be here today to tell you about an exercise we conducted this past summer in hawaii as part of rim of pacific exercise which involved 22 participating nations and this offered us a venue to be able to conduct a humanitarian and disaster relief exercise with all the different partners that we had together and collaborating with this exercise, this offered a perfect opportunity for us to introduce the military capabilities and interaction in exchange with our civil military partners as well. the exercise was located on oh oahu we had used that island as a fictitious island of chianti where we wanted to do a humanitarian response but it also provided us an avenue for the state-wide partners, the civil hawaiian partners, to be able to exercise their exercise as well. this exercise also allowed us the opportunity to intro daus a lot of technology to help with the interoperatability of the civil military exercise. one of the main goals that we had for this was to allow our military a crisis response adaptive force package and opportunity to allow their training and certification in providing the mo

. >> just this last summer, we conducted the rim of the pacific exercise 2012. we did it in the state of hawaii and the surrounding operating area. it brought forth 22 nations, roughly 25,000 soldiers, sailors, airmen, marines. but one of the things that we did embedded in this rim pac exercise was a five-day humanitarian assistance disaster relief. we used it as an accreditation not only for some of our adaptive force packages, but more importantly to the state of hawaii to allow them to get an accreditation that they needed for 13 of their hospitals where we set up on ford island, those familiar with the oahu island geography, we utilized ford island and we had a scenario where there was an earthquake with a resultant tsunami and mass casualties along with the destruction that goes with it to the road infrastructure and communication. and, so, we were able to parlay, if you will, this opportunity to leverage off our international partners. we had seven nations that out of the 22 that actually participated in the hadr, and there were probably also 19 of the 22

and secretary panetta invited china to participate in the annual rim of the pacific exercise, which is our largest multilateral maritime exercise. so our relationship, defense relationship with china is an essential part of our rebalance. to foster security across the region, we're deepening our involvement in regional multilateral security institutions like the as ondefense ministers' meeting plus we're expanding bilateral and multilateral exercises of all kind, increasing defense trade and deepening our defense relationship. secretary panetta has been to the region three times in the last 12 months, and i spent ten todays in the region -- ten days in the region this summer doing the practical work, that's my job, of strengthening our ties with japan, thailand, korea and india. last year the united states military participated in 172 exercises in the asia-pacific region with 24 countries, and we're looking to expand that further. we're taking a broad and comprehensive approach to our security cooperation. of we're building partnership -- we're building partnership capacity, improving
