what better way to showcase what our united states navy and our marine corps, our sea-going services, bring to the table in an emergency response, but recognize that they also have another mission to do, macon island just came off a 7-month deployment, this is an era when we're pivoting to the pacific. the ring of fire is also in the pacific. over 35,000 on average fatalities a year over 35 billion dollars worth of damage and we see that year in and year out with tsunamis of catastrophic proportions. today the coast guard is dealing with the debris from that tsunami as it comes ashore here in the state waters as well. just it close on admire beeman's remarks, i think it's critical not just the work here at seminar but over a cup of coffee exchanging business cards because at the end of the day it's the partnerships that mufrt endure at time of crisis. thank you to the macon island for this show of force during this third fleet week. >> i'd like to bring up the mayor of the great city and county of san francisco. what a difference he's made as the mayor of san francisco. he certainly h

our sailors was superb. and we had absolutely first-class leadership in the navy. you will hear later today from admiral gary some examples of just how impressive that leadership is. the operational readiness of the fleet was a result, first of all, of having bases all around the world. but secondly because the strong program of exercise we conducted. the exercises were not only conducted on military scenarios, but we had an extensive set of exercises involved in humanitarian response. during the time i was secretary, we had a disaster response very similar to the one they're doing here in san francisco today. we bought naval forces from the united states, from russia and japan all to honolulu where we had simulated a tsunami disaster. and these three great nations brought their fleets to honolulu exercising how to respond and alleviate that disaster. well, that was then. how about now? last year the united states released a new security strategy. most of you probably have not even heard of that, but i have to tell you this was a big deal. it was one of the fifth a

we have specifically trained judge advocates, our navy lawyers, and our naval criminal investigative fically trained in sexual assault. any report of a sexual assault is fully investigated in the united states navy. they didn't take care of it. for a year and a half, they were tracking down witnesses. they had all these students there, and they could have locked them down and said, "hey, you're on legal hold until i get this statement," and they didn't. hannah went through 3 investigators. it was like, "ok, i'm given this case." that's what it sort of felt like. "all right, i'm given this case, i got to take care of it." "oh, well, this is an e-1. i really don't have the time to deal with it." females would come up to their commanders or their ncos and say that they were either sexually assaulted or abused, and i don't think it was taken seriously. i think a lot of times, a cursory investigation was done and they were basically told to just suck it up. i remember bringing in a young service member who'd been brutally raped and bringing her in to see her command and trying to make sure

the back bone of our navy is our carrier strike force. in order to have seven carrier, we need to have 11. there are carriers that are in part to be refueled. sailors have to rest. 11 equals seven. today in the central command they request two aircraft carriers and they're provided one. in the most dangerous area of the world in the mideast. if we can't meet the requirements that are -- that our commanders are asking for, why would we want to be reducing the number of care yes, sir? that just doesn't make sense. there's a misconception, too, that because we're moving out of afghanistan that somehow there won't be a need for a presence of an aircraft carrier there in the arabian gulf, that is absolutely wrong. we need that presence there the way we maintain that presence is to make sure that we have a minimum of 11 aircraft carriers. our presence is needed today and we bant to make sure this is done especially with the re-posturing to the asia pacific. i urge my colleagues to vote against this amendment. the chair: the gentleman from orego

i think that what we need to do in terms of looking at the strength of our navy is making a commitmentut what we need to do and go as a country in terms of changing the curved lines. it is not what we tax other ships but what we do in terms of the commitment to other naval vessels. we are reducing the number of ships that we have dramatically. that is not a good curve line for us and we're trying to change those. host: has sequester hit your district at all? guest: sequester as hit everybody across the country. i voted against the sequester and fought against it every year, but it is not just sequester but the massive cuts did ministration took before the sequester. , putting$587 billion to their records. according to the armed services committee, it is more like 700 $80 billion. -- it is more like $780 billion. you need to do the analysis first and see what we need to protect and defend the country. the budget shouldn't be driving the strategy. the strategy ought to be driving the budget. we haven't seen that. sequestration has had a huge impact on national defense. host: what about y

every independent study sense -- we need about four hundred ships in our navy. the navy always said we need 313. this new shipbuilding plan is 306. if you take the new plan it will not be completed until 2037, the president of the united states will be 76 years old and according to his plan he has a $4 billion deficit for every year for the next 30 years and have no idea how they are going to make it up. let me talk about the capacity we are busy with the ships. in 2007 we met 90% of the navy's commanders need speed when you look at this capacity the navy has never said they need the capacity. here is why. these ships increases represent twice the surface missile capability of the entire british navy. we are not mothballing them, we are tearing them apart. they have a 10 to 15 year useful life on them. it is far cheaper for us to modernize these capabilities and keep these ships in our fleet because we need this capability. with that, mr. chairman i hope we will reject this amendment and we will support the mark that we have that keeps these cruisers. i yield ba
