p.u.c. built 138 ramps. searchfmta had 1 -- sfmta had 137, and the decrease in 2017 was due to the paving program's funding timing, so several projects were delayed. tire replacement program. in 2012, the curb ramp program added tile replacement to its overall program. it ongoing project installs and/or replaces yellowiel detece tiles and the number of ramps that have had tiles replaced has increased from 39 ramps in 2014, to 225 ramps in 2017. the next topic is curb ramp funding and expenditures. curb ramp funding comes from multiple sources. the curb ramp program is approximately $7 million annually. public works' paving program, p.u.c. and sfmta and other sources are $16 million annually. expenditure rates each year match -- roughly match the available funds with little carryover. other projects may build and fund locations that the curb ramp program has selected and this enables us to move down our list to build more locations. this table shows all funding by fiscal years for 2015, 2016, and 2017. for fi

the city attorney and p.u.c. have worked together on this effort. you can see that beginning in 1913, with the breaker act san francisco's been providing electricity service from the early 25 to 45 timeframe, we had access to distribution, only through pg and e by selling our power and pge delivered it to our customers. we overcame that challenge after the u.s. supreme court said that that was not a lawful implementation of the rate rack s it took us a little bit but we did get together with pg and e and came seath as the inner sex agreement to make sure that pg and e provided that distribution service to us. >> in the 90s the law changed and there was a open access era to transmission and distribution services. when our inner connection agreement was scheduled to expire in 2015, we began work to prepare for that regulatory regime where we would receive open access to the distribution service through a federally regulated tariff. as opposed to through a contract. we had difficulty securing that service as you are aware. we're currently receiving tha

all of the fees that were requested by the city and by other agencies like the school board, like p.u.c. in order to obtain the site permit. before construction could begin. in order to obtain the site permit, these different agencies requested that we pay these fees in advance before construction begins. so in other words, to our detriment we relied on this process to be fair and transparent and we paid these fees in advance more than ns of thousands of dollars in order to obtain the site permit. then the variance we obtained from the zoning administrator was appealed by the appellant to this board. and last year in march of 2017, this board heard that appeal and did not grant the appeal of that variance. so therefore based on that process, after following the process and relying on it, suddenly to have our site permit yanked away from us, we definitely feel is an example of manifest injustice. and clearly through the detrimental reliance that was shown by paying fees, not only to the city and other agencies but to professional service organizations, we felt we could rely on that decis

and p.u.c. crews are also finalizing the installation of additional lights on avenue h and avenue b in the residential neighborhood. on the housing development front, we are engaged with trying to have the plowshares and preapplication dialogue with the planning department as well as working with the source of plowshares and catholic charities projects on financing plans. as part of that we are in conversations with the project sponsors and mohcd, about the number of inclusionary units or over income units for households to be included with each household. and the original plan had been to have 10% of each unit, and are we're evaluating whether to -- whether to eliminate it from the plowshares building and increase the number of units in the catholic charities unit but we'll provide a more detailed update at a future board meeting on that with the board members. also ticd is working on their vertal plans for the island and had a conference with the planning department and to make a formal applic
