this is the story of our city. r port has really defined our past as i think that we all know, the first 49ers came right here to this spot to build this city, during world war ii, our military ships were recommissioned, right here from our port. we know that our friends from labor as the mayor said, built our city, starting here with this water fort and this is the story of our city and we also know that the water front in the port defines who we are and it is amazing in 2013, if you just walk along the water front in my district, you will start at the fisherman's wharf street scape improvements and to the cruise ship terminal that we just cut the ribbon for and you walk down to the terminals and the ports where america's cup will entertain a million, international visitors within a few months. walk down a couple more blocks to piers 15, 17, where we are going to see a half a million kids come to go all the way down to what we know that will be the next site of the warrior's arena and down to the ballpark and the w

in terms of our city wide priorities, our sity had one and it -- our city had one and it was housing. this city as we had mentioned is becoming unfordable and it's important we support our affordable housing and low substidi program. and i'm excited that has been put in for year two and it's going to make a difference for those in san francisco. the second priority was of course our hiv cut. this is something that we have feel heavy among. i'm glad we were able to restore cuts that didn't happen locally but happened at the federal level. that was heavy for all of us and supervisor wiener were leaders on that. i was happy to see some of our city wide restorations around our wreck centers and parks. i think that was a great addition to this budget as well. so i will thank our office staff, april venaron and ivy lee for working with our district 6 stakeholders and i'm editing our list to make sure that our top priorities were put into this budget and they stayed late on both nights and i want to recognize that april did have a loss today of a very dear, close friend and she stuck it out

budget director who is here, our city controller. we are working on this, but we are still months away from getting the data that we need to provide this information to you. my third idea, i want to thank our rec and park department. you're going to be hearing a little bit from the director of that department, phil ginsberg about the new application they have helped us with. i'm very proud of what rec and park is doing. this is something i've been discussing with mr. ginsberg for some months now. but in addition to the information that you can now get about where our parks are, i think we need to take this one step further. we need to allow folks to do the online transactions that allow people to make reservations at the barbecue pit or at that picnic table. these are three of hundreds of ideas that i have heard over the last few years. my guess is you in your heads have the solutions to them today. and mayor lee and i are looking forward with this legislation with all of you to figuring out how to make our city government the best 21

it's truly a great loss for our community and this city and our hearts go out to her husband of many years so i ask we adjourn the meeting in the memory of alicia >> thank you first of all, as i mention before i. introducing the family friendly workplace through the legislative for a vote in september. i'm introducing today a resolution in support of the recollections for local and state reform of changes that were made from the assessable committee which is made up of many advocates working with the mayor's office on disability. many residents have heard stories of placard abuse. i believe those recommendations can increase access while promoting fairness while reducing abuse. i know that people with disabilities are paying the price. there are disability advocates and worked closely with the mayor's office. according to the mathematical san francisco has twice as many brakes with hundreds of thousands of brakes issued by other bay city's. they suggest that plagued abuse it common place and they confiscate several brakes every year. enforcement is not enough we need the right rules

that are growing in our city. as regarding good services and safety committee hearing that i chaired in it we reviewed a report from the budget and legislative analyst's office and fred russo did a wonderful job with a report on best practices on countering bike theft. what best practices exist to combat the problem and as i mentioned the issue is real into disco aggregate i've had several bicycles stolen from my garage and many others in city hall haven't given me many stories of how it's growing among themselves, their families and friends as well. bicycle theft have increased at the same rate as the biking mode share over the past few years has increased. if we are to dramatically increase biking in our city, we had to address the problem of bike theft quickly and efficiently. over 4000 bikes stolen each year is worth about $4.5 million and that's a rate that is higher or on par with the theft of iphones and smartphones in our city. when bicycles are bound by the police also only about 60% are returned to their

our city has launched effective and powerful solar programs, and we've set an ambitious clean energy goal of having 100% city-wide electricity come from renewable sources within the next 10 years. in the past decade, we've already begun this effort and we systematically have been building out our renewable energy sources. since 2004, our city has installed 13 municipal solar rays, totaling about 7.4 megawatts of solar energy generating capacity. this includes 5 megawatts solar system in our sunset reservoir, which is our largest and one of the largest urban municipal solar arrays in the state of california when it was first installed. in fact, i think some of you may be visiting the sunset reservoir on your visit this time. additionally, our solar sector incentive program, go solar s.f., has been working very hard in our city. in fact, in 2007 when it first started, there were only 795 non-municipal solar installations in our city that totaled about 3 megawatts. today that number is nearly quadrupled. we have over 3 40 that total 12 megawatts of power. and this is saving san francisca
