and that seems to be the crux of our issue in this city. and i'm not saying that parts of our conservatorship law don't need to be fixed, i do think there are parts that need to be fixed. but in my direct experience working with a woman named alice in my district, living in front of the bart station, 16 street bart, you know what it took to get her inside, it took an intern in my office becoming her best friend and visiting her every single day. and developing trust and developing a friendship. it was intensive case management that convinced her to come inside. i -- that worked. and it took time and it took a lot of resources, but it worked. and we got her her own unit, her own apartment where she was inside and was not subject to the streets. and that is what eventually worked. she, unfortunately, passed away from stage four cancer but i believe would have successfully stayed in her housing unit had that tragedy not occurred. and the fact that so many of the front line providers are saying this law doesn't -- isn't the fix that makes sense,

i absolutely do agree that our city streets are dirty and need our attention. there is no question absolutely whatsoever that we have to do something about it. there's no question, and moreover, we have to look at what's making our streets so incredibly dirty. it is ae a high priority to me, and it's one that i've communicated to mayor fairly and the chairman of the budget and finance committee. i've also been given assurances by the mayor that he is working on addressing this issue and is working on a comprehensive plan for the entire city. the thing about these funds, to me, i don't see it as extra money, i see this as money that should be applied to our budget deficit over the next three years, which is $136.9 million. after we figure out how to deal with that, a significant structural deficit remains. there is an increase of $420 million in the deficit between fiscal year '19 and 2021, so i think we need to have a comprehensive approach to this process. we are currently in the process as chair cohen mentioned, and we are hearing from our departments while w

it is our responsibility as a city to get a handle on this. i'm often impressed by the start ups and the pace of technology innovation but i will not hesitate to do something when the safety of our residents and our limited public infrastructure is being compromised. i mentioned companies that began operating in the last couple of weeks or months but let me remind everyone that this is only -- is an on going trend that will not be ceased. we already have bike share, e bikes, security robots, private transit vehicles, scooters shares just to name a few. i should mention that ride shares such as uber and lyft, the companies that are unregulated became powerful enough to refuse to cooperate with the city and will only do so when they are forced to. these companies dropping scooters and bikes, creating private bus routes without any notification, recording data of our residents that we have no idea how it is used or if it is secured. that's unacceptable. there's hearings taking place in washington because millions of people's data was compromised.

the problem solving services i want to see continue and accelerate here in our city. it's not only inhumane and unethical for the city to allow it, it's also financially unsustainable. problem solving measures would prevent people from becoming homeless in the first place, costs half the amount compared to services for people who are already living on our streets and need to be rehoused. problem services -- problem solving services work. last year, 800 people took advantage of homeward bound which reunites family members and loved ones. those individuals, only 6% returned so san francisco to use the services of the city. i'm going to see supporting initiatives that are compassionate but not enabling of street behavior. we have to take advantage of every program and explore all resources to make progress on this difficult challenge. we must continue to embrace collaboration with our partners at the state level. tomorrow, i'm going to be going to sacramento to join mayors from the ten other largest cities in california to advocate for more than $1.5 billion in funding fo

back in september, our office began the supplemental appropriation work requesting the city attorney and the controller to work on our office on ensuring if there are any surplus dollars, meaning any unspent dollars in the first six months of this fiscal year, that we would dedicate it towards increasing our city's manual street cleaning budget, and that the distribution of those services will be determined based on the data of street cleaning needs. and i want to make it very clear that we are not going to prescribe how these services are met, so i'm not asking that they be dedicated just to district six or just to the downtown area; they will be deployed citywide based on the needs as determined by our public works department. i do see one of our lead directors of public works, mr. stringer, who is here to answer any questions by the members of the board, and colleagues, i ask for your support today. i know that this is something that's always a tough conversation to have outside of the normal budgetary process, but i do want to remind my colleagues that every single year, we have h
