our city established the office of early care and education to help us meet the growing needs of our city especially with the rising infant asked to her population. this office will help us align and coordinate our city's efforts to provide early care and education for ages zero -- children for ages 0-5. this includes meeting the goal of the city wide plan for early care and education and out of school time. and the legislation that just passed by voters by margin of 74%, proposition c, within that legislation was asked for the city to establish the office of early care and education citizens' advisory committee. this ordinance we are reviewing days serves to reinforce the office of early care and education and to establish a citizens' advisory committee to help with the development of a strategic plan to improve access for our young children to high quality early care and education. with the passage of prop c in november the office of early care and education the task was developing this strategic plan by 2016. the office of ecc citizens' advisory committee will be a nine member body

department of public health staff, they emphasize that tobacco use is the leading cause of death in in our city and in our country. we spend in san francisco, nearly 400 million dollars a year, on the cost related to tobacco, and tobacco addiction as well. and that is about 625 dollars per san francisco resident, and 625 dollars per person based on the addictions to smoking and the hooking of young people in some ways to addictions like smoking. the youth leadership institute did a great survey, over the past few years, 2014, survey though of san francisco residents showed that nearly 84 percent of respondents support the policies like this one that reduce the concentration of tobacco retailers and the tobacco sales. and nationally, and researchers from stanford and ucsf, they will emphasize in a moment, that the greater the exposure to tobacco outlets or the stores that sell tobacco, the more likely a neighborhood is at risk for tobacco related deaths, and disease, and those cost related to it. specifically low income communities, but i will just emphasize again there is a racial justice and i

vehicle in our city fleet. . this is an idea that came out of a symposium that supervisor kim and myself were at in new york a few weeks ago in which new york city which has thousands and thousands and thousands of city vehicles, each one of those vehicles are equipped with this black box. i want to tell you a little story. in 2011 in new york a city employee actually he's a politician was fortunate -- in a car accident. the employee was not seriously hurt and he told the police he was wearing a seat belt and was not speeding. well, this case put this employee at at the center of a growing debate. the specific piece of equipment more commonly knowns as the black box box the information recorded by this black box a different story soon emerged the driver was actually driving a hundred miles per hour and was not wearing a seat belt and according to the computer in his car that attracts certain actions. why tell the story i i mean these boxes can provide critical safety information and help evaluate what happened dur

san francisco has lagged in terms of the number of mills act contracts in our city. as of 2012 other counties have had much more robust mills act programs. for example, los angeles currently has 601 active mills act contracts. san diego has 1100 active contracts. even oakland, our sister city across the bay, has 24 active contracts. san francisco since creating its program in 1996, nearly 20 years ago, has only entered into about 13 contracts. so there's three mills act contracts before the budget committee today reflect our affirmation that mills act matters need help to ensure that historic resources are preserved for upcoming generations. all three of these contracts have been recommended for approval by the historic preservation commission. mike buehler was here earlier and had to leave and we have with us today tim fry from the planning department for a presentation on these contracts. >> good morning, i'm eilesh tape with the planning department staff. the items before you were received by the planning department on may 1st of this year and reviewed by the histo
