this isn't national security versus economic strength. one of our great strengths as a nation in terms of our defense is the superiority of our technology companies. we have companies here in the u.s. we can rely on to give us the best equipment and best technology to protect us. as mr. rohrabacher pointed out, we are losing that edge. we are ceasing to be the leaders in critical areas of technology and no where is this most painfully clear in the area of satellites. we have lost to our competitors. when i was in europe two years ago, i came across an advertisement that was being put out for an itar-free satellite. what is that? not one single u.s. component in it. why? because it was free, they could much more freely export it and much easier be competitive. we were blocking out all u.s. companies that go into a satellite. there is a heck of a lot that goes into them. our companies are being severely disadvantaged and undermining our ability to defend ourselves. inaction is not the safe and correct course here. we have the evidence we need. i belie

and our national forests, very clear to differentiate there. they are not national parks. timber is not the only thing. our forests were created to provide us energy, access to oil, to natural gas, to coal, to minerals. that's why they are put in existence. and as we look around the nation, certainly in my congressional district, we have -- my national forest is relatively small compared to some in the west, 513,000 acres but it is profitable and home to the best hardwood cherry. there is a management plan, to keep the forest healthy, they are supposed to harvest over 90 million board feet a year and for over a decade they have been doing 20. as one of the members in my subcommittee talked about his national forest they harvest zero board feet. there are a lot of problems with that. if you don't harvest timber, you don't manage that forest in a healthy way and subject yourself to wildfires, to invasive species. it creates an unhealthy forest, but it also kills jobs. and that's what we have seen. we have seen that across the nation in the west, all parts of the country with

on a positive note, the administration's approach to securing our nation's most critical infrastructurevery similar to the risk-based approach in our bill. our bill differs, however, in providing liability protection as an incentive for companies to maintain continuous compliance with risc-based performance requirements. we should also detail the extent of the president's authority to deal with cyber emergencies. as the chairman has pointed out, our bill has the explicit provisions preventing the president from shutting down the internet. it also places limits on the length of any emergency action, requires reporting to congress, insurers remedial actions that are the least destructive and includes privacy protections. by contrast, the administration appears to be relying on outmoded yet potentially sweeping authority granted in the communications act of 1934. i want to emphasize that date to point out just how outmoded those authorities are. our bill explicitly calls for the development of a supply chain strategy to leverage the federal government's' buying power to drive improvement i
