(applause). >> something that took place yesterday was our medical exchange. rob is going to give you a summary of how that went and at the same time we're going to bring up some additional panelists who will give us their perspective. >> so we're going to do a little bit of a hot swap here to keep the show rolling. while we seat the panel i'm going to introduce them but focus on medical. this just started up last year formally, but i have to say it really started in 2010, the idea of how do we highlight the medical because for those who don't know my history, i'm an old paramedic so this kind of comes naturally to me. in 2010 we were aboard the macon island, one of the things i was fascinated with as were the attendees was the hospital space. there were a bunch of tours that took place there. last year the idea, it wasn't my idea and i wish i could claim it but i can't, the idea to do a medical peer to peer exchange between the military and the hospital providers here in town. so it

[ applause ] >> i'm going to start with catherine mccrack in, the organization on juvenile and criminal justice has done extensive reach on the bail system and pretrial detention. is the system currently working would you say and what reforms would you support? >> thank you for having m e here today. the center for criminal justice has released a report last year that did examine the bail industry particularly around the lobbying effort. i want to talk a little bit about the criticisms of the commercial bail industry that has been reoccurring over the years and these date back as far back as to the 1920s that the commercial bail doesn't just a minute, discriminate those who can't afford bail. counties are responsible for an increased number of level. we have to better utilize our jail space and those confined to jail are the ones is that need to be there. when they come, they have to release inmates and that's not a systemic way. some counties release first ones in and out. the criticism about the bail industry that it doesn't really address -- well, it affects

panelists today. yes, sir, secretary. >> there are a lot of things you can do in a forest that tend to make it easier it fight a fire like most importantly burning off the fuel during the wet season so there's less for the fire to feed on. to what extent in cal fire and all your other things do you encourage people to do things in their forest when you don't have a fire that make it easier and more effective in fighting the fire? >> it's an excellent question, sir. we spend a large time in cal fire on public education and prevention and also with respect to you were talking about fuel, the fuels program, or vegetation management program in cal fire, we have a robust program throughout the state where we are conducting burning operations and vegetation management with prieflt ranch owners and private land owners as well as on state and cooperating with our federal agencies with the u.s. forest service. so two-fold program, vegetation management, we aggressively pursue that, but also from a public educa

the panelist have really given us a terrific overview of different perspectives on this and we are going to get to audience questions in just a few minutes. go ahead and fill out your carts and we'll get to you momentarily. let me start by opening the discussion. i want to start with you kenny dwight and ask about something eduardo vega that said that force is not treatment. that basically the key is to approach people with mental illness with love, kindness and compassion. i know from our editorial page that when we have written about laura's law that some of the post poignant arguments from family members that they have done everything they can do but don't know how to help a loved one. what would you have done? could force treatment made a difference? >> yes. absolutely. laura's law is not forced treatment. i don't know why mr. vega keeps using that word because laura's law is an upfront tool before somebody needs crisis. if they are proven to be a danger to themselves or someone else, a judge tries to get a treatment team and they try to talk with this person and figure out a way for

while the panelists are coming up i'd just like to tell you when general myat and i went down to brief secretary schultz a couple months ago, he invited admiral roughhead and secretary perry into the briefing we had a discussion about the whole program at fleet week. we talked about all the public events that went on but we also talked a lot and concentrated a lot on the senior leadership program and what the rest of disaster preparedness was about. in that conversation we started talking about the internationals a special agent of fleet week. secretary perry actually suggested that we extend invitations to people from around the world that they might benefit from the discussions that we're having. admiral roughhead suggested that his friends from chile had an experience down in their part of the world with an earthquake and thought it would be a good idea for us to hear about the operations that the chilean navy had undertaken for helping out their citizens. we have a panel here today, we actually have two panels we're going to roll through. one is stories from the field, if you will,

"what people wanted was a good job - it didn't matter where they lived." president clinton said unemployment would drop to 3% if other entrepreneurs followed the path of the founder of chobani yogurt, who became an industry leader within five years of opening one small factory using an sba loan. before i answer the question, i want to thank all of the panelists. that was not meant to be hostile so much as to say, we all need to listen to one another. what he said about what happens when the camera is turned off, that is the most important work you're going to do. what happened to bobby? it is an interesting story. needless to say, i intervened and i was young and what i did not know intellectually, i made up for in energy. i intervened on the basis that he was a child that had been subjected to incredible abuse. he was very much a kid and the child welfare system. it happens too many violent youth. i intervened, and he was never prosecuted. he was 14 years old, he was put into what would be thought of now has a psychiatric facility. it was a child psychiatric facility. he underwent all kinds of treatment, training, came out, went back to school. it really went through recovery. and then graduated high school, went to community college, and i would like someone to guess what profession he wound up going into. law enforcement. he was not with t
