this panel is going to be incredible. it really is. we have a superstar panel and, of course, a superstar moderator that i'm very honored to introduce, and that's judge lee baxter. and judge lee baxter is retired now from the bench, although you would never know it. and she's enjoying a new career as a photographer, is a great photographer. but during the time that she was on the bench in san francisco, we had the opportunity to try cases in her court. and she was somebody who represented fairness to everyone. and i think some of the ideals that we talked about in the last panel really were embodied by the way that she ran her court. and at the end of the day it was always about making sure that whoever appeared in her court and before the court walked out of there feeling that they had their case heard and their concerns heard. so, again, judge lee baxter, retired from the san francisco superior court bench. we have three action-packed panels. our first panel celebrates the 50th anniversary of a novel that really defined american justice in the 1960's and that's "to kill a mockingbird." and many a lawyer was motivated by atticus finch in his closing argument in that case which in many ways represented the civil rights movement that was to come and it already begun. we have best-selling authors. we have a real-life atticus finch, tony serra, who is here and has motivated so many of us to do what we do. our second panel looks at abuse of power, abuse of power and how it happens and why it happens and most importantly what we can do and need to do to prevent it. whether it's a prosecutor or a judge or a defender render ineffective assistance to counsel or a police officer violating constitutional rights. this is not something we can tolerate, yet it happens each and every day. and our panel is going to delve deep into the issues that we're seeing not only here in the bay area but throughout the country and throughout the world

specific areas the panel was here in early october to conduct the review. the preliminary findings they shared with us were very positive i'm happy to report. the panel was very impressed by our procedures and processes as well as the overall execution. they were pleased with the way the projects were executed in did offer some constructive recommendations we will certainly follow up on. the final report of the panel will be available in mid december, and we have asked the chairman of the panel and professor at stanford to give you a presentation on the findings there that will be done in january. i wanted to end my presentation as usual, a giving you the ability to look at the work taking place there. the installation of the pipeline is progressing very well. we have weeded de 7.3 miles of the 10.35 mile -- pipeline installation. construction activities there are 63% complete. but this is a project we have some in queues -- some issues with contaminated groundwater. we are well ahead of schedule, so i don't expect that to impact final completion of the pro

i understand there was a good panel this morning. these are issues that are conflicts, and they require continuing dialogue. the law is not perfect. the law is always evolving. it was an honor also to be with the other panelists here. i think that the issue of the death penalty is one that obviously is right -- ripe for us to bring this back to the voters. i think there is a great deal of evidence today that speaks to the problems of wrongful convictions. i think we all understand what the factors are. we know there is a problem with wrongful convictions -- convictions. there is certainly a problem with prisoner treatment, and there is a problem with closure to the victims as well as the financial costs. it is up to all of us collectively to talk about how we deal with this and create a more profitable policy around dealing with very serious crimes, and i welcome the opportunity for having been here today. thank you very much.
