vision zero outreach rotates each month for farmers' markets and these are of the standard outreach andject information and boards that we have out on the tables. on the left are comics in chinese and spanish. these are for kids. we worked on developing the chinese card with chinatown cdc. on my left before i turn it over will be an update on chinese focus campaign. as part of the communications and education strategy and the action strategy is a heavy focus on equity and deeper engagement through traffic safety campaigns that speak to certain populations such as communities of concern or vulnerable populations. first is on the chinese speaking community in sf, the largest minority in the city. these are from a fair that we attended hosted by the chinese hospital in chinatown. we did outreach talking to mostly seniors and patients at the health fair. we are reaching out to cpos to set up focus groups to get a better understanding of the top traffic safety concerns and how they best receive and share information. this helped a campaign, what it looks like and the best media channels, whe

last major outreach event in april of 2019. total, six major events, informal community events, door to door, and over 40 meetings with stakeholders. not done yet. we will keep communication open through evaluation process, so we can understand concerns and make tweaks in the field to the quick build project. the slide has a lot of text on it, but the goal is to look at the feedback for the project and ultimately gain support for the changes. the initial outreach included a survey to understand public desire for changes. received over 300 survey responses, we heard improving bicycle safety was critical to improving 5th street. and a strong desire for pedestrian safety improvements. we asked people to be specific about ranking their entired changes, understanding the street has limited horizontal real estate and cannot fit everything. protected bike lanes, and pedestrian safety improvements, and better lighting for pedestrians. during the first year outreach events, took information from the survey and other feedback to create a

we are using a coordinated outreach strategy, homeless outreach team, public health. we try our very best to get them to advance the work that the police department and public works is doing so that we can spend a couple of days for the larger encampments trying to get individuals connected to shelter prior to the police coming along. my last two slides, an example of the graph based on our data as to the decreases in citations that we have written. in august of 18, we were about eight months into hsoc come as the months went on you can see the number started to decline. same with the next slide. decriminalization of homelessness, those numbers have gone down. a little spike, in february, but they continue to go down. as we work to get folks connected with help rather than issue citations, or taking people to jail. >> can you tell us, what does this slide show? >> this slide that you see here, is a number of quality the first one was citations. these are bookings. if there's an arrest during an encampment resolution it is because an individual has an arrest warrant. a

we are -- i spoke about the early outreach plan. we are also doing extensive outreach and engagement on the c.o.p. program with community organizations that are working with our certificate of preference holders. we are really concentrating on the application process. we sent out an e-mail blast for every project that is -- that comes on-line. it is now over 45,000 people that are on this e-mail blast, people that have signed up to receive an e-mail every time there's a project that comes available. of course we're conducting the lottery process and monitoring the lottery process to make things as transparent as possible. used to be, when names come out of the barrel, we'd be there eight, ten hours. we're now -- the lottery probably takes in total about a half hour, and most of that is people signing in to say they were there, and us explaining how the lottery works, and people -- and people don't come to the lottery anymore like they used to. we used to have to rent the library downtown because we needed over 100 seats in the lotte
