this shows the parks that are scoring very high in the dark and parks that are scoring less. there is a percent between all the parks on the top and low end. all parks service areas are scoring about that 85 percent threshold which represents good maintenance. this is a little bit more detail on it. you will see the most of the psa's have had a minor fluctuation which has gone down a little bit. we have asked the controllers office to give us a little bit of guidance as to how much fluctuation represents the actual change that is subject -- substantial. the biggest drop is golden gate park and that biggest drop is changed since we changed the evaluation and we divided the sections that took many many hours into smaller sessions so the evaluators can get to every area and that was useful to the staff. of all of those areas, they drop. they were higher in prior years since we have been doing the evaluation. you can see that in the next slide. this slide, actually this is a great moment. we are at a crossroads. we are moving from a system we developed in 2006 and started using a

we have four parks, garfield, rolf park, larossa park, et cetera. we have been hearing rumbles for quite a few years now regarding those parks and access. it started with when the parks we're being rehabilitated. one thing i want to say, too, i have been hearing people say this is a rule -- you know, that people have to follow rules, but rules are not always right. rules sometimes don't work. so we have to have the power to be able to look at those rules and look at those laws and see how they are working or not work and like now it's not working. there was one family that i heard about that was at the park and asked to leave by a woman with a permit. the next day they checked to see if that particular hour and time was reserved and it was not. so the park sat there without being used. this is evidently a system that is not working and it's not utilizing that space. another instance is where -- i'm going to speak for rita alvarar. rita has been working with that park for decades, making sure that the park is activity and safe and making sure that pa

i give a lot of tours through the park. during those tours, a lot of the folks in the group will think of the park as very scary. it has a lot of hills, there's a lot of dense groves. once you get towards the center of the park you really lose your orientation. you are very much in a remote area. there are a lot of trees that shield your view from the urban setting. you would simply see different groves that gives you a sense of freedom, of being outdoors, not being burdened by the worries of city life. john mclaren had said that golden gate park was too far away. he proposed that we have a park in the south end of the city. the campaign slogan was, people need this open space. one of the things that had to open is there were a lot of people who did a homestead here, about 25 different families. their property had to be bought up. so it took from 1928 to 1957 to buy up all the parcels of land that ended up in this 317 acres. the park, as a general rule, is heavily used in the mornings and the evenings. one of the favorite p
