let's go over to pamela brown at the cnn voting desk. you're looking, pamela, closely at where the outstanding votes remain. >> that's right. we are expecting results, wolf, this morning. that could help joe biden clinch this election. let's look at what we have. in pennsylvania in the commonwealth of pennsylvania, look at this, 163,000 mail-in ballots left. in any moment now we are expecting philadelphia could report the latest results, they had workers overnight, there was a shift change, but we are expecting results soon. right now in philadelphia they have 50,000 outstanding ballots, the update is expected, again, any moment now. then you look at georgia, 10,000 ballots left to count, we saw joe biden take the lead in georgia overnight. and then in arizona, maricopa county, populous county there in arizona, democratic stronghold, 204,000 early ballots left there in maricopa. the next update there should be coming at 11:00 a.m. in nevada, clark county, 51,000 ballots left in clark county, the home of las vegas, populous county there in

pamela brown, i know you believe in democracy as we all do. >> there was so much drama tonight in waynegan. it is the largest county in michigan, the home to detroit the democratic strong hold. two republicans in an unprecedented move blocked the certification of the votes there in detroit. as you pointed out, joe biden won michigan by almost 150,000 votes. when that happened there was immediate outrage from those on the zoom call and beyond. i was hearing from election experts that was saying it was outrageous. one said it was a tantrum. ultimately believed it would be sorted out and it was. but only hours of citizens showing outrage that these two republican members of the board were blocking the ecertificatio of the votes. they claimed an imbalance in the precincts where the signatures in the poll book didn't match up with the number of votes tab lated. it is important to note wayne county had a history of that issue. it was only by a few votes they were off. now these republican board members used that as the reason they were blocking this. in this stunning reversal, after the outra

let's go to pamela brown. pamela, what are we waiting for in pennsylvania right now?hen you look at the outstanding ballots right here, there are 89,000, as you see on the screen, outstanding mail-in ballots in pennsylvania. on top of that you have 101,000 provisional ballots. but what's interesting to note, in this number on the screen, a majority of those ballots are coming from blue counties. let's look deeper into that. when you look at philadelphia, there are around 38,000 outstanding mail-in ballots. that includes 15,000 to 28,000 provisional ballots. those provisional ballots take a little bit longer to go through, these are briallots that people filled out because they didn't get their mail-in ballot or there was a problem. then in allegheny county, there was a release, a batch released earlier tonight. now there are 37 ballots outstanding there, including provisional ballots. they are working through the night in allegheny trying to bring us the latest numbers as soon as they can. in bucks county, another blue county right outside of philadelphia. there is 2,

pamela brown joins us with more. less than two days until the election.tal service is reporting another slowdown for on-time delivery of ballots. what's going on? >> the closer we get to election day, the more the performance of the postal service declines. we see a slowdown in mail going through the system of the postal service over the last three days. this has been the trend. what this means is it could mean the ballots aren't going to reach important places in battleground states, the election offices on time to be counted. that is why this matters. that's why you are seeing a lot of focus on this right now, because we are so close to election day. so many states, if the ballots don't get there on time, they will be tossed out. they won't be counted. >> in 28 states, ballots have to arrive by election day to be counted. even if they were postmarked before. has the postal service said what it's doing to try to make that happen? >> the postal service is saying that it is taking extraordinary measures right now. it's adding hours for collection. it's add

let's go to pamela brown at the voting desk.orgia, there's an important development unfolding now. >> that's right, wolf. we are headed to recount in georgia. moments ago, the secretary of state in georgia said they're looking at the next steps. the secretary of state said, quote, with a margin that small, there will be a recount in georgia. here is what this entails. you take a look. there's no automatic recount in georgia. candidates can request a recount if the margin is within .5%. as it is now, it is within that margin. today is the deadline for outstanding overseas ballots. there's up to 9,000 still not returned at last check. don't know the provisional county. and today is the deadline for cured ballots. the georgia officials say they have no errors are irregularities. the trump camp wants a recount. that's where this is heading according to secretary of state. the question is when would that happen? it is possible for it to happen before recertification. certification deadline is november 20th, could be as late as novemb

>> over to pamela brown. we heard about michigan, pennsylvania. what are you hearing?ook. how soon do you think we could start getting results? >> all eyes on the battleground states and look at the three red states that president trump won in 2016. wisconsin, pennsylvania, and michigan. these three important states could keep us in suspense perhaps past tonight. we have to wait and see. you look at wisconsin. they started opening those more than 1.8 million preelection votes cast. that is 139% increase from four years ago. a big test due to the sheer number of early votes and the fact that wisconsin is not accustomed to all of this. look at milwaukee county. the bulk of democratic votes are in the state. the milwaukee county clerk tells cnn they want to have the unofficial results we'd between 3:00 and 6:00 in the morning. then you go to pennsylvania. look at the preelection vote there. 2.4 million and just started working on those today. the state's largest city and democratic stronghold of philadelphia has a history of counting relatively slowly but officials there

let's get to our pamela brown with the latest. pam, what is this? what does it mean? has been an area under dispute for a while now. now lawyers for republicans in pennsylvania have gone back to the supreme court. what they're asking right now is for the high court to log, segregate and otherwise not take any action for ballots receive after election day. they essential want the supreme court to weigh in and order pennsylvania to not include those late-arriving ballots, include today, to be counted toward the vote totals. what they're doing is citing the secretary of state's guidance as the lone of why this order needs to happen. they point out initially the secretary of state in pennsylvania released guidance saying that they lace arriving ballots in pennsylvania that were sent by election day but arrived after, they would be segregated. she updated that guidance, that it would not go to the vote totals. what we're seeing, my understanding, is it does not include the late arriving ballots. in places like pip, they separate them, and put them in shall -- shrink wrap t

pamela brown is "outfront." context there, this is a hail mary pass by the trump campaign, yeah?ampaign with this partial recount request in wisconsin. and right now as you pointed out, there is a meeting ongoing about the recount rules, the official recount order starts tomorrow, then that starts the clock until december 1st. here is the deal, the trump campaign is focusing on recounts in two cities in particular, in dane county in milwaukee because those are democratic strongholds where biden got a lot of votes. what the trump campaign is essentially doing with this recount is trying to get a large batch of votes tossed out. they're alleging that the clerks in these counties didn't follow the law, didn't handle the ballots appropriately, these absentee ballots, and so, they should be thrown out. that is a long-shot. that decision, this first step, is the decision's by the board of canvassers in those two counties, two democrats, one republican in both of those counties, according to reid magny with the elections commission. it's a long-shot that they're going to go in and toss

and i should say this is a story i did with pamela brown and dana bash. and we -- we spoke to a bunch of sources who said that, look, they know that their legacy is tied to the president's legacy. jared believes he's achieved a lot, saying in terms of foreign policy. so they are trying to look for a way to say to the president on the one hand, you're great, you started a movement, you should be proud of this, and on the other hand acknowledging privately that there has got to be an exit strategy. maybe that's november 20th after the georgia recount or november 30th when arizona is certified. nobody knows. some people accuse jared of being on both sides of this. first being more aggressive and now not being as aggressive as reality sets in. but the family is, at least the two of them, are trying to figure out just how to deal with the president without insulting him in a way or making him feel that his legacy is any less great than they believe it should be. because after all it got more than 71 million votes. >> well, also, they're going to be stuck with

pamela brown is getting new information. with 90% of the estimated reporting in, pamela, what are you learning? >> i just got off the phone with the board of elections and i'm told that biden just pulled ahead there by 48 votes in erie county. i'll pull up the numbers here as i give the context around this. this is a big blow for president trump. this was a county that he flipped in 2016. he thought haed this county in the bag. he was going to win it again but then he went back to campaign there in late october and he admitted to the crowd he didn't think he would have to. he thought he had it but then covid hit and now he has to work for their votes. now we're seeing biden just pull ahead there. there are 3,000 votes left to count in erie county. i'm told by carl anderson there in the county it's been 4-1. as i am talking to sources close to the campaign they are telling me that basically they see where the story is headed there in pennsylvania that, you know, the lead is shrinking. as we look at these numbers more closely i

let's go to pamela brown who has information about the trump campaign filing at the u.s. us? >> this is the filing right here, jake. the trump campaign went to the u.s. supreme court asking to intervene in an ongoing petition that is before the court having to do with the receipt ballot deadline there in pennsylvania. as you know, jake, that has been under dispute. republicans went to the high court before and asked for emergency review about the three-day extension to the deadline for these ballots. they said that the deadline should be on election day, not after election day. the high court essentially said, look, we're not going to take this up right now, but left the door open to come back to them, which is essentially what is happening. as you recall, justice leto said, we're not going to do anything, but if you think there is something wrong with these ballots, you can come back. essentially the trump campaign is coming back. here's what they said. the vote in pennsylvania may well determine the next president of the united states. this is coming from jay sekulow, la

pamela brown has new information about michigan.ning. >> reporter: detroit, 92,000 mail-in ballots still have not been counted yet. so, we are expecting those ballots to be counted and have a better idea of what the total is by the morning. i know it's early morning right now, but a little bit later in the morning we expect to find out more about detroit. then you have mccone county. we're told 250,000 mail-in ballots are still outstanding to be counted. the number we're seeing right now, that is mainly the day of election day voting that you're seeing right there on the screen. so, with 250,000 left to be counted there in michigan. then you have kent county as well. we're told a big chunk of what's remaining in kent county is mail-in ballots. >> kent county is over here as well in the western part of the state. you see the president ahead at 66%. this is an area where joe biden thought they could make a run. it's more conservative in the western part of the state. the grand rapids and suburbs area of 2020, come back to 2016 it was

here's pamela brown with a closer look at those amazing numbers. >> hi there jim and poppy. voting turnout in states across the country. in fact, in several states, arizona, you have hawaii, you have texas, you have nevada, well, the voting in those states, the early voting surpassed all of the voting they had in 2016. this all happening before polls open across the country, and republicans, the trump campaign, are banking on explosive turnout to outweigh all of the early votes coming from democrats that leaned heavily democratic, and all of this is coming as we're seeing these last minute, down to the wire lawsuits happening. there are republican plaintiffs making these last minute push to get the ballots tossed out, more than 100,000 ballots tossed out that voters made through a drive-through in texas, they lost in the texas supreme court, conservative leaning. they lost with this george w. bush appointed judge who basically rejected their argument and rejected it on technical grounds and said they waited too long to file this case. and yet they are still appealing this. o

. >>> let's walk over to pamela brown. she's taking a close look at pennsylvania right now. on pennsylvania. everyone is watching this count play out. and for good reason. because of how tight the margin is between president trump and joe biden. take a look at this. just today in pennsylvania they have counted more than 500,000 mail-in ballots. but they still have more to go. look at this. if you go through the timeline of the counting has been, if you see this morning over the five-hour span they counted around 200,000. but then when you go from 3:00 to 5:00 it slowed down. and here's why, i'm told, by a source familiar. because of that lawsuit filed by the trump campaign, that slowed things down. they had to stop for a couple hours. then they had to make some changes. that has had a ripple effect in the counting. but they've been starting to pick back up. and just this evening, as you can see, they counted around 100,000 ballots. now at 9:00 we're going to get more numbers. but things are speeding up. and i am told that the administration there in pennsylvania has been pus
