we know we have around 4,000 unsheltered people in our city, sleeping in our streets, in our parks, inehicles. we know that it's a travesty, but it's one we can take on. in the next four years, i want to create enough shelter beds, step up housing units, homeless housing units, and housing subsidies for every person who is currently unsheltered. that is 4,000 more placements for people. no more excuses, no more status quo and let's be clear, every part of our city, every neighborhood must be open to being part of the solution. [cheers and applause] >> to get there, we must move forward with my proposal for our windfall funding. $185 million for homelessness, behavioural health, and affordable housing. [cheers and applause] >> with this investment, we can add 310 new shelter beds, 300 units of housing by master leasing units, freeing up hundreds of beds in the shelter system. complete funding for a 255 unit building for homeless seniors and adults, and get started on hundreds more. now i know there are other budget priorities, and they are important. let's be clear. every dollar we take

honor to commend stephan franz here at the board of supervisors of his incredible contributions to our city. he has served nine years on park, recreation, open spaces advisory committee known as prozac to the confusion of many who first started working in city government. he led as vice chair and three years as chair. it's our citizens advisory council tasked with advising the department on items from strategic plan and capital plan to ways to improve our parks for all. he was first appointed to prozac, seat 6, in 2010 by supervisor peer, i was there. and then reappointed by mayor farrell as supervisor, and myself as supervisor to represent district 2. so you survived three supervisors in district 2. under his leadership, it provided key input into the five-year strategic plan and operation plan, and also on the budget for the open space acquisition fund budget. he has been instrumental in leading the 23-member board -- way too big -- to review specific projects and programs for 3413 acres of open space across our city. he has been a member of friends of lafayette park for 12 years, serving

our city, our home budget. thank you. >> thank you very much. next speaker. >> good afternoon, supervisors. i'm with community housing partnership. we are a supportive housing provider. we provide housing for formerly homeless folks. we absolutely support supervisor fewer's proposal for the housing fund, but we are also here because we are members of the treatment on demand coalition and we have a great concern for treatment access issues, and so we wanted to speak in support for the eraf proposal because if you look through it, it provides funding, greatly needed funding for a number of treatment programs, and for supportive housing. all the things that are so very much needed in our city during the housing crisis, and during this increasing homelessness crisis. the voters work pretty clear -- were pretty clear on what they wanted, which is exactly these type of services, as was expressed by their passing of prop see. unfortunately, we do not have access to that funding, and we can't get those programs off the

state of public education and what our city can do to step up andorr and to do our part and provide the support and resources to ensure all students can thrive. we are in this together and we must all step up and do more. this is why the first item to be heard in our new joint school's city college, city committee will cover this critical issue. we'll learn more about what is happening at the college, what it's plans are and what it's economic situation is and financial situation is. some of the plans they have for facilities and growth and i want to thank everyone who is here, who has joined us for this hearing and i want to thank in advance all of our speakers and we will hear from the city college administration and the chancelor, aft local 2121, the student assembly to grow our city college coalition and also sciu, if they are here. would any of my -- i want to recognise supervisor gordon marr. would anyone else on the committee like to make any opening remarks or do you want to get into the presentations? ok. with that, we'll bring up ou

[cheers and applause] >> thank you so much. it is such a pleasure to be here on this gorgeous, gorgeous day. i love downtown streets team! i want to tell you a story. so i don't know if you guys saw it there or read it in the media reports, but for a good part of the year, the barge director and i cleaned the 16th street b.r.t. station because he needed help, but also because we're trying to make a point that they didn't have enough full-time workers at that station to keep it a dignified place for everyone. and it was a mess. it was a mess. every week when we got there we would fill up garbage containers after garbage container of trash and one day we got there and it was spotless. it was

as our city continues to grow. we know how important it is to make sure that we are moving people around by different modes of transportation safely. bicycles is not just an alternative mode of transportation. it is a great mode of transportation along with muni and other things that we could use to move so many people throughout san francisco. as our city grows we know that safety is one of the most important things that we need to focus on. that is why we pushed to move forward and get howard street done and get valencia street done in a more timely manner than before. as bryan said we -- bryan said we have broken records in the past. we are going to break another record. i am today because i like to give directives as mayor and tell people what to do. thathat is the job, right? i want the m.t.a. to begin the process of developing a plan within a month's time to make sure that within the next two years we build 20 miles of protected bike lines throughout san francisco. especially when you teach them new tricks, but we also know there are a number of challenges in our cityimes, if an owner passes away, they have a pet, and there is no place for that pet to go. sometimes when we see animals that are stray and out on our streets, and they are injured, we have to make sure that they have a place to go, and animal care and control has been that place for over 30 years here in the city and county of san francisco, and in fact, because of the work and the support, and the fundraising from the friends of the animal care and control, the ability to have so many incredible volunteers, and additional resources is why people care about making sure that we have a better facility so that we can accommodate so many animals, so many requests, and do what we know we can do better, and that is take care of animals here in san francisco when they can't take care of themselves. [applause] >> part of building a resilient city is making sure that our assets are seismically safe, and we know that the current building at 15th and harrison is efficient. it is cramped, and it m

and includes not only laguna honda, but san francisco general , and smaller clinics across our city, and health services in our county jail. here at laguna honda, more than 1,000 patients each year receive care for complex conditions like h.i.v. and alzheimer's and dementia, and other mental illnesses and disorders, and we have, for patients who are suffering from strokes or brain injuries, or spinal injuries, or other trauma. these treatments require long-term and specialized care, as so many of you here know, and they commonly include medications as part of the treatment plan. however, it is a well-known fact that these medications are expensive, and can drive up the cost of healthcare for millions of people who need these drugs to survive. the san francisco health network is constantly working to find ways to save money on drug costs for uninsured patients. we work with federal programs like the 340 b. program that provides drugs at a discounted rate for some of our facilities, but facilities like laguna honda , or our county jail, our behavioral health clinic, they don't qualify f

it is really about serving our city, making our city better for so many folks, and i also want to acknowledgei know earlier our new librarian, michael lambert.
