i love to remember back to the signing of our city partnership back in kiel city hall. en before this official act, lively exchange developed between our two cities. also thanks to the great commitment of the friendship clubs and bay areas and san francisco kiel sister city committee. mayor lee also pursued this partnership. his sudden death has touched many people in kiel, who, like me, knew him as a visionary and generous person. ladies and gentlemen, by now in kiel we have 12 official city partnerships which i take care of as the city president. in so doing, one thing has become clear to me, a lively city friendship can only develop with the participation of the local population. therefore it is of great importance we're not only active in the areas of business and administration but we also enliven our new partnership with culture, sporting and scientific initiatives. >> school partnerships and cooperation between universities will be the subject of our call during the visit here. i look forward to an open exchange and experiencing the many facets of your beautiful c

until that time, he should not be welcome in our state or city. , we stand by our immigrant brothers and sisters, we care about where people are going, not where they come from. every day our organizations are fighting on the front lines for the hard working immigrant families. they're working tirelessly on behalf of the communities. we appreciate everything they do. to help complement our work we're approving more funding for legal services at the state level. i want to commend the supervisor, supervisor fewer and ronen who worked so hard with my office on funding for immigration community here in san francisco that does the hard work every single day, day in and day out for the immigrant community. i'm proud that as a city and as a mayor's office we're partnering with the member phil ting on a plan that will pay for universal representation of every immigrant facing deportation in northern california. we're making our message loud and clear to the federal government. they can bring out the lawsuits, they can threaten our cities, and they can spea

we're all here because we understand that our city like our cities across the state of california, is undergoing a homelessness crisis. our streets and sidewalks are filled with people who are struggling with mental health challenge, drug addiction and poverty. this cannot be the status quo. it cannot be the new normal and it is not something we're going to accept here in san francisco. homelessness is a complex issue that requires a full gamut of solutions. we have to prevent people from losing their homes and we're doing such great work as a city, when you think about the move assistance programs, the eviction prevention programs and the grants we have that remove barriers to housing. we're doing that work here in san francisco. in the unfortunate circumstances where people do lose their homes, we have to pursue measures that are successful and proven here in the city of san francisco. such as our homeward bound and navigation centers, truly working to save the lives of people on the streets every day. these centers are a crucial part of the program in san francisco, compassion. but

i would also like to speak to recent events in our city. est has a rich and positive place in our nation's history and definitely in our state and city's history. as the capital of california, we often see the rights of protestors exercised in our city. but as we have seen, i'm concerned that as a community, we exercise calm over the coming weeks and months and that we don't have any more tragedies, injuries or property damage as that does not help us move forward and proimprove the cityr all people. it is with this in mind that i want to thank the leaders in our community that are here with us today supporting our city and being safe. the fra ternts, the ternitiefras and the pastors who are here today. i thank them for ensuring everybody in our city is safe and has the opportunity to thrive. lastly, i want to ensure our community that the police department will continue to be transparent and continue to openly share information that we can regarding this investigation. we will release body camera and helicopter video within three days becau

it's one of the most beautiful parts of our city. and holding up the waterfront is our seawall. these are the buildings, the waterfront, the restaurants, the small businesses, but it's been holding back the bay to make sure that our tunnels are not flooded. holding back the rising tides of our san francisco bay to make sure we can walk along the waterfront in front of us here today. it is critically important to san francisco today and to the future of our city. we need to do everything we can as a city to make sure it survives and it's strong for the next generation. this project is not cheap. i want to really thank elaine for her leadership and the entire port commission for making sure we plan for the future. it is a $5 billion project that we have to plan for. the voters of san francisco will have a bond on the ballot going toward this effort. and the bill is going to play a huge start in kick starting the project. and let's be clear, this is about planning for the future of the city. it's about infrastructure and making sure our city is resilient when the next earthquake hi

districts 6, 9 and 10 take the bulk of this problem and offer up the solutions in our city. do want to see more geo graphic equity and we'll be looking at that as we all work together to achieve our former mayor ed lee's dream of adding one thousand new navigation center beds in our city. so we can truly once and for all end the street encampment crisis that plagues san francisco. with that, i turn it over to supervisor kim. thank you. they want our city, our families and our communities to be safe. this is our charge as leaders. president obama's task force on 21st century policing recommended that the police departments request investigations of use of force incidents in order to increase transparency and accountability to the communities they serve and we have done that here in san francisco. we continue to follow those recommendations. two years ago i, along with supervisor cohen had a resolution for the department of justice to conduct a thorough independent review of our police department. for me, it was important that we put san francisco on record requesting this review through a formal action of the board of supervisors, but we didn't stop there. at the same time supervisor cohen and i held regular hearings on use of force policies in order to have a public discussion to evaluate how training procedures could be improved to prevent escalation of violence and to ensure that we put the right policies in place to prevent these tragic incidents from ever happening to anyone else. no poll alone can -- no p
