brian flores is in palo alto now and, brian, you have an explanation. good morning. >> reporter: good morning, dave. yeah, even city leaders coming out saying they did not properly inform residents about why the cameras were popping up. as you take a look, this is one of them, off stanford evening. this morning, the mystery has been solved. the cameras are being used to gather bicycle and pedestrian rider. city leaders say the cameras are more accurate than some of the rubber tube cameras on the street. this is part of the bicycle boulevard program which will improve street conditions. it's a $25 million project. the problem here was the cameras were installed without any previous washing or explanation -- warning or explanation to residents. that didn't sit well with a homeowner who said a camera was installed in front of the home. he complained to the city. and the city during a public hearing recognized that it needed to do a better job. >> i do think it's unfortunate, though, that we did not get this news out in advance and i think we had a few surp
