there were cars everywhere, completely over park, cars double parked. we said it is so much better with the reservation system. we are hearing that sentiment from visitor reviews online. look at trip advisor the recreation.gov app, see what people are saying. i think visitors understand there's only 150 parking spaces on cadillac mountain. and we want people to have a high quality experience. not everyone can be up there at the same time. it is not abnormal for us to have as many as 500 cars on the summit of cadillac mountain for those 150 parking spaces prior to the reservation system. >> let me ask mr. reynolds a question. one of the issues, and i may be wrong, the park service has a policy of not favoring one park over another in terms of advertising and promotion. can we think about that policy in terms of promoting the lesser used national parks? i was in southwest texas at one point, and almost because of the weather, i went to big bend, it turned out to be one of the best experiences my family had. it was a very little visited national park. can

so, yes, you know, probably about our grand national parks, but our urban parks such as douglas and martin luther king, jr., center a lot of folks don't recognize those as being part of our national park system. we have two community assistant programs. these are programs where we assist communities, individuals to preserve and protect their own historic resources and to tell their own historic stories. some of our programs that you may be familiar with are the national register and national historic landmarks program. the african-american civil rights network which is one of the newest programs and i will expand upon that later in this presentation as well as our various granting programs such as our african-american civil rights grants which give moneys to local state, local, federal government, preservation organizations and stewards in order to undertake historic preservation or preserve culture resources or tell their stories within the communities. the parks service has over 21,000 employees and volunteers that work with us and we usually have around 320 million individuals visitors

sue bearman park is a four-acre park and consists of two halves referred to as sue bearman park west and sue bearman park east. the park is bounded by washington street to the north. the street to the west and the embarcadero to the east. the park is predominantly flat and unfenced allowing access from its surrounding sidewalks with linear pathways that break the park up into smaller lawns and vegetated sections. there's also a playground at the sue bearman park east center north area. sue bearman park hours are from 5:00 a.m. to midnight. quantitatively, there's currently a 42.6% existing shadow load on sue bearman park. either the proposed project variants would add .00.01% shadow increase. qualitatively in times of year and day, shadows occur between march 16th through the 28th during the spring and fall months for a total of up to 26 days a year and only in the late afternoon after 4:00 p.m. the average duration of shadows is about 12 minutes with an average size of 0.2% of the park area. with regard to the shadow location, the project shadow falls on sue bearman west along the n

mcclaren park trail project. we had, as i stated earlier, the intention of us to leverage the park bond with state, local, and private funding. and in 2018, the recreation park department applied for a habitat conservation fund program grant for the visitation avenue corridor trail. the department was awarded the grant in 2019. so the $207,000 would fund the construction of a new multi-use trail that is adjacent to visitation avenue within mcclaren park. as this project -- we have not -- okay, this project is scheduled to start in the fall of this year, and for that reason, we are bringing the legislation back to the board of supervisors, and we are requesting that the board of supervisors retroactively authorize the recreation and parks department to accept and expand the california of parks and recreation conservation fund grant in the amount of $207,000 to support the visitation avenue corridor trail project within mcclaren park, and also recommend that the board of supervisors approve the grant contract that
