the risk to us forces and allied forces in the western pacific is going up. that risk, growing chinese military capability, has been the backdrop for increasing tensions related to territorial dispute in the western pacific. china's military power, ships and military balance has made it easier for china to contest the international status quo. with that as a backdrop i want to look back at the traditional us strategy in asia, traditional being post world war ii and look at options for dealing with a changing environment. it is almost getting to be a taken for granted at this point, we all are at an inflection point when it comes to us global leadership and engagement, where many on different parts of the political spectrum are questioning the traditional strategy the united states follows since the end of world war ii so before we go and look at options it is worth recapping what that strategy, what our objective has been as well as the challenges to it. since world war ii and articulated in different ways by different administrations the united states has fo

the weather pattern shows big circulation in the pacific.ou get the idea there is kind of the river setting up here. this is what we call an atmospheric river, an area of very high moisture directed ride on towards the bay area. high moisture levels with that. it will produce excessive amounts of rainfall heading into monday. here you can see yesterday's system moving out of town. there's a system moving up from the north, scattered rain showers showing up in portions of the north bay. as far as the flood watches, it begins tomorrow afternoon until 4 am tuesday. once the rainfall rates are verified this will turn into a flood warning. we will have to keep an eye on the river levels because we are expecting a lot of water. the wind speeds as well, winds not too major, up to 13 miles an hour. and advisory begins coming up at 4 pm sunday through 5 am tuesday. right now, winds up to 10 miles an hour. rainfall projections, a big rain job there, talking about 2.5 inches for inland locations in the south bay all the way to 6.5 inches or 7 inches fo
