the trans-pacific partnership or t.p.p. has the full backing of house republican leaders like john boehner and paul ryan. standing in the way traditional allies, union leaders, environmentalists, elected democrats, and i'll speak to one of those democrats standing in the president's way in a moment. first, let me give you a quick refresher on what we are talking about here, because you hear it a lot, you read about it, it's a boring name, the trans-pacific partnersh partnership, the t.p.p. it is huge. it would remove trade barriers and tariffs around the pacific rim, potentially taking a third of the world's trade, 40% of global economic activity. many of the exact details of the deal remain unknown, because it's netted in secret. critics don't like that one bit. some parts have been leaked. the we do know that t.p.p. would create the biggest free trade zone the world has seen, encompassing 12 countries, in orange. including the united states, mexico, canada, japan, australia, others that you see on the map. there's nothing

as one study estimates new trade agreements with europe and the pacific could well support. these are the reasons a bill is gaining steam that would help advance all -- all -- of these objectives. the bill that would enhance congress's role in the trade process while ensuring presidents of either party have the necessary tools to secure strong and enforceable trade agreements. that's the bipartisan trade bill before us today. it passed the finance committee with strong bipartisan support back in april. it passed the full senate with strong bipartisan support in may. it just passed the house with backing from across the political spectrum as well, gaining the support of everyone from chairman ryan and representative hensarling on one side to representative kine on the other. now it's time for the next step. i urge all of our colleagues to vote for cloture on this bipartisan trade bill today. that will open the way for final passage of t.p.a. tomorrow. it will open the way for final passage for t.p.a. and the agoa and preferences measure the following day too. earlier this mor

california home builders, standard pacific and another group that are going to be merging, although atend of the day, it is kind of like standard pacific buying the company, and i think it will be the fourth biggest homebuilder in the u.s., and on the conference call, the standard pacific ceo said the risk would be that we do it too late, so it is really for looking for that scale. kind of a grind higher. joe: speaking of the home builders today, today we got two and it isata points, pretty mediocre. the economy not coming back in the second quarter. and then we got a survey of home builders, and basically it is how optimistic they are. homebuilders are getting more and more optimistic. know, if youas you look, i think we have a chart of monthly housing starts, and what i love about this chart is we are still basically at the lowest levels ever. bottom, sothe very america is really under. we have a lot of catch-up to do after the collapse of the crisis, so even if we get this slow economic growth, there are so many houses that you can understand why some are being more optimistic. and
