to make draconian cuts to our city, staffing to our city services and operations, and the services our community partners have to provide. that is why last week we requested the budget and legislative analyst office to really dig into the department's budget and scrutinize these unjustified staffing substitutions, contract spending, especially areas of wasteful spending or underperformance. and they certainly delivered. thank you. budget legislative analyst this is the moment where we need to evaluate what is nice to have and what is necessary. looking through the bla, our budget and legislative analyst reports, our choices are getting harder because what is at stake for our constituents are whether they will be able to have child care critical access to food and keeping our seniors house. every dollar counts. at this moment, we will be asking our city leaders, city workers, our service providers and our community partners to do more with less. if we do this now, to do more with less, we will likely be able to steer our city away from the cliff and back on track t

our city grants budget has this. in the next fiscal year, we're going to have the her house expansion, program, which is a transitional and supportive services. housing for justice involved women and their children, we also have a couple of increases in salaries. however, those increases in salaries are due to colas and fringe benefits. next slide please. this this next slide shows a comparison from fiscal year 1920 to the proposed 2425. and similar to year over year, the same trends, are basically the same. our budget has been increasing. it actually increased by about 19 million again, but over 13 million of that is because of city grants for the most part, our city grants now are make up 28% of our budget, opposed to 9% before, and our salaries have gone down from 58% to about 50% of our budget. and once again, any staffing increases over that time had to do primarily with colas and also with, just fringe, normal fringe, cause. next slide please. here you can see our department staffing over that same time period.

and on the next slide, our city costs have increased more than our revenue over the past five years. we're not guaranteed any additional funding for city expenses that outpace our revenues. personnel pay growth has grown within our department by 19, and our work orders to organizations like the sfpuc city attorney's office, city administrator has grown by 28. and as an example, while our total work orders over the past five years have grown by $7.7 million, while our general fund support has grown by 4.6 million. and on the next slide, unfortunately, it doesn't really get better for us over the next two years. this is probably the most boring bar chart i've ever made, but it's done to show that overall, our revenue is increasing by about 1% over the next two years. that's in the open space fund, which is two and a half cents of every $100 of assessed value in san francisco, as well as our general fund support. on the next slide, i do want to talk about our earned revenue and how that has recovered since the pandemic, what this slide is showing is the last year prior to covid fiscal ye

the week of the city of qian, the people's republic of china, is taking place in mogilev. ours warm and friendly relations with this city. last year there were days mogilev region, now. mem city received the chinese delegation and signed a roadmap for developing cooperation with the benhai new district of tianding. a number of events are planned as part of the tiandin city week, one of the main ones is the regional belarusian-chinese business forum, mogilev region and the city of tiandin. 5 years of cooperation. about 20 companies from the people's republic of china, from the city of qingzin, will take part in the business forum. there are about 70 companies in the republic of belarus. i think this is very important, it will give the opportunity to communicate directly, and also find some ways of joint interaction. on cooperation in the field of culture, education, sports. i am sure that this is another step in bringing our cities closer together, because we understand perfectly well that we know how to be friends together, we know how to do sports, we know how to do economics
