>> reporter: hey, pamela. lot to unpack here, but the bottom line is that marcellus williams has been handed a lifeline by the missouri governor, at least for now. she announced that he would create a board of inquiry to look into whether williams actually committed the murder that she's accushe's accused of 1998. so for now, he will not -- the execution will not go ahead as plan. it was scheduled for just about four hours from now, 6:00 local time, 7:00 eastern. that board of inquiry will be made up of retired judges. it will have full subpoena power to ultimately get to the bottom of this. keep in mind, this issue was at the supreme court in washington. we were still waiting to hear from justices as to whether or not they would issue a stay of williams' execution. we hadn't heard yet but obviously the governor has power regardless of what the court decides to spare a man's life and in this case, that's exactly what he's done. >> right. that request went to justice neil gorsuch. just to give us some backgroun

pamela brown is one of the reporters who broke this story. she joins us again.at have you learned? >> we've learned several things, anderson. that the probe, the special counsel probe has expanded to look at president trump's finances as well as the finances of his family members, his son, don junior, and even the trump organization. as you know, anderson, this all started off as a look into whether there was collusion with the russians and that probe has now expanded a year in to really focus on financial -- the financial avenue. as sources have told us, prosecutors and investigators look at that to be one of the most fertile avenue as to go down if there is going to be prosecution. and two of the main target here is are paul manafort, who was the former campaign chairman, of course, as well as michael flynn, the former national security adviser, anderson. >> this is something that president trump in an interview with "the new york times" said this was a red line in an answer to his past financial records. what has the white house response been to this? >> well

pamela osborne is live in upper darby. just spoke to the mayor who is pushing for a safety change at this busy transit hub. tell us more about that. >> reporter: yeah, tracy. keep in mind the investigation into what caused this is still ongoing. but the mayor tells me he is going to be pushing for that change to bring safety to the rail. 10,000 commuters go in and out of the center every day. dozens of people were injured last night when a train crashed into a parked unoccupied train. one of the tracks has been closed since the crash's crews are investigating. the first responders train for this and were ready and able to get the injured passengers into ambulances and off to the hospital. you may remember there was another incident, but we talked about the technology he's pushing for and who he plans to reach out for in order to push this process along. >> in february we had a collision in the same rail coming into the station. i'm going to be reaching out to congressman brady. congressman brady and i, this is his district

>> pamela brown reporting, thank you. gloria, just from a legal standpoint, the formation of a grand jury, it allows them to do subpoenas but doesn't necessarily mean that they know that there is wrongdoing. >> they are trying to find out if there's been wrongdoing. i mean, there are millions of dollars of resources at hand. it's not as if they don't believe that there is anything going on here but they have to get to the actual evidence. that means they have a chance to call witnesses to subpoena documents and to make sure that people are testifying and when they're testifying, they are not testifying with the lawyers in the room. they can go out in the hallway, talk to a lawyer and come back in but the lawyer is not in the room. it's not the testimony. it's whether or not they lie under oath. this is how people have gotten trapped before. it's perjury. it's obstruction of justice, intimidation of witnesses. all the things that the special counsel has authority to investigate. >> alice, as a supporter of the president, d

. >> pamela, we'll talk to you shortly. we want to get more perspective on this story. jeff, what does this tell you about where special prosecutor mueller is in the investigation? >> well, i would say it means it's the end of the beginning. it means that he is now prepared to start bringing witnesses in to the grand jury who will testify under oath, sending grand junior subpoenas to businesses, to various places where he may get records that are useful to this investigation. but it's important to point out of the grand juries can often sit for a year or even more, and, of course, grand juries can issue indictments, just because there is a grand jury doesn't mean there will be indictments. but there can't be indictments without a grand jury, so it is certainly a step forward in the investigation. but i don't think anyone should draw any dramatic conclusions about which way mueller is going by the fact that he has impaneled the grand jury, the way professional investigators do. he is seeing where the evidence leads. but that also means that he is progressing in the inves

pamela osborne is live with more on why officers may have trouble getting around today.us what's happened. >> reporter: that's right, tracy. now summerdale police department really is operating with four or five patrol vehicles. that's less than half of what they have in their fleet. this is why police say those vehicles are out of commission. this is brand-new surveillance picture of the suspect they're looking for. it was taken at the wawa on white horse pike sunday morning after 13 vehicles, nine of them police cruisers, had their tires cut. it's less than a mile away from the police parking lot. police say the same man appears on their surveillance video. all 52 tires were cut. the deputy police chief tells me they are better off today than they were yesterday and that they shouldn't have as much trouble responding to calls. new tires have been ordered for the cruisers. we have watched as three police vehicles have been towed away for repair. the majority of the vehicles they expect to get back sometime today. i mentioned that they do have four or five patrol vehicle

nbc10's pamela osborn is following the investigation for us live from south philadelphia. what do we know? >> reporter: george, this is a busy area. it's not just a neighborhood street. it's about a couple of blocks up from broad where we're standing right now where all of this happened. we've been talking to the people who live in this area, who walk past this area this morning. they are all quite shocked by the discovery that was made here just before midnight. a 23-year-old woman and her boyfriend, a 50-year-old man were found dead in an apartment inside of a row home on federal street. according to police it was a relative of one of the victims that made the discovery. at some point late last night that relatives who happens to live upstairs found the couples apartment ram sacked and the pair unresponsive inside. the man and woman were found in separate rooms. police say both of them had bruises on their face. they were pronounced dead at the scene and no obvious signs of forced entry. we talked to one mother who lives just a couple of blocks eye, she tells us the doub

pamela osborne joins us live from the red cross in center city. how are people in our area doing our part. >> reporter: everyone is doing a little bit of something. red cross sent ten volunteers down so far. just a few hours from now, two more as you mentioned loading up into that truck and heading to a staging area in louisiana where they will assist with disaster relief efforts. people from our area are pitching in the best ways they know how. talked to a professor of neuro science at jefferson offering up research lab to those in houston so research isn't lost like it has been in other hurricane disasters. then the salvation army. specialized skill sets down to southeast texas to not only deal with physical needs of flood victims, but to assist with the emotional trauma of those who survived the storm. >> first wave that we're sending down or emotional and spiritual care specialists. really disaster mental health professionals. be providing services, hydration, feeding part of the skill set they bring to the table, they provide crisis counselin

pamela brown and shimon. what have you learned about mr.r pf's season on trum and his associate's ties to russia? >> they have reviewed records related to the trump organization. we're told investigators have come through the list of shell companies and buyers of trump brand real estate properties and found interesting connections to russians. they've also, the fbi and investigators examined background of russian business associates dating as far back as the 2013 miss universe pageant. all of this is part of their ongoing look at sort of the years thatd trump and his associates have had connections to the russians. >> so pamela, for another piece now it's not just about the trump organization. it's about associates like paul manafort. >> so we've learned, chris, what peeked investigators interest last july when it started. we learned they became more suspicious when they turned up intercepted communications that u.s. intelligence agencies collected among suspected russian operatives that were discussing their efforts. to coordinate informat

. >> nbc 10 pamela osborne joins us live from southwest detectives. officers believe he is still armed and extremely dangerous. >> that's right. no stranger to law enforcement. been in jail before on drug charges and gun charges. now police launched all-out search for the shooting death of john lee. lee shot and killed saturday night in haverford township. lee had picked up food and was walking to a friend's house. just yesterday learned lee was not the first person he targeted that night. police now say he tried to rob a kid on a bicycle. when that didn't work, he went after lee. according to police, he used the same 40 caliber handgun to open fire on residents in overbrook an hour before the homicide. a total of 17 shots fired there after neighborhoods concerned that he was casing out the area asked him what he was up to. found the gray volvo he was driving. collected as evidence. searched a home on locust. no sign of him. philadelphia police have a warrant for arrest for overbrook shooting. haverford township preparing there. has residents upset an

pamela osborne joins us live. what's the latest on this investigation. >> reporter: police are working very hard to bring that suspect into custody. a $5,000 reward being offered for information leading to an arrest. wanted posters with a surveillance image of the suspect have been hung all around town. this is the man police say are responsible for shooting 29-year-old john lee. suspect seen on the surveillance more than once. according to police, victim lee is seen walking out of pizza place in the direction of a friend's apartment. also where that suspect walked add few moments earlier. the suspect is seen running back past the camera with hood up and something in his hand. we have know philly police were comparing ballistics yesterday to a crime scene they had in overbrook. 45 minutes before the murder on saturday. residents reported seeing a man casing the neighborhood. when they asked what was going on, the victim opened fire. when those suspects saw the victim of this shooting, they said that was the same m

our pamela brown broke this story and they're out front tonight. you guys have had a very busy week with so many breaking stories. let me start with you. you're learning some fbi analysts spent election day literally scrolling through facebook, why? >> that's right, erin. it was a day on election day. by that point, a fake news had become very prevalent and the counter intelligence analysts and investigators were huddled in a room here in washington, d.c. at fbi headquarters monitoring social media. and what they could see was streams of fake news, negative stories being posted about hillary clinton. some having to do with her health. according to multiple sources. they were able to identify suspected russian links to the accounts that appeared to be pushing the fake stories. interesting here, erin, that the conversation on facebook, on social media because of the fake news was starting to change people's views of hillary clinton. it was clearly affecting their views of hillary clinton. >> all right. pamela, was the fbi team coordinating with the w

nbc 10 pamela osborne joins us live from the scene with details. pam, what do we know. >> i want to start by telling you what we've seen so far since we've been here. chester police have been here. also noticed several police officers arriving on scene as well. we asked them what was going on and they said they were here to assist in an investigation. we asked them if the police pursuit started there, they said no. we've also seen police on seen at east williams circle. in the middle of the road there, there's a wrecked suv. a lot of damage that goes all the way up to the roof of that suv. we know that there were injuries as a result. we're working to find out more about those injuries. police have been walking up and down this entire block with flashlig flashlights. they have been coming over the entire path. they have been taking photographs and looking into that wrecked suv. all of this of course happening on the other side of the crime scene tape. police have kept us back so far this morning, but we're going to be working to see what other info
