, with the wonderful support of the united way of the bay area. these are all wonderful things for us to celebrate, and it is such an honor to work under our first asian-american mayor here in san francisco. and these are too many firsts that have taken way too long for our community. but it is one that we should always celebrate and embrace, because we have so much to be proud of, so much culture to share, and so much of our heritage to remember. on this month, we celebrate. but it is not just this month that we celebrate. this is something that we embrace 355 days a year. because we, as a people, are proud, and it is so wonde

city. one example that i am very interested in, and i know john and ed at dpw were focused on improving our jefferson street realm. that will be focused on improving this. treasure island. of those spots, treasure island is the city's largest undertaking. as you know, it is located in our day, a former naval station the ceased operations in 1997. 10 years of planning. the groundbreaking will occur early next year, setting the stage for the first residents to appear -- additional residents -- in 2015. at completion, almost 500,000 square feet of retail and adaptive reuse of historic structures will happen. it will accommodate 8000 homes and 3,000 acres of park and open space. the project will be built over four phases during about 15 or 20 years construction supporting 10,000 construction jobs and the resulting neighborhood will support 3000 permanent positions, a majority of which will be targeted for san francisco residents. park merced is another innovative project that looks to preserve middle-income housing stock while creating economic generation for the city's western neighborhoods. w

some of our other major accomplishments in emergency management include renovating our city's emergency operations center, adding state of the art technology and equipment. we have continued to revive our disaster council, which i had, and expanding the council to include not only our emergency management partners that nonprofit community, labor, and business associates. purchasing major emergency response equipment, using homeland security grants, that include field care clinics and care and shelter trailers. in fact, i have been personally involved in recruiting and training people to help our department of public health erect those field care clinics in precisely the time its takes in a very quick fashion. we're training people and volunteers to do that exactly. and we have earned the national weather service designations for storm-ready and tsunami-ready designations. in addition to these efforts, it is isn't so that we all work together and share the best practices -- it is essential that we all work together ensure the best practices so we can better respond to emergencies. this o

welcome to our wonderful city hall. h celebration here in our wonderful city of san francisco. no many of you know, too, there has been a lot of spotlight on our arab-american countries. people are wondering what it is that is going on. the whole world is struggling to find out what the right thing to think and do and understand is. here in san francisco, we have a tradition, especially when it comes to immigrants -- comes to emigrants, who they are, where they come from, and what they want to do. that's the beauty of being here in san francisco. it happened to my heritage. it's happened to many, many generations of visitors who come to this city. now it's happening for your generations of arab americans. it's our pleasure, and as the mayor of our great city -- i know it is felt at the board of supervisors that we welcome and celebrate our diversity. we do our best to understand, to dialogue, and to create more understanding. we celebrate that. that is our strength in san francisco. that's why we have these wonderful cel

since 2004, our city has conducted approximately 100 exercises with the leadership of our department of the marjah thing management. additionally, approximately 250 training exercises, workshops city-wide, have been conducted with first responders and other key city officials and many of these training and exercises have gone well beyond our government agencies. they now agree non-government, a eighth-based, and community- based organizations, businesses, and schools. we have revamped our city's outdoor public warning system, using homeland security funding. and today, there are 109 sirens with voice and tone capabilities located throughout the city. as part of our regular exercise on tuesday afternoons in our afternoon testing, we record announcements that are in english, followed by spanish and chinese in some of the areas that we have also enacted alert, saidsf anaya personal use on a weekly basis, to make sure that things are correctly being sent out to all of our citizens who sign up. that text-based system delivered emergency information to cell phones, pda's, e-mail account, an
