i love to remember back to the signing of our city partnership back in kiel city hall. en before this official act, lively exchange developed between our two cities. also thanks to the great commitment of the friendship clubs and bay areas and san francisco kiel sister city committee. mayor lee also pursued this partnership. his sudden death has touched many people in kiel, who, like me, knew him as a visionary and generous person. ladies and gentlemen, by now in kiel we have 12 official city partnerships which i take care of as the city president. in so doing, one thing has become clear to me, a lively city friendship can only develop with the participation of the local population. therefore it is of great importance we're not only active in the areas of business and administration but we also enliven our new partnership with culture, sporting and scientific initiatives. >> school partnerships and cooperation between universities will be the subject of our call during the visit here. i look forward to an open exchange and experiencing the many facets of your beautiful c

we're all here because we understand that our city like our cities across the state of california, is undergoing a homelessness crisis. our streets and sidewalks are filled with people who are struggling with mental health challenge, drug addiction and poverty. this cannot be the status quo. it cannot be the new normal and it is not something we're going to accept here in san francisco. homelessness is a complex issue that requires a full gamut of solutions. we have to prevent people from losing their homes and we're doing such great work as a city, when you think about the move assistance programs, the eviction prevention programs and the grants we have that remove barriers to housing. we're doing that work here in san francisco. in the unfortunate circumstances where people do lose their homes, we have to pursue measures that are successful and proven here in the city of san francisco. such as our homeward bound and navigation centers, truly working to save the lives of people on the streets every day. these centers are a crucial part of the program in san francisco, compassion. but

they want our city, our families and our communities to be safe. this is our charge as leaders. president obama's task force on 21st century policing recommended that the police departments request investigations of use of force incidents in order to increase transparency and accountability to the communities they serve and we have done that here in san francisco. we continue to follow those recommendations. two years ago i, along with supervisor cohen had a resolution for the department of justice to conduct a thorough independent review of our police department. for me, it was important that we put san francisco on record requesting this review through a formal action of the board of supervisors, but we didn't stop there. at the same time supervisor cohen and i held regular hearings on use of force policies in order to have a public discussion to evaluate how training procedures could be improved to prevent escalation of violence and to ensure that we put the right policies in place to prevent these tragic incidents from ever happening to anyone else. no poll alone can -- no p
