this is the story of our city. r port has really defined our past as i think that we all know, the first 49ers came right here to this spot to build this city, during world war ii, our military ships were recommissioned, right here from our port. we know that our friends from labor as the mayor said, built our city, starting here with this water fort and this is the story of our city and we also know that the water front in the port defines who we are and it is amazing in 2013, if you just walk along the water front in my district, you will start at the fisherman's wharf street scape improvements and to the cruise ship terminal that we just cut the ribbon for and you walk down to the terminals and the ports where america's cup will entertain a million, international visitors within a few months. walk down a couple more blocks to piers 15, 17, where we are going to see a half a million kids come to go all the way down to what we know that will be the next site of the warrior's arena and down to the ballpark and the w

in terms of our city wide priorities, our sity had one and it -- our city had one and it was housing. this city as we had mentioned is becoming unfordable and it's important we support our affordable housing and low substidi program. and i'm excited that has been put in for year two and it's going to make a difference for those in san francisco. the second priority was of course our hiv cut. this is something that we have feel heavy among. i'm glad we were able to restore cuts that didn't happen locally but happened at the federal level. that was heavy for all of us and supervisor wiener were leaders on that. i was happy to see some of our city wide restorations around our wreck centers and parks. i think that was a great addition to this budget as well. so i will thank our office staff, april venaron and ivy lee for working with our district 6 stakeholders and i'm editing our list to make sure that our top priorities were put into this budget and they stayed late on both nights and i want to recognize that april did have a loss today of a very dear, close friend and she stuck it out

this will be a great way to have our two cities work together with our private partners. know that between us, mayor bloomberg, we have our rivalries and compassionate collaboration going on. whether it's our giants playing your mets or yankees or your giants playing 49ers or whether it's brooklyn bridge or golden gate bridge, i think they are great compliments for our city and we strategically continue to learn what that has done and how you sped that out to all of us. the only thing i will say in this competition is you have something that i enjoy not having, that is removing snow every winter. that's something i enjoy not having to do here in this city. apart from that, i think we have a lot more passion about what we do as cities, what we create for people, how we signal the culture of american through our cities. you, all of you in this room are part of here in san francisco. i thank you for being here and thank all of you for attending the announcement of our sum it's and the role of technology. thank you. through this measure we will cap our city employee contribution to 10% of payroll so that we limit our own city's financial exposure and also refine the governance procedures of the trust fund. this unfunded liability has accrued over generations of time and this measure will solve our problem in one generation's time. through this measure we will ensure that our children are not paying for our retiree health care benefits down the road. the charter amendment has a number of positive implications for our city and its financial well-being. through this measure the $4.4 billion liability will be wiped off our books in approximately 30 years. the switch to a pre-funded system provides more balanced generational equity, current generation of workers pay the cost for our current generation's future liabilities. the switch also results in major cost savings for san francisco. the pre-funded assets of investment income that will be used to pay portions of the benefits cost, reducing the cost of future tax payers and employees. as an added benefit, as our liabilities decrease, this will be a m

and to dedicate their lives to public safety, today we have a city's first female fire chief and our public safety agencies are more diverse than ever, and just as proud and good as any other generation that this city has ever seen. i joined with others there that were just as dedicated and committed as i was to make a difference for the residents of san francisco. together, we helped to make san francisco a different place, one that embraces and celebrates diversity. and today, san francisco is one of the most diverse cities and one of the most diverse regions. in fact, in the world's most diverse democracy. i never thought that i would ever in my lifetime see an african american as president of the united states and i never imagined that san francisco would have an asian american mayor. we added a record amount of fund to protect cabins the economic downturn in our city. everyone was involved in the process and particularly on the budget and finance committee and really our delineation to the residents of san francisco and hopefully everyone i got today >> expect for the botanical issues any other comments? >> thank you, president chiu. first of all, i want to congratulate chair farrell on the great budget process and working with all the board of supervisors to craft a budget it advances board agenda believe upon the mayor's budget. i think that the budget that the mayor presented to the board of supervisors was a really great budget and we love the proprietors we've gathered in our work and in the townhalls to make sure there was an added voice in this budget. but the process you had set up chair farrell was one that was really, really great and i really made sure we all had an equal voice in the process. this budget advances you you know the cause of the support services for hiv aids patients and people living with hiv and aids. at any time our reco

that are growing in our city. as regarding good services and safety committee hearing that i chaired in it we reviewed a report from the budget and legislative analyst's office and fred russo did a wonderful job with a report on best practices on countering bike theft. what best practices exist to combat the problem and as i mentioned the issue is real into disco aggregate i've had several bicycles stolen from my garage and many others in city hall haven't given me many stories of how it's growing among themselves, their families and friends as well. bicycle theft have increased at the same rate as the biking mode share over the past few years has increased. if we are to dramatically increase biking in our city, we had to address the problem of bike theft quickly and efficiently. over 4000 bikes stolen each year is worth about $4.5 million and that's a rate that is higher or on par with the theft of iphones and smartphones in our city. when bicycles are bound by the police also only about 60% are returned to their

pronouncements i have taken great pride in this city's efforts to establish our sister city, relationships. and zurich is one of the most important cities in the world for many different reasons and i want to thank all of you for being here and i want to thank our fire chief, and of course, pat haze thank you for the counselor corp and the members that are here as well and the official family commissioners for being here too. and you know, zurich is a special city, it has been one for many years and we have established way back with mayor brown for the international flight between zurich and san francisco and i think that was one of the immediate benefits that we had but on an ongoing basis we have always enjoyed the cultural exchanges very fabulously and our symphonies and our music and now, with the reflection of some of the great art that is going on here, we are wanting to establish for each other the appreciation for things like jazz that keep our cities vibrant. and a part of a good culture in zurich as well. and many of you know that we have recently opened up the new jazz center in

and thanks to our city librarian, we will be extending library hours throughout our city. (applause) >> we are going to make san francisco an even safer city. we developed a six-year police staff and fire staffing plan to train san francisco's first responders. over the next two years ~ san francisco will hire 300 new sworn police officers with six new academy classes. and we will add 120 firefighters with three new fire academy classes. with with 35 construction cranes across our skyline, you can see public and private construction jobs being created every day. in fact, an estimated 223,000 jobs will be created over the next 10 years from city projects alone. for our part, we're making a sound investment of $25.1 billion in capital projects over the next 10 years through our city's ten-year capital plan. this proposed budget includes unprecedented levels of general fund sub poderth for these smart capital investments. ~ support $72 million in year one and $105 million in year two. thank you, president david chiu, for your collaboration on our city's 10 year capital plan th

responding to constituents, doing the kind of things many folks are doing every single day to make our city better -- i mean, i don't see a better preparation than that for becoming a city supervisor. the nonprofit world is a very challenging community to work in because of the fund-raising involved, because of the need for such great programs. so, to be in the middle of that and to advocate for an incredible community asset, to work with city departments, to attain funding, i mean the list goes on and on. so, over the years i've been fortunate to develop some incredible relationships with city department heads and other city commissioners who helped me to do some of the great work i've been able to do in the community. so, it's somewhat of a natural progression and i think all of that entails really helped me to be -- it's going to help me in my role as supervisor and it actually helped me get here. >> the district 5 race for supervisor was an especially eventful one this time around. what did you learn amidst all that controversy and all that competition? >> i think that what i learned is

our city has launched effective and powerful solar programs, and we've set an ambitious clean energy goal of having 100% city-wide electricity come from renewable sources within the next 10 years. in the past decade, we've already begun this effort and we systematically have been building out our renewable energy sources. since 2004, our city has installed 13 municipal solar rays, totaling about 7.4 megawatts of solar energy generating capacity. this includes 5 megawatts solar system in our sunset reservoir, which is our largest and one of the largest urban municipal solar arrays in the state of california when it was first installed. in fact, i think some of you may be visiting the sunset reservoir on your visit this time. additionally, our solar sector incentive program, go solar s.f., has been working very hard in our city. in fact, in 2007 when it first started, there were only 795 non-municipal solar installations in our city that totaled about 3 megawatts. today that number is nearly quadrupled. we have over 3 40 that total 12 megawatts of power. and this is saving san francisca
