i am speaking on behalf of the asian and pacific islander wellness center. we want to applaud the considerable work that the board and city have invested in preserving treatment intervention funding. we thank you for your effort, but i wanted to bring an issue to your attention and ask for your support as you track the evolution of the hiv epidemic in san francisco. the provincial plan signals a sea change in a chevy policy that resulted in the elimination of provincial resources for the asian and pacific islander committee. plan seeks to reduce san francisco's hiv epidemic for all ethnicities by 4% efforts on a caucasian, african- american, and latino men who have sex with men and transgendered women. today, asian-pacific islanders represent over 1/3 of san francisco's population, and yet, we only receive about 10% of all hiv tests administered by the city. despite the small number of tests, documented cases among asians and pacific islanders in san francisco have grown from 6% in 2006 to 10.3% in 2010. during the same time, the presentation decrease by 7%

and in fact cal pacific provides some of the subsidy to help run chinese. so i think we have to look at this. and as far as charitable care, my information is that in addition to the $100 million in charitable care dr. browner spoke about, if you add in the medical care, whatever the percentage, it's at least another $100 million. the $200 million they do in charitable care a year is comparable to that which stanford does. when you say stanford is in a different place, there's a lot of challenges in that part of the peninsula as well, east palo alto, menlo park, there are many people with needs for charitable care there as well. we have to look at that. as far as the housing piece, i don't believe that you should hold an institution to the same rules of the van ness plan you do commercial development. i think we can exempt it by c.u., and as was part of the mayor's plan, we will exempt it by c.u. the question is, what should be the price that they have to pay? and i think that, you know, the $73 million is an's -- is an unrealistically high figure. whatever

again today we've got a tropical depression just south of mexico in the eastern pacific.hat will be the first one of the season and it is expected to strengthen further. it is going to likely become a tropical cyclone within the next 24 hours, then over throughout this week we'll watch that slowly strengthen and possibly becoming a hurricane. now, we've also got a large low area here in the caribbean as well. combined they're all bringing showers to both islands as well as central america....

as for the americas, we've got a hurricane in the pacific here. and it's showing some really good signs of develop. we've got a clear eye developed that is now a category 3 major hurricane. it has rapidly developed over the past couple of days. and it is continuing on a westerly track. so away from land. that at least is good. but still pacific coastline of mexico is going to be at risk for some very high surf as well as dangerous rip currents. we do want to look out for that. there's already been a lot of showers impacting central america. that's looking to continue again today. and the caribbean islands still looking at ongoing showers because of that tropical low and the rain will start moving into the bahamas today. as for the rest of north america, showers will continue to impact this whole northern tier of the united states and severe weather is going to be possible from new england states and down in towards the central plains. so here you want to watch out for those strong storms tonight. rain will continue to move through the midwest in t
