we all have to come together to make our city better and to make our city safer.th mayor breed's leadership and support, we deployed a plan -- devised a plan to deploy 26 additional officers on corridors and in districts. here in the central district, where captain julian ng who's behind me with several of his central district officers, they safeguard the largest number of city destinations popular with our tourists who visit our city. the new deployment in central will feature 14 officers on bikes and foot patrol. if you go to pier 39, fisherman's wharf, north beach, and the crookedest part of our city, lombard street, where we've had some issues, you should be seeing officers there, and those officers are making a difference. thank you. in the messenger district, under the command of rachel moran, who's also behind me, new deployments will feature new officers on patrol. in the upper district, new deployment will feature six officers on bicycle patrols, in the marina, around the palace of fine arts. news to people breaking in to cars around the palace of fine ar

that will not make our city safe. so in this budget we are proposing two police academy classes to keep our ranks stable. the good news is -- the good news is as we add these academy classes, our police forces is also becoming more diverse. since 2009 the proportion of recruits in our classes have increased from the black community by 45%. the latino by 78%. and the asian community by 79%. removing the bias starts right there by making sure the people in uniform reflect and understand the communities they serve. and we know that we can't stop every crime, and sadly, there will be victims in our city. but i want all residents to feel safe when they step forward to report a crime, especially our seniors, so we are creating a new office of justice innovation that will coordinate the city's response to victims across all communities including with targeted support for the api community. this new team will also continue our ground breaking work to find more effective ways to respond to people when they call for help no matt

they are dangerous, unregulated and in our city. we're addressing that with our partners from atf and our federal partners. we have an increase in con -- next we'll go to sexual assaults. here is an area that i'm pleased to say is far below where it was the last few years. when you look at 2019 to 2020. this was a significant drop. 2021 we continue to go down in that area. still that's 88 victims that have been sexually assaulted, far too many. we're working with the district attorney and advocacy groups. including treatment and services to the victims. that's a par of our plan, if you will, to get better in all of those areas. we do okay. we can always get better. we dropped sexual assaults from eleven cases to nineteen case nz june. that's a huge increase from a month to month perspective. it's something we want to keep an eye on because that's concerned. we want to make sure we keep control of that. next we'll go to robberies. again, videos drive perception. when you see people getting robbed. when you see elderly victims get gett

this is a tool in our city, that has been solely reserved for our police force. in may, the mayor announced to create a street wellness team to add on to the street crisis response team, to expand services for those in need, and expand the amount of individuals from our paramedics, firefighters, and others, and non-profit-trained individuals that would be responding to wellness calls. the teamworks in coordination with the street crisis response team, and is fully trained in how to deal with people that need help. these groups will focus on wellness checks and situations that require immediate attention, and currently the firefighter community, paramedics perform medical, behavioral, and social needs assessment, but do not have the ability to initiate 5150s when someone is in real crisis. so we believe that allowing the fire department, paramedics, and e.m.t.s to have this ability helps to introduce an additional tool in the tool kit of the street crisis, the wellness, the paramedics that are out there, and the response team, so that they can provide compassionat

the reality is we have situations that happen like this in our city all across our city. happening for a long time. last year we had over 922 people shot in our city, last year. 198 people murdered in our city last year. this should be shocking to the conscience of every person in our city. i don't care where you live, it has the attention that it is gotten now because we had it at the national state level. but this issue that is crossing our city, they are too many guns in our city in washington, d.c., last night before the shooting, officers in the third district required a firearm on vermont, right before that, a firearm at 14th street. after the sound of gunshots right there. when the shooting happened, officers within five seconds of the shooting where it happened, that is unacceptable. it speaks to the brazenness of the criminals that are in these communities. and we deal with, some of them are our neighbors, some are and we have to figure out what we want to do in the city in terms of how we respond to this, we can take the political route and talk all of us about

this past year was unlike any in our city's history. every single person in san francisco, every small business, every neighborhood was impacted by this pandemic in deep and lasting ways. for that reason, first and foremost, this is a recovery budget. our guiding focus was to invest in the communities, neighborhoods, people and small businesses hardest hit by this pandemic. those most in need of our support for their recovery. seniors, children, workers, families, tenants, communities of color to make them whole and to build them back up. this is also an equity budget. we don't want to just take our city back to where we were 15 months ago. we want to come back better. we want to close gaps and inequities. we want to learn from the past year and put our city on a better path. this makes a new critical robust investments with your support in the latinx, black, api, and lgbtq communities along with seniors, children, and families. and, lastly, this is a budget that's designed to tackle new solutions, the challenges that we have long confro

see our city. our home is going to result in over a billion dollars being spent in this budget on addressing homelessness, and what's different is now we have a plan. we have a strategy that is holistic that is connected that will be able to get over 4000 people off of our streets, and it's focused more on getting people off the streets right now. it has a lot heavier reliance on vouchers on acquisitions. a lot of the things that san francisco was doing before building more supportive housing building. more shelters are important, but they weren't getting the problem solved fast enough, and on top of that we are investing more in mental illness and addiction. there is a connection, uh, in many cases between people who are out on our streets and the need for more. behavioral health and mental health resources, and so we're increasing our treatment beds by over 400 in this budget, so i hope that the holistic, comprehensive approach really yields the results that fixes the failed strategies that we've
