can't day left the minute that pamela left us i feel like the director huey should have been much more engaged in the business side when whether he appointed director sweeny or tom this was really what hung this up i think to go back to what commissioner walker do suicide r said is not just about we want to make things easier for the contractors out there who are wondering where the permits are and the homeowners who want to get a permit and want to knows when they're getting them but the public transparency part there's been a lot of years and every year i've been on the commission there's allegations about some people get their permits fast and some people don't get they're the public or the press or whoever wanted to cares can log on and look at the house down the street who they're tearing up and they can see whether to have a permit they can see when they got their permit and they, see, you know, certain things i feel that was what a big error on our part to let it get that far behind i was super bowl with president mccarthy it's on the commission every month we've got reports about a seller moving forward and we thank the staff person giving the report and

pamela, thanks very much. let's continue the conversation. joining us right now, senior legal analyst, jeffrey toobin, former federal prosecutor, and our law enforcement analyst tom. why wouldn't they charge him with terrorism if he himself allegedly is telling authorities he did this to seek vengeance for the u.s. operations going on in various muslim countries? >> the point of a prosecution is to get this man off the streets and convict him as easily as possible. terrorism requires proof of motive which might be difficult in these circumstances especially because it seems like he's a pretty irrational character. if the government, the new jersey authorities, the washington state authorities, can prove that this was premeditated murder, he is at least going to serve a life sentence and perhaps even get the death penalty in washington. so it just doesn't seem necessary to add to the complexity of the case by bringing federal charges when the point is he's going to be off the streets, presumably, forever. >> what do you make of that? a lot of people are still upset that major nidal hasan in texas was not formerly charged with terrorism even though he went on a kil

pamela brown, thanks very much. >>> so, what does a federal investigation really mean for the ferguson police department? joining us now to discuss john of the naacp, don lemon and our cnn law enforcement analyst tomormer assistant director of the fbi. what's been the reaction there in missouri, john gasket? how important is this civil rights probe, for example, for african-americans on the scene? >> well, as i've spoken with the local naacp leadership here, this is long overdue. many people feel finally our cries have been answered. people feel that now that this is getting national attention finally some light is going to be shed on issues that were taking place for decades. not just in the city of ferguson, but within other neighboring municipal. this is a big problem and it needs to be addressed and a small victory efor the naacp since day one. we have been asking for the justice department and the civil rights division to come in and take a clear look at this and evaluate what has been taking place. the attorney general in the meeting that we had with him when he was in st. louis mentioned that he was taking a look at it and this just goes to show that he's about action and not just talk. he'
