it is the door way to our city government and city hall, it is -- that's better. it is the doorway to the plaza, to market street and mid market, the growing part of our downtown corridor. this is the heart of san francisco. it has become unfortunately a glimpse into the homeless and behavioral health issues that we have here in san francisco. it is not safe. it is not acceptable anymore. so today i'm proud that we are announcing a partnership between our san francisco police department and part that is going to increase staffing here at civic center bart station. san francisco police department, we are going to be increasing foot patrols by over 300 hours per week. bart is also going to be increasing their staffing levels as well. we need to make a difference for the commuters that use bart. we need to make a difference for san francisco residents and we need to make a difference for visitors who come to our beloved city of san francisco. let's also make sure to know that this is not a police matter alone. i'm proud to be joined by barbara garcia who runs our depa

the number of people dying from fentanyl in our city has climbed from 12 in 2013 to nearly 600 last year, which is a 5000% increase. this is terrible. this is terrifying because these are our community members and family members who are dying. but it is also tragic because we know what works. a scathing order, a blanket prescription 2.5 years ago so that every resident in our city could have asked this to naloxone or narcan -- access to naloxone or narcan. we have saved 600 lives in the past 2.5 years. we are having to ration this life-saving medication, which i do not understand how, in the middle of an emergency, are we having to deprive people of something that can literally save their lives? baltimore, iday in have to decide who gets this life-saving medication and who has to go without. and i see the number of people who are dying at this unprecedented rate. they were not even at the peak of the epidemic. we actually know what works. question is, do we have the political will? will we commit the resources that we know will be effective to combat this epidemic? to thosen it comes res

i am prepared for our many city challenges to emerge and i know anything. credible wealth. and at the same time, it's creating a lot of challenges for our most disadvantaged residents. we have people who come from all over the world, who come to create, who are innovative, who look at san francisco and think, that's the place i want to be. and we have failed. we have failed in building more housing to accommodate the increase in the number of job opportunities that have poured into here all their lives out of the city that they call home. our streets are filled with people who unfortunately need our help. who are struggling and who are, frankly, dying right in front of our eyes. and these and many other folks often sometimes are neglected. they need us here in this building to make better decisions. they need us to stand up to make the change, to get us on the right track. we are not a tale of two cities. we are one san francisco. and as your mayor i will do everything i can to unite us and bring us together for the purposes of doing exactly what we need to

it is always about good policy or trying to move our city forward. i think that is what sometimes gets lost in politics. even if someone may not agree, we are trying to move forward good policies that helped change things for the better for our residents and for the people of san francisco. i appreciate your leadership in that effort and i am looking forward to working with you as mayor and as president of the board. i am just excited about the future of san francisco and i am hopeful that i will be able to continue to work with all of you across the hall and i also want to say something about two amazing people, not just angela and the clerk -- clerk of the board who put up with me and so many things. and was very patient and angela, you are amazing and you are a wonderful clerk. you and your team and what you all do to help the president, to help the rest of the board is absolutely incredible. and it is not always appreciated. i want you to know that i really appreciate you and the work that you have done here at the board and how you have helped me

you know, part of the responsibility of making our city more vibrant is that we all have to roll up our sleeves and to take responsibility. and the city has to make the right investments so that we can get to a better place. it doesn't feel good to see the trash and all of the other things litter our streets. we want clean communities. we want safe communities. we want vibrant communities. isn't that right, mr. clean? this requires a sustained commitment to funding in our city, which is why since 2012 the city has backfilled more than $12 million in federal hiv cuts. today our spending approaches $60 million every single year, but we have a lot more to accomplish. we have to reduce december decer parties between the african-american and latino community. this discussion will highlight and help those in youth communities, lgbftg community. includes 2.8 million to offset cuts made through the federal center for disease control. these support prevention programs and increased community access to testing an linkage across the community. also includes 1.4 million to support getting to zero. this will increase prep outreach and navigate outreach and employment for those with hiv. these are critical to ending hiv and aids here in fran. i am can feel that the people behind me and the working working here in san francisco, researchers, providers and members of our community women puwillput these funds to good u. i want to bring up someone that is a former colleague and also a friend but the first time i got to kno

it will help 37 residential care facilities and house more than 350 people in our city, including many of our seniors. some of these people suffer with serious behavioral health and medical issues. many have a history of homeless homelessness. and we know again that the best solution is it to prevent homelessness in the first place. one of the care providers that support one of the ones that will receive funding as we said before is victoria manor which we are here today, located in district 5, which is now represented by supervisor brown. this place has 90 beds and it serves 26 clients for the department of public health. the facilities like these have been under strain as i said in terms of lack of funding and the city currently spends $2.5 million through the department of public health to provide supplemental funding to close the spending gap. and i want to, again, i appreciate barbara g garcia for identifying where the needs are and making sure that we are using city resources in the most efficient way to support this community. but this is a complex issue which requires a holisti

long history of passing bold legislation that affects the entire city, of having a bold vision for our city. i'm going to city college for free, which as a low-income californian, really, really resonates with me. my mom was a preschool worker. so prop c, the passage of prop c and thank you, supervisor, for that as well, was substantial to a lot of preschool workers as well. i know the current makeup of the board makes my request kind of shooting for the stars, but i really hope that you consider supervisor kim. if we are going to be looking at what the ideological makeup of the board is now. my recommendation from that ideological makeup would be supervisor cohen. supervisor cohen, thank you for your hard work on accountability. i am very pleased with the recent budget work that was done. i think we have a long way to go before we're able to have a police force that we can have faith in, and your work has been great on that. so jane kim, that's my number one choice, but my second choice would be supervisor cohen. thank you. >> thank you. next speaker, please. >> good afternoon. jordan davi
