[inaudible conversations] >> good morning everybody. welcome. i'm the interim vice president for foreign policy here at brookings. i'm delighted to welcome you all today. before we begin i'd like to damage and thank charlie and tim from our energy security initiative who organized today's event. i'd also like to acknowledge and think commander jason thomas executive fellow from the coast guard at brook examination has been -- brookings has been a terrific colleague. i i hope we can borrow him back down the road. as all of you know in april the united states will assume the chairmanship of the arctic council for two years. we go back about five years, i would say are there two things that are true. one in all frank, not that many people had heard of the arctic council, and two, people who are write about the arctic council were writing about it in real saber-rattling terms. this was about to become the new area of great power tension and

and it's not because it's papp. it's because it's the united states. so that's particularly gratifying. but the last item i'll bring up here is along with that being excited about united states leadership, they question our commitment. they want to know are you really committed to the arctic? and fortunately or unfortunately, what they look at is commitment of resources. one of the questions i frequently get is, you guys can't even buy an ice breaker. are you really committed to the arctic if you can't buy an ice breaker? yet the russians have more than two dozen. china is building an ice breaker. south korea is building an ice breaker. other countries are building ice breakers and i don't want to say i'm focussing just on ice breakers. there are other infrastructure needs as well, but we need to be about the business of committing some resources. i'm very hopeful that the recent executive order signed by the president, which brings all the agencies together with an arctic executive steering committee is going to lead to setting some priorities which w

rÉka papp established a student organization several years ago because she was unhappy about universityudgets getting slashed. now she's in the provinces organizing opposition to the orban government. budget cuts for healthcare, schools, and n.g.o.'s are all being reduced. reka: they're still having extreme expenses like they're building soccer stadiums in extreme numbers for what the heck, i mean we don't even have that level soccer here in this country. >> democracy advocates in hungary have been protesting for five years now. in october, 100,000 hungarians successfully got the government to back down on implementing a tax on internet use. bori takacs shows us the posters that invited people to demonstrate back then. "set yourselves free" was the slogan. for months, she's been taking to the streets with most mi. vladimir putin's visit to hungary was an occasion for protest. bori and her sister have renamed the street where the russian embassy is located. they call it "anna politkovskaya street." valeria: and finally to london, where a public inquiry is being% held into who killed alex

admiral papp is the chair of that. what does the united states hope to accomplish? >> we want to m move the ballll forward. i want to create an arctic coast guarform that addresses the most pressing challenges in the arctic. environmental, safetof life, weare of the native tribes that have lived there for more than a millennium, and not militarize the arctic. these are coast guauard equities,s, not military equities. establishing a coast g guard for a coast guard for would allow us to rht size our needs and objectives in the arctic region. >> let me ask you. you mentioned militarization. one of the key r roles you play is as a door opener as the national force. combatant commanders often want a coast guard cutterer to perform all sosorts of missions. you have said as mh as you want to be part ofhat, he gets tougher for you to have a cutter inapan even if the japanese like it. what are the hard conversations you are having to have with commanders to say the navy has fewer frigates, i have to pick up some of that slack? what are some conversations you are having with

we are there are delighted to have admiral john papp with us here today to talk about these issues. the admiral was appointed in july 2014 as special representative for the arctic. he is the 24th commandment of the coast guard, has handa 39-year career in the coast guard, a graduate of the coast guard academy, whomaster degrees, none security studies and one in management. as a coast guard officer has served on six ships, commanding four of them, including what i'm relie blue informed is the u.s. government's only active sailing tall ship, the eagle. i'm also informed on the ship he is frequently found in the sails, inspecting the rigging, sailor's sailor, not just a leader but a leader held in high regard in the coast guard. it seems to me extremely appropriate to have a sailor's sailor serve as our cub transcribe's representative to the arctic in this upcoming period. so we're delighted to have you here. thank you very much four -- for your service and for being here today. the floor is yours. this question prompts a suggestion for you to consider admiral papp.is, through some resource associated with the u.s. chairmanship, a recommended reading list, something that you could develop over time, with the state of alaska, with academia. there's a lot of great books out there. "arctic dreams," "50 miles from tomorrow," but i think from the standpoint of the long pull, building student interest, academic interest, public interest, i throw that out as a suggestion that could be developed over your tenure. >> that's part of our public diplomacy program. we're using the scholarships to gain some interest and start bringing people in. that's why i -- that's one of the reasons why i was really keen on trying to get disney in there. is because you got to start with the youth. one of the challenges we faced back in my previous job was getting the best of american talent, diverse american talent into the coast guard academy. and you can't start at the junior year of high school. you really have to start marketing when they're in grade school. we need to
