that was the outreach we had done. the presentation kind of mirrors roughly the presentation we gave at those workshops. i'm not going to get back in the process. i think this grew out of another piece of legislation. we came back to land use. you asked us to conduct outreach, which we did and we are here to hopefully move it out of committee and have you vote on it. a quick summary of what's in this legislation. all zoning districts have a maximum parking requirement, a ceiling, if you will. we aren't touching the ceiling or changing the maximums. there's not that many zoning districts but they cover a large geographic area. we are taking away minimums, we aren't making changes to off street loading requirements. a developer can still build from 0 parking spaces all the way to the maximum under the code. we have a broad policy framework that this board and committee have voted on over the years to support this sort of in principle and this supports all these goals on housing and affordability and place making and safe

friday, the 14th, the homeless outreach team finished what they thought was proper and adequate outreach, helped a few of the households living in vehicles on that street, connected them to services, and then just then i said sign shop, post the signs. so right now to wolf street they have the over size restriction posted. i do want to be clear that work of outreach and offer of services connecting folks to help is not an offer of housing. it is not an offer of an alternative place to park, but rather trying to connect with folks ill, who need help, and they have connected with folks in desperate situation us and gotten them help and services, and helped move them out of a bad place. this agency is not promising to find a safe place for them to park. that ask an ongoing conversation the city is having. i think that is all i have to say about this document. if the board has questions, i am eager to take them. >> directors do you have questions before public comment? director torres. >> we talked at length about the issue and i sent articles to our director about other cities in california

moving onto outreach, i will give a quick update on outreach in compliance to date. d.b.i. estimates 24,000 storefronts are subject to the program. the number of storefronts is associated with 11,255 property owners. as of today, december 10th, 2,850 forms were submitted to, which means 2,850 storefronts so far have complied with the ordinance, and this number is tied to 934 property owners. 934 property owners have complied with the ordinance. there have been four mailers sent out to property owners from d.b.i. most recently, early november they sent out a 60 day notice. we have seen at our office, an uptick in halls about the ordinance. d.b.i. confirmed they have also seen an uptick in checklist submittals as well and over the last year, we have been very involved in the outreach interagency groups through workshops, workshops held at d.b.i., we also have reached out to merchants and business groups the director did a joint merchant walk in different districts with a director from d.b.i. and we intend to continue this outreach through the compliance, the compliance deadli

there is outreach to the residents and the businesses. didn't start until after the board directed the staff to start having more meetings. first business meetings there was any turnout at were at the beginning of november. at that meeting we are presented with a schedule that says a decision is going to be made in six weeks. that is not how you get by. you need to discuss this with the people there. we have ideas. maybe it could help make this work better. i don't understand, as carol was saying, the rush here. especially when there are so many questions and issues, then having a board with so many lame ducks, people aren't going to be around to be held accountable for the decisions that are made. you have a bunch of new supervisors coming in next month. why aren't they making the decision so that they can be held accountable for what they are doing? the main thing, i think we are asking for. whatever our ideas on the tolls are, the main thing we are asks is to postpone the vote so people have a chance to talk it through, discuss ideas.
