i understand cal pacific has 18 psychiatric beds. i don't know how that compares with other private hospitals in san francisco today. maybe they have more. pain they have fewer. but whatever it is, if there's a possibility of adding some more as part of the plan, it would not be the worst thing, so i would be supportive of looking at that type of situation. in terms of a lot of our discussion tonight in regards to labor agreements, i mean, my understanding, correct me if i'm wrong, but as city officials, we cannot make labor agreements. and so i don't believe that's before us. i hope that there's the ability for, you know, the nurses and other parties who want to work out things with cal pacific are able to work it out but that can't be part of our agreement. in terms of stanford, i did do research on comparisons and disagree a little bit with commissioner miguel on the numbers. my understanding is stamford's contribution to the city of palo alto is in the neighborhood of $170 million. $70 million now and $100 million over a period o

i am speaking on behalf of the asian and pacific islander wellness center. we want to applaud the considerable work that the board and city have invested in preserving treatment intervention funding. we thank you for your effort, but i wanted to bring an issue to your attention and ask for your support as you track the evolution of the hiv epidemic in san francisco. the provincial plan signals a sea change in a chevy policy that resulted in the elimination of provincial resources for the asian and pacific islander committee. plan seeks to reduce san francisco's hiv epidemic for all ethnicities by 4% efforts on a caucasian, african- american, and latino men who have sex with men and transgendered women. today, asian-pacific islanders represent over 1/3 of san francisco's population, and yet, we only receive about 10% of all hiv tests administered by the city. despite the small number of tests, documented cases among asians and pacific islanders in san francisco have grown from 6% in 2006 to 10.3% in 2010. during the same time, the presentation decrease by 7%

and in fact cal pacific provides some of the subsidy to help run chinese. so i think we have to look at this. and as far as charitable care, my information is that in addition to the $100 million in charitable care dr. browner spoke about, if you add in the medical care, whatever the percentage, it's at least another $100 million. the $200 million they do in charitable care a year is comparable to that which stanford does. when you say stanford is in a different place, there's a lot of challenges in that part of the peninsula as well, east palo alto, menlo park, there are many people with needs for charitable care there as well. we have to look at that. as far as the housing piece, i don't believe that you should hold an institution to the same rules of the van ness plan you do commercial development. i think we can exempt it by c.u., and as was part of the mayor's plan, we will exempt it by c.u. the question is, what should be the price that they have to pay? and i think that, you know, the $73 million is an's -- is an unrealistically high figure. whatever

and that is actually a larger project in terms of dollars and -- than is cal pacific. the cal pacific project, as you've heard, it's about $100 million, $1 10 million, i believe, in the current ask. and if you pro rate year by year the additional charitable care and other things that have been proposed in the mayor agreement, it could add up to $700 million or $8 unmillion. as stamford did the math, they're doing it the same way here. i think dr. browner made a good point, we really don't know what the future may bring and we really have to look at this and see what is appropriate? are we comparing apples to apples? are we comparing hospitals that are not really comparable to cal pacific for charitable care. what about kaiser was not on the list that was -- i understand they had a fairly low charitable care, i'm sorry to say that, but that's what it looked like earlier and the same was true of a couple other hospitals that weren't on there. i think we have to look at gross numbers rather than percentages. i mean, how many -- in dollars, how much do all these hospitals

. >> i am the board fellow on aging for asian-pacific islanders. i wanted to thank the committee for providing me the opportunity to speak. the population of asian and pacific islanders seniors is concentrated heavily in the major metropolitan areas. particularly on the west coast. there are more than 40,000 seniors in san francisco alone. additionally, more than 30% of those seniors have difficulty with english. nearly three-quarters of that population, of that 30%, speak pacific islander languages. in absolute numbers, san francisco api seniors consist the largest group with more than three times more than any other minority group. cultural, financial, language barriers, lack of community infrastructure are just a few of the barriers that exist for seniors seeking to escape abuse. api legal outreach is a social justice organization that provides direct legal services to low-income asian income or pacific islander seniors. we represent roughly 500 seniors annually in elder law cases including an elder abuse. our agency also spearheads the api elde

welcome to our viewers including those across the pacific time zone. today we begin with out of control. some parts of the u.s. recover from the tumultuous tornado season, arizona is now dealing with a blaise covering more than 200 square miles. residents are evacuating at the state's third biggest wild fire ever rages on. nbc's frances coe reports. >> reporter: the temperatures and high winds seemed a perfect mix for this historic blaze in eastern arizona, smoke spread as far as new mexico and colorado. >> that would be horrible. >> reporter: the fire is a week old blanketing 140,000 acres. on the scene, 1300 firefighters from across the country. but the numbers were no match to mother nature. >> the column that's up in the air is about two days of being in excess of 30,000 feet. if you have something that large and that huge, it generates its own weather. >> reporter: not just arizona baking. record shattering temperatures have melted the south and the midsection. >> the nation up in the north in the mid to upper 90s. this is catching a lot of folks

that doesn't mean the northeast asian issues or any issues in the pacific are affecting australia and new zealand should not get important attention. in fact one of the things we think is most important is if you look over the course of the last several years, we think that the way that northeast asia issues have been addressed at the regional forum and other institutions like the es has left other countries wanting a different approach and i think we want to work with southeast asia on that process as we go forward. on specific countries -- i think i will go through this quickly -- but you understand some of the things we're trying to work on but i will go through as quickly in some of the things that you expect we would be wanting to work on over the course of the next couple of years. obviously given president obama's unique experience in asia, it has given us an enormous opportunity for the comprehensive partnership to take this bilateral relationship to the next level. i.t. give you made a list of those countries that were important to the united states it's a little awkward impo

again today we've got a tropical depression just south of mexico in the eastern pacific.hat will be the first one of the season and it is expected to strengthen further. it is going to likely become a tropical cyclone within the next 24 hours, then over throughout this week we'll watch that slowly strengthen and possibly becoming a hurricane. now, we've also got a large low area here in the caribbean as well. combined they're all bringing showers to both islands as well as central america. deadly flooding situation reported in haiti. looks like you will need to watch out for further showers. another very wet area has been up in the mountain west of the united states. widespread flood watches, warnings will remain in place and it will be staying wet here. also looking at showers the upp. hot around the east coast. you do want to watch out for that extreme heat. over towards europe and it is still going to be aun unsettled picture. we'll talk about thundershowers widespread across parts of continental europe and scandinavia. the british isles another low will continue to st

as for the americas, we've got a hurricane in the pacific here. and it's showing some really good signs of develop. we've got a clear eye developed that is now a category 3 major hurricane. it has rapidly developed over the past couple of days. and it is continuing on a westerly track. so away from land. that at least is good. but still pacific coastline of mexico is going to be at risk for some very high surf as well as dangerous rip currents. we do want to look out for that. there's already been a lot of showers impacting central america. that's looking to continue again today. and the caribbean islands still looking at ongoing showers because of that tropical low and the rain will start moving into the bahamas today. as for the rest of north america, showers will continue to impact this whole northern tier of the united states and severe weather is going to be possible from new england states and down in towards the central plains. so here you want to watch out for those strong storms tonight. rain will continue to move through the midwest in t
