i want to invite you, on a number of levels, as part of this relationship, we have problems in our city to solve. i cannot solve them with just city government employees. i think the way we are starting to think, we will get you into helpless to some hack-a-thons, think about how to get muni better operating. even the affordable housing debate we are having. come and help us think outside the box. maybe we can think of better solutions. i know you want the city to succeed. if it is successful, you will feel that much more committed to being part of the city. we invite you to be part of that. we do that through s.f. city. my chief innovation officer is here. we are one of the only cities in the country -- i hired a chief innovation officer right from the mayor's officer -- from the mayor's office. he is right on the pulse about technology and how to contribute to the quality of life and our city. one of the ideas i have, i get to start a task force with all of the mayors across the country. all of the other mayors for dissipate, -- participate, hundreds. we get to advise the president an

city hall. we all have our disagreements in city hall. there are times when the mayor and i agree on things and disagree. i know that is true with all of my colleagues. he always brings an incredibly positive and collaborative approach. even if you disagree, you can sit down and talk about it and try to work it out. his attitude toward the budget is not unique to the budget. the mayor brings that attitude toward every single thing that he does at city hall. it makes all of our lives a lot easier in terms of trying to get things done for the community. mayor lee. city and start a family? to make sure your kids can go to local public schools. i am working on all of that. we have a great relationship with our school district. if you did not know this, the city of san francisco gives the school district millions of dollars this year. a couple of years ago, we gave them $23 million out of our rainy day fund, your taxes, because we want to support their effort to make sure that achievement gaps are reached, that we are getting to our kids, that they know we have a good school system. for those of you who might consider it entering young parenthood, you want to see our schools succeed, you want to get our kids to know that they can be here and have the best job, as you do, and succeed long term. the school system, transportation, housing are all things we are working on for your future. we want you, as employees at dropbox, and the company to stay here long term. we are doing everything we can to create the relationship. create a long-term understanding. we would love to hear from you how to make the city even more fun. i am a big fan of california music and arts culture. they want me to spend

are for our city. it is also a spending plan. how are we going to spend our money in the coming two years? generally in san francisco, we spend about 50% of our dollars on personnel, all the people who work for the city. about 26,000 of them. and about half on everything else. we also spent about 50% in what we call our general fund and 50% in what we call enterprise fund. as many of you know, and as the supervisor mentioned, we have more than 50 city departments. everything from the mta and the puc to health and human services, police and fire. i like to think of the enterprise departments like the city's small businesses or the city's business operations. we do not mix our home expenses with our business expenses in our home budgets, and we do not do that for the city. so what do we spend our money on every year? we spend our money on our priorities, things like community health, things like social services, police and fire, rec and park, all of those things that are the core services and priorities f

and the fact that our community school concept is alive and well and our city -- in our city. we have had those years where we look at the school district and we say, wait a minute, we don't have to work with them. they are a state agency. and the state gave it up and they keep giving it up. we keep having to respond. for me, i am sick and tired of responding to what the state is not going to do that we have to anticipate the bad news and we have to embrace these school districts and to make sure that they are always part of our city. that is why we have been working on ideas and programs to make sure the health department is engaged. to make sure our public safety agencies are engaged with the school district. our mayor's office, the budget office, the board of supervisors. all the other elected officials have to find some way to engage our school district, the administrators. that is why i have been talking all morning about how to get a meeting with the ceos. yes, our principles of our school district. they are like the ceos. we have to engage everybody to make sure that we

what makes our city special is everyone of you have ideas that will not only change our city but will truly change our world. our mayor is responsible for managing the 50 + executive- branch departments that will be interfacing with many of the substantive policy areas that you and i. my colleague scott and i along with my nine other colleagues, we are responsible for legislating and figuring out how we, as a city, addax -- adapt to the new technologies are coming out with. changing the way we all live, as "time" magazine said recently. one thing we say is city hall, as those san francisco, often times so goes the rest of the country. and as goes the rest of the country, so goes the world. and i really believe we're starting sending very special today that is going to do that for our entire planet. thank you very much for being here. looking forward to working with you. the budget reflects our priorities as a city and reflects our values. and many of you probably also know that in recent years, every year since i have been in office, we have had a budget deficit. so we have to make some very, very difficult choices. i want to thank not only not of you who have -- not only all of you who have come here today, but those from city government, in particular are city officials. this is the second annual budget town hall, something we started in mayor lee's first year. in the first meeting i had with mayor lee after he was sworn in as our interim mayor last year, i asked him and other supervisors asked him for ways to make our budget process more collaborative and more transparent. and the budget team and mayor lee in the board of supervisors, we thought that this format of budget town halls in many districts around the city would make a lot of sense, and i think it has been a very good way for us to have feedback. without further ado, i would like to introduce my co-host for tonight, who is my neighboring supervisor from ac
