but corporate pacs are very transparent and pacs themselves are incredibly transparent. they were derived at the time of the watergate era of opening up the process so voters could see where candidates were getting their money. so why are corporate pacs the bad guys if they're doing the transparency and they have all the regulation and they can only give so much money versus going after the citizens united, which is unregulated. >> so, i don't think this is an either/or. right. like this isn't -- citizens united is a symbol for the problem facing our country, and citizens united opened up this unlimited and undisclosed money into our system that paved the way for super pacs and more dark money and other things. what we saw in 2018 is that there was about $1.3 billion of outside spending in these competitive congressional races. 1.3 billion. in 2008 there was 143 million of outside spending in all of the elections. we had a 900% increase. in just a few years. >> a lot of them were in these districts. >> ne yes, they were. supporting these guys. >> sure. >> most people wou

pac it's limited. i am the oldest of three daughters, when we were kids i was always getting in trouble for something related to my younger sisters and i would say that's not what happened, this is what i did and my middle is iter would say she did this or that. and i remember this lesson always, my mother would say her perception is her reality. so when a voter believes that $5,000 check is enough to get you to vote in a way that is somehow against their interests, i don't think that's true in many cases, but if that's their perception that goes back to this whole conversation about trust. for me to say, you know, i want to sit down with this company, i'm going to sit down with this company, i'm going to maybe vote a way that this voter doesn't like, but you will know that i didn't do it because of a campaign contribution. even though i wouldn't likely have --.because it's that perception that becomes a reality. so as we're trying to take baby steps towards rebuilding trust with voters, if this is one

have pacs or not. i think the honest answer to what the problem with corporate pacs is, it smells bad to the public who doesn't really know. it doesn't discriminate between corporate money and corporate pac money which is $5 or $10 or $100 contributions into some pool. i'm happy to have an answer. i would think that's the honest answer to what the problem with corporate pacs is. your bigger problem is the dark money which is -- if you don't get that, problems. >> that would be great if what was happening in the corporate pacs was we were funding it through small dollar donors. what we know from look agents the corporate pacs is that number one, while corporations can't funnel money directly to the pac to give to candidates, they can support the operational expenses and administrative expenses and fund-raising expenses and to the islands and to versaillall the places we kn happens. it's not entirely accurate to say no corporate money supports this, because it supplements it. number two, as you know, bei

is a membership pac. we have annual dues. one of the cool things we do is we as members nominate and vote for the candidates that we want our money to go to. so the more women that we have as members, the more say women have in where the dollars are going. diane black did an interview recently and i just want to talk about it. she was talking about the difficulties raising money as a female candidate, and one of her tactics to get a max-out check from a big dollar male donor was to invite his wife to the meeting. now, i see maverick women as an avenue to change that. i see the future in this scenario played out a little bit differently. the husband, he's not even asked to the meeting because the woman is the major donor writing the check. and so, yes. [ applause ] so with that in mind, adid just want to lay out some of the outputs from this last cycle that were particularly interesting. of the candidates we contributed to, 22% were women and 31% of the dollars that went out went to women candidates. why i

one organization was view-pac. and you know what -- [ applause ] >> i'm pretty competitive anyway, so i didn't need a whole lot of charging on, but when it came to something that would stand with me and say you know what we're punting money on you and we believe you can do this. and let me tell you how this stuff happens. driven by passion. i lost by half a point. i am married to a public schoolteacher. on that salary. i looked back. and i i don't know how we made it for two years while i campaigned full time. i have no idea. i wasn't working. but the commitment i had to make, to actually nail that seat took another run, and we never stopped. instead of knocking on doors two rounds, i ended up knocking on doors ten rounds. i kept cards on what color the flowers were in front of the house. i knew the dog's name, the kid's names and what they planted in their front yard. that's the kind of foot power it took to win. but you know, i really think, you know, instead of setting up false pretenses for women, you got to be

not taking corporate pac money. so we'll keep pushing it. democratic nk a nominee for president could take corporate pac money? that will be a harder one, too. many of them said they won't. we don't think they should have a candidate superpac and this should be empowering the people. they can. over 50% of donations that came into democratic candidates came from small dollar donors. we are transforming the way that campaigns are funded. no longer the campaigns of 10 years ago. >> thinking about where this goes and just thinking about beto o'rourke, everybody's favorite example who was the grassroots candidate. and he raises millions and millions of dollars, $80 million and set the new standard for what you could raise as a quote, unquote, candidate coming onto the national scene and yet we have seen some liberal groups attacking him for signing on to a no-fossil fuel money pledge, but getting a whole bunch of checks from people who work in industry. fuel the concern that you may have of the progressive community, democratic community kind of

we know the bottom 30 trick about super pac. we had -- bought it up, many people bought it up because this is not new. the board of supervisors and elected officers, they are related to super pac. that is called conflict of interest. they received thousands and thousands of money to do outreach to misleading the voters of san francisco and do public events and invite people to mail forms and events, only democrats, only. no one else but democrats, not only democrats, but the democrats who are directly related to super pacs. that's exactly what conflict of interest means. you guys are all attorneys and laws. this is what constitution means. constitution is not a government of majority rules. constitution is government for those people who participate. we the people who have representation participate in the government. unfortunately our government is paid and bought by democratic parties solely alone. so if you want to help the san francisco and reduce many of those problems, like the drug abusers, like the homelessness, it's abo
